SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
QUESTIONS/ANSWERS PART II
1. The solicitation states on the first page that: "NBBP shall be used and qualified in its VBSS configuration using OleTex CDJN 200 foam." This implies that all ballistic testing will be conducted in conjunction with this foam. Is this correct?
Government Response: Yes this is correct with the following exceptions:
V50 Testing, V0 Testing for Government Reference, and Blunting Gap Testing.
2. If is so, do we have specifications available that we could share to ensure their compliance with this standard??
Government Response: The foam is OleTex CEJN 200 foam per the PD paragraph 1.1.
3. Clarification #001: In the RFP, Section 3.2b, Factor 2c and Factor 2d (page 55) it states, “Offeror shall provide NIJ certification letter for the ballistic plates proposed for this solicitation” and “Offeror shall provide the test data sheets that support the NIJ certification”.
NIJ certification typically takes 4-5 months (4 weeks for application approval, 3 weeks for testing and evaluation at a NIJ approved lab and 8-12 weeks for final NIJ review and certification). Although the testing portion is quick, the formal certification and paperwork is limited to the NIJ’s workload and resources available.
Our plate being offered is fully compliant to the NIJ 0101.06 Level 3 spec however is not certified.
Question: Will the government accept a NIJ 0101.06 compliant plate (uncertified but fully tested) which has test reports from ATC or an NIJ certified lab and also includes the test data sheets that support the NIJ certification?
Government Response: The Government will accept a NIJ 0101.06 compliant plate (uncertified but fully tested) which has test reports from ATC or an NIJ certified lab and also includes the test data sheets that support the NIJ certification. Addendum to 52.212-1 has been updated to reflect this change for Factor 2.
4. If a NIJ compliant (uncertified) plate is not permissible, will the government extend the RFP due date by 5 months to permit formal NIJ 0101.06 Level 3 certification?
Government Response: Please see response to answer #3 above.
5. Clarification #002: In Attachment J.1 Section 3.2 it states the NBBP is a “directional single curve composite plate”. Our side plate tooling is single curve however our front/back torso plates are manufactured using a more ergonomic multi-curve tool which produces torso plates similar to the SAPI/ESAPI curvatures.
Question: Will the government accept a multi-curve font/back (10x12) plate which meets all other requirements of the RFP?
Government Response: The Government will NOT accept a multi-curve plate.
6. Clarification #003: In Attachment J.1 Section 3.3.1 it states the NBBP "cover shall be black polyurea that completely and uniformly encompasses the ballistic plate with a nominal thickness of .040 inches". Our current plates in service, including our NIJ 0101.06 Level 3 certified plates weighing 2.3lbs for a 10x12, uses a ballistic nylon cover to help reduce weight and thickness while protecting the ballistic element from damage.
Will the government accept a different cover material, such as ballistic nylon instead of the specified black polyurea cover?
Government Response: The Government will NOT accept a nylon cover.
7. Clarification #004: In Block 10 of the RFP (page 1) it states the solicitation is restricted to 100% Small Business. Section 3.2b, Factor 4 then permits Past Performance of both the Offeror and a subcontractor but states the offeror must provide a minimum of two (2) past performances and the subcontractor can only provide a maximum of one (1) past performances.
Question: If the small business is a distributor who doesn’t specialize in armor plate contracts can the past performances be on other parts of their business or does it have to be related to armor plate sales?
Government Response: It is the offeror’s sole discretion to determine the relevancy of the past performance information submitted in its proposal. The Government will evaluate relevancy of the submitted past performance information based on the criteria established in the solicitation.
8. It is understand that the plates will be conditioned separately from the shoot/foam pack. After the plates are conditioned, will they be tested in-conjunction with the shoot/foam pack or tested stand-alone?
It is known that there is the V0 Govt Ref test that will be tested stand-alone, just want to make sure that all other conditioned plates will be tested with the shoot/foam pack.
Government Response: Other than Government reference test, all other V0 testing will be done with shoot packs.

FACTOR 4: PAST PERFORMANCE
a. Provide up to three past performance references that reflect recent, relevant experience within the last five years that demonstrate the Offeror’s ability to handle the scope and breadth of the SOW. If the prime is not the manufacturer of the NBBP, past performance references should also reflect the effort by the subcontractor. The Government will accept two Prime past performance references and one past performance reference from a teamed subcontractor. Example contracts may have been performed for Federal, State, and/or local Governments, as well as private industry. In addition to the Past Performance information required by Factor 4, Offerors may utilize Attachment J.3. If the offeror elect to include Attachment J.3, the information shall be completed by the past performance reference and submitted directly to the Contract Specialist by the solicitation closing date/time.
b. Include the following information for each past performance reference:

ii. Contract type
iii. Program name
iv. Total contract cost
v. Short description of work performed
vi. Description of how the work performed is relevant to the requirements in the SOW

c. Offerors are responsible for providing contract descriptions and applicable experience in sufficient detail to permit evaluation of the example contract’s relevancy. If the Offeror does not provide up to three past performance references during the last five years, the Offeror shall address this and provide a written narrative detailing the reasons for not providing three references.
d. The relevancy of Offerors’ past work and how this experience will assist in performing under this contract shall be explained in detail. Offerors are advised that: (1) the Government may contact any or all references in the proposal and third parties (such as other customers, the DoD Past Performance Information Retrieval System (PPIRS), other Government contractors, the Environmental Protection Agency, the Department of Labor, consumer protection organizations, etc.) for performance information; (2) the Government reserves the right to use any such information received as part of its evaluation of the Offeror’s past performance;
(3) the Government reserves the right to directly solicit input on the Offeror’s past performance from any other sources and the Government may use any other data available to its evaluators, including the personal knowledge of those individuals; and (4) if the Offeror omits projects of which the Government evaluation team is aware or becomes aware, customer assessments may be sought from the relevant organization.
e. The Government reserves the right to limit or expand the number of references it contacts and to contact references other than those provided by the Offeror. If subcontracting is proposed for subject Contract/Task Order, past performance references where the Offeror has served as a prime Contractor with Subcontractors would be of interest.
f. If past performance is supplied for a firm who’s CAGE CODE and DUNS Number does not match the
CAGE CODE and DUNS NUMBER for the offeror, the offeror MUST provide a DETAILED written explanation of how the past performance information is relevant. For example, if the offeror provides past performance data from a different firm with a different CAGE CODE and DUNS NUMBER, the offeror’s proposal MUST clearly demonstrate how it will employ into this IDIQ Contract the same policies, procedures, processes, management, and similar systems and delineate how the offeror will achieve the same quality of past performance in performance of this IDIQ Contract. The proposal must clearly show how experience from any other entity other than the offeror is relevant to the offeror’s ability to perform.
The relevant considerations are whether the resources of a different firm will be provided or relied upon for contract performance such that the other firms(s) will have meaningful involvement in contract performance. Failure to provide an adequate connection and link between the offeror and the submitted past performance from a different firm(s) may result in a lower relevancy rating.
3.3 VOLUME III
FACTOR 5: PRICE PROPOSAL
a. Pricing information shall be submitted by completing the SF1449 and the SF 1449 – Continuation Sheets in its entirety. Offerors shall provide a unit price and the amount for each CLIN. Offeror(s) shall provide unit prices utilizing two decimal places. Offeror(s) shall also multiply the quantity for each CLIN by the quoted Unit Price to verify the “Amount” column for accuracy.
b. If any amendments to the solicitation are issued the Offeror must ensure that such SF30 amendment(s) are signed, dated, and returned with the proposal by the submission date and time.
c. Ensure all the information for your company is current and has an active registration within the System for
Award Management (SAM) database.
d. Complete and submit all required Representations and Certifications.
