N61331-17-R-0010 Questions and Answers

Q1. Environmental

a. Could you please confirm the requirements for wind speeds are based on WMO/ASCE 7-

05 standards? If not, which standards are used?

b. Could you please provide a definition of the wave height and period required in Table 4

(Design Environmental Profile) of Attachment 1 – Technical Attributes? Are they defined as per the USCOE Shore Protection Manual?

A1. Environmental

a. The wind speeds represent the wind speed requirements for the intended deployment site.

b. For planning purposes, the environmental conditions are expected to be 4.6 ft. waves on a period of 6.5 seconds. The 10 foot wave height requirement is based on the occurrence of irregular waves; there is no predictable periodicity for these large waves.

Using the USCOE Shore Protection Manual definition of wave height and wave period is acceptable.

Q2. Paragraph 3.0 on the top of page 6 stops abruptly and mid-sentence. Is this paragraph complete?

A2. This was the result of a pending change to the SOW paragraph which was ultimately abandoned.

The SOW will be revised to reflect a complete sentence.

Q3. Is the Government asking for subsurface barrier preventing torpedoes, swimmers and divers from entering the threat zone. (Table 3 – Design Basis Threat of Attachment 1 – Technical

Attributes)

A3. For the purposes of this acquisition, the Type II WSB is not intended to delay *fully submerged* threats that are identified in Table 3 (Design Basis Threats). However, the barrier shall delay those threats if/when they have a surface expression. For example, the Type II WSB shall delay a scuba diver swimming on the surface (i.e., with a surface expression) with or without propulsion. A Surface swimmer who completely submerges (i.e., without a surface expression) is considered *fully submerged* and is outside the requirements intended for this acquisition.

Q4. Will the system have access to Government provided shore power during gate operations?

A4. Shore power will be provided by the Government. The power drop will be terminated in a power panel located on the dry-side (i.e., located on the pier or landside).

Q5. Could you please provide the anticipated number of openings and closing per date to determine the MTBOMF?

A5. The number of opening and closings is not a direct component of MTBOMF. The Type II WSB is considered a continuous use system and is expected to be available for opening and closing

24/7/365.

Q6. What is the emergency operation and sustainment maintenance personnel requirement for this

RFP. Is the request to have repair staff on duty 24/7 or is on-call acceptable?

N61331-17-R-0010 Questions and Answers

A6. Sustainment requirements for this solicitation are specified in section 3.4.3 of the SOW. It is incumbent on the Offeror to differentiate between efforts covered under the commercial warranty and any additional support outside of the warranty terms and conditions. Sustainment efforts shall be available on-call as issues arise.

Q7. Is the emergency back-up mode operation required to be handled by the awarded company’s staff or is it acceptable for the awarded company to subcontract the emergency operations?

A7. Upon Final Inspection and Acceptance of the Installed Waterside Security Barrier, Emergency/Back-up Operations will be handled by Government and Port Operation personnel in accordance with the training support provided under section 3.5 of the SOW.
