About this file

This presentation slide deck and related federal contract opportunity notice provide details for a pre-solicitation conference soliciting proposals for three Target Detecting Devices. The Naval Surface Warfare Center in Panama City, Florida is seeking the MK 71 MOD 1, MK 157 MOD 0, and MK 163 MOD 0 devices, which are components of the Quickstrike shallow water mine system deployed by U.S. Navy and Air Force aircraft. Interested offerors are invited to attend an in-person pre-solicitation conference on February 6, 2018 to learn more about the requirement. Proposals must be submitted in response to solicitation N61331-18-R-0006 by the unspecified deadline. The presentation slides provide information on the mine system architecture, procurement plans, technical specifications of the individual devices, quality control and manufacturing plans, and facilities and personnel requirements for the successful bidder.

Text version

Quickstrike System Description Mission: Air deployed, sea-bottom mines that serve as a strategic threat to enemy ships and submarines transiting in shallow waters.

Platform: Navy & Air Force aircraft: F/A-18, P-3, B-52, B-1, B-2

Employment: Delivered by U.S. Navy and U.S. Air Force aircraft, dropped over planned minefield location. Once emplaced, mines activate and wait for a valid target signal before detonating.

The Quickstrike is a family of shallow water, aircraft laid mines used primarily against surface and subsurface craft. Quickstrike versions (MK 62/MK 63) are converted general purpose 500 lb and 1000 lb bombs. The MK 65 is a 2,000 lb mine, which utilizes a thin-walled mine case vice a bomb body to enhance terminal effects.
