AMENDMENT 0001
Amendment 0001:
The purpose of this amendment is to answer the following questions:
With regards to solicitation N61331-19-R-0014 Maritime Buoyant Plates, clarification is required on the ballistic resistance data required under sub-factor 2 BALLISTIC PERFORMANCE/MATERIAL DATA. Per Attachment_J.1 – Appendix A MBP Testing Protocol.
1. V50 Ballistic Protocol:
A. There is no clear definition as to how many each XS and/or XL are prescribed. Should we assume it is 3 each XS and 3 each XL?
Answer: See Attachment J-1 (NQ/PD 16-04), Appendix B, Table I-B.
B. The V50 protocol does not differentiate between 1st, 2nd, and 3rd shot V50 values. Reasoning: As a long-standing practice with hard body armor, it is important to differentiate between these shots as a V50 comprised of all 3 shots on one hard body armor insert will skew and provide false results. Also, it is important to note the effects of MIL-STD-662 has on hard body armor as a velocity fluctuation can have both positive and negative impacts on consecutive shots.
Answer: V50 testing will be conducted per MIL-STD-662F.
2. V0 Ballistic Resistance:
A. There is no clear definition as to how many each XS and XL are prescribed?
Answer: See Attachment J-1 (NQ/PD 16-04), Appendix B, Table I-B.
3. Is there a drawing package that is available for the correct insert shape?
Referencing NQ/PD 16-04, Figures A/B and I-A do not match and are commonly referred to as swimmers cut, and SAPI or SPEAR cut respectively.
Answer: Drawings provided as appropriately requested. Figures A, B and I-A in the PD clearly stipulate that they are "not to scale.” They are only intended as references for label/marking placement and shot locations.
