SUMMARY OF CHANGES
SUMMARY OF CHANGES
Note: Highlighted text denotes the changes “from” & “to”.
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
QUESTIONS AND ANSWERS
Q#1: Provide recent procurement history for the item.
A#1: Recent procurement history does not exist. The MGAs were originally purchased as a subcomponent to a larger system in the 1980s and have not been procured separately.
Q#2: The MGA_RFP document, section B, states the following:
“environmental testing units shall not be delivered; only the data IAW the CDRLs. environmental unit quantities based on the number of production units orders IAW Attachment #3: ANSI_AQSZI_4Tables.
See Examples below.
Example #1: The Government orders 280 production units. Awardee must produce at least 312 units: 280 production (deliverable), 32 environmental testing per Attachment #3.
Example #2: The Government orders 1200 production units. Awardee must produce at least 1280 units:
1200 production (deliverable), 80 environmental testing per Attachment #3.”
Should this be interpreted as the environmental conditioning tests listed in document WS15896-H (MIL- STD-331 and 810 for shock, vibration, temp, humidity, etc.) need to be done for each lot of MGAs, at the quantities identified on the ANSI_AQSZ1_4tables document? Or is lot testing only required for postproduction quality conformation inspection and periodic quality conformation inspection as detailed in section 3.1 of the SOW?
A#2: Environmental conditioning tests listed in document WS15896-H (MIL-STD-331 and 810 for shock, vibration, temp, humidity, etc.) need to be done for each lot of MGAs, at the quantities identified on the ANSI_AQSZ1_4tables document. All delivery orders will require that environmental testing be completed based on the quantity ordered.
Q#3: Our question is in reference to Amendment 2 attached herein. You give an example were 280 motors delivered out of 312. What do we do with 32 units?
Could they be sold on the next round of ordering ( second year)? Or we need to throw them away? Should we provide the proof that we did destroyed the units?
A#3: The awardee shall not provide the environmental test units to the Government. Environmental test units shall not be reused or incorporated into current or future lots. The awardee is required to provide only the data from the environmental testing to ensure the lot meets the Government requirements. The awardee is responsible for destruction/disposition of the environmental test units. The SOW and CDRLs were updated. See CDRL A004 and
SOW 3.1 (8).
Q#4: The RFP lists conflicting times for when the proposals are due: Page 1, block 9 states 4:00PM (CST) and page 53 para 2.1 states 3:00PM (CST). Please clarify.
A#4: The RFP has been updated to reflect 4:00PM (CST).
Q#5: CDRLs A00l -A003 have not been provided. Please provide.
A#5: CDRLs have been uploaded with this amendment onto FedBizOpps. There are a total of four CDRLs.
Q#6: The RFP contains conflicting Quality Management System Requirements. SOW paragraphs 3.0 and 2.0(h) require/refer to a quality system that meets ISO 9001-2015. RFP Page 19, clause E-2-0015, Quality Management System Requirements requires ISO 9001- 2008. Since ISO 9001-2015 is relatively new, please change the ISO requirement/references to ISO 9001-2008 as stated in clause E-2-0015 .
A#6: Clause HQ-E-2-0015 has been updated to reflect 9001-2015.
Q#7: Page 20, FAR 52.209-3 (b) requires the first article report to be submitted within 30 days after contract award. This does not allow sufficient time to produce, test and complete the report. Please change "30 days after contract award" to ''within 5 business days after testing is complete."
A#7: The First Article Test Report contains the methodology in which the First Article Test (FAT) will be completed. It is not the final report after the FAT. The language within the clause has been updated to avoid future confusion.
Q#8: Page 55, para 3.1.4 states that ref Section H, level of effort (LOE) is to be completed (submitted) separately identifying compensated and uncompensated hours for the prime, subcontractors and consultants . This requirement does not seem to be consistent with Section H or this firm fixed price solicitation. Please clarify if LOE is required as part of the proposal.
A#8: References to LOE have fully been removed via this amendment.
Q#9: It appears that the solicitation does not speak directly about where the items are produced. In the USA or allowed to be made outside of the USA (there is a list of countries for Buy American Act) then Buy American Act is applied. And solicitation requires bidders to detail all parts purchased from other countries.
Many companies including the original source for the item, set up shops in Mexico and other countries were subassemblies are made much cheaper than the US.
A#9: Clauses 252.225-7001 and 252.225-7002 have been incorporated into the RFP.

3.2 VOLUME II, NON-PRICE PROPOSAL
3.2.1 GENERAL GUIDANCE
a. The Non-Price Proposal shall not contain any reference to price. The Non-Price Proposal should be written so that management and engineering oriented personnel can evaluate the proposal and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the proposal shall be specific, detailed and complete as to clearly and fully demonstrate that the prospective Contractor has a clear understanding of the technical requirements contained in Section C of this solicitation. Statements such as "the Offeror understands", "will comply with the Performance Work Statement," "standard procedures will be employed"; "well known techniques will be used" and general paraphrasing of the Performance Work Statement are considered inadequate.
b. In the event any portion of the Non-Price Proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished. It must be signed by a responsible officer of the Offeror and shall show the author's name, employment capacity, the name of the person's firm, the relationship of that firm to the Offeror's, and the portion of the Non-Price Proposal he/she wrote.
c. Technical information previously submitted, if any, may not be considered by the Government; hence, any such information should not be relied upon or incorporated in the Non-Price Proposal by reference.
d. The Government will assess performance risk for each factor. Offerors shall specifically identify area(s) within their Non-Price Proposal where risk is present and identify what steps they will take to mitigate this risk to ensure fully successful performance.
3.2.2 EVALUATION FACTORS
Offerors shall directly address the adherence to the following factors:
FACTOR 1 – TECHNICAL APPROACH
1. Provide a thorough and detailed approach to producing the MGA units:
a. IAW the SOW, specifications, and drawings;
b. Environmental testing;
c. Manufacturing and testing facilities;
d. Equipment;
e. Monthly delivery capacity
FACTOR 2 PAST PERFORMANCE
a. Provide up to three past performance references that reflect recent, relevant experience within the last five years that demonstrate the Offeror’s ability to handle the scope and breadth of the SOW. Three of the Prime's relevant past performances are desired, however, the Government will accept two Prime past performance references and one past performance reference from a teamed subcontractor. Example contracts may have been performed for Federal, State, and/or local Governments, as well as private industry.
b. Include the following information for each past performance reference:
 Contract/Task Order number Contract type Program name Total contract cost Short description of work performed Description of how the work performed is relevant to the requirements in the SOW Names and valid phone number, e-mail address, and mailing address for the Procuring
Contracting Officer (PCO), Contracting Officer’s Representative (COR) and Program Manager (PM).
c. Provide Attachment J.1 – Past Performance Questionnaire, to the Government Point of Contact for each provided past performance reference for completion and submission directly to the Contract Specialist identified in Section G. It is the Offeror’s responsibility to ensure that the Government POCs for the past performance references submit the completed Attachment prior to the proposal due date.
d. The relevancy of Offerors’ past work and how this experience will assist in performing under this contract shall be explained in detail. Offerors are advised that: (1) the Government may contact any or all references in the proposal and third parties (such as other customers, the DoD Past Performance Information Retrieval System (PPIRS), other Government contractors, the Environmental Protection Agency, the Department of Labor, consumer protection organizations, etc.) for performance information; (2) the Government reserves the right to use any such information received as part of its evaluation of the Offeror’s past performance; (3) the Government reserves the right to directly solicit input on the Offeror’s past performance from any other sources and the Government may use any other data available to its evaluators, including the personal knowledge of those individuals; and (4) if the Offeror omits projects of which the Government evaluation team is aware or becomes aware, customer assessments may be sought from the relevant organization.
e. The Government reserves the right to limit or expand the number of references it contacts and to contact references other than those provided by the Offeror. If subcontracting is proposed for subject Contract/Task Order, past performance references where the Offeror has served as a prime Contractor with Subcontractors would be of interest.
f. If past performance is supplied for a firm who’s CAGE CODE and DUNS Number does not match the CAGE CODE and DUNS NUMBER for the offeror, the offeror MUST provide a DETAILED written explanation of how the past performance information is relevant. For example, if the offeror provides past performance data from a different firm with a different CAGE CODE and DUNS NUMBER, the offeror’s proposal MUST clearly demonstrate how it will employ into this Task Order the same policies, procedures, processes, management, and similar systems and delineate how the offeror will achieve the same quality of past performance in performance of this Task Order. The proposal must clearly show how experience from any other entity other than the offeror is relevant to the offeror’s ability to perform. The relevant considerations are whether the resources of a different firm will be provided or relied upon for contract performance such that the other firms(s) will have meaningful involvement in contract performance. Failure to provide an adequate connection and link between the offeror and the submitted past performance from a different firm(s) may result in a lower relevancy rating.
3.3 FACTOR 3- PRICE
3.3.1 GENERAL GUIDANCE
a. Offerors must submit pricing for all CLINs (except CDRLs) for all years to be considered for award.
b. Offers submitted in response to this solicitation shall be in terms of U.S. Dollars. Offers received in other than U.S. Dollars shall be rejected.
ADDITIONAL INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS.

3.2 VOLUME II, NON-PRICE PROPOSAL
3.2.1 GENERAL GUIDANCE
e. Statements such as "the Offeror understands", "will comply with the Performance Work Statement," "standard procedures will be employed"; "well known techniques will be used" and general paraphrasing of the Performance Work Statement are considered inadequate.
f. In the event any portion of the Non-Price Proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished. It must be signed by a responsible officer of the Offeror and shall show the author's name, employment capacity, the name of the person's firm, the relationship of that firm to the Offeror's, and the portion of the Non-Price Proposal he/she wrote.
g. Technical information previously submitted, if any, may not be considered by the Government; hence, any such information should not be relied upon or incorporated in the Non-Price Proposal by reference.
2. Provide a thorough and detailed approach to producing the MGA units:
a. IAW the SOW, specifications, and drawings;
b. Enviromental testing;
c. Manufacturing and testing facilities;
d. Equipment;
