N61331‐21‐R‐0004 ‐ Synopsis IDIQ A/E Contract for General Design Services at NSWC PCD

Industry Questions and Government Responses

# QUESTION ANSWER SYNOPSIS REFERENCE

004 If a task order is awarded in phases (separate service CLINs) – ie an original award for investigation services, a modification to add design services, and a 2nd modification awarded for PCAS services ‐ do all three phases have to be completed within the last five years to make the project acceptable under the requirements of the solicitation?

This assumes that a past performance evaluation is completed by the government for the completed phases, signifying that the phase was satisfactorily completed.

Provide a maximum of five (5) projects with a cost of $200K or more and completed within the past five (5) years before the response date set forth in this notice that best demonstrate specialized experience of the proposed team in the primary service areas outlined above. A project will be considered complete based on the project completion date provided in Block 24 of the project description.

Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. If more than the maximum number of projects is submitted, the

Government will only evaluate projects up to the maximum number authorized in the order submitted.

Projects shall be submitted on the SF330 at Part I, Section F and shall be completed projects. Projects not completed will be excluded from evaluation consideration.

Criterion 1 ‐ Specialized

Experience

005 Is it possible to get a list of all in interested parties for the above referenced project?

Interested Vendors List made available for viewing. Interested Vendors List

006 On page 4 under Criterion 1, it states: “All projects provided in the

SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and/or perform work under this contract.” Can you please clarify if this means that we can or cannot use consultants’ projects for any of our 5 projects in the SF330?

The SF330 must demonstrate specialized experience in performance of services similar to those anticipated under this contract. The specialized experience must be demonstrated by the offeror (actual office/branch/regional office) or individual team member(s) proposed to manage and/or perform work under this contract. If consultants are proposed as team members to manage and/or perform work under this contract, than projects demonstrating specialized experience of the consultants may be submitted for evaluation.

Criterion 1 ‐ Specialized

Experience

007 On page 5 under Criterion 3, it states “The Government will evaluate past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction on example projects presented in

Criterion 1.”

Does this mean you will consider private industry work as relevant project experience even if it is not government related?

Both Government agency and private industry projects presented in Criterion 1 ‐ Specialized Experience will be evaluated for work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction.

Criterion 3 ‐ Past Performance
