STATEMENT OF WORK
STATEMENT OF WORK
FOR
AIR SERVICES SUPPORT FOR
FLIGHT TEST PREPARATION & FLIGHT TESTING
1.0 SCOPE
The Naval Surface Warfare Center Panama City Division (NSWC PCD) Intelligent Sensing & Irregular
Warfare Branch (Code X12) and Assault Breaching Systems Branch (Code A16) continue to have requirements for commercially available manned rotary and fixed wing aircraft and unmanned drone flight test support for ongoing testing of sensor systems in support of projects such as:
Advanced Littoral Reconnaissance Technologies (ALRT)
Office of Naval Research (ONR) sponsored programs such as ALRT/Laser Interferometric Sensor (LIS)
Office of Naval Research (ONR) sponsored programs such as ALRT/Compact Modular Sensor and Suite
(CMSS)
Mine Warfare Program Office (PMS 495) sponsored Coastal Battlefield Reconnaissance and Analysis
System (COBRA) acquisition program
Various on-going science and technology investigations at NSWC PCD to address evolving sensor and test-bed hardware suites for reconnaissance and surveillance in the littorals.
Major portions of the testing will principally be conducted at Eglin Air Force Base (AFB), Fort Walton Beach, FL, Tyndall AFB, Panama City FL, and Gulf of Mexico test ranges but may also occur at other test ranges around the United States and potentially even OCONUS. The Contractors support facility should be within a 30 miles radius from NSWC PCD to facilitate speedy communications during all phases of the planning, design, and fabrication of support hardware as well as promote cost effective integration events and optimized testing events of the hardware on the air platforms in order to minimize overall government travel expenses. This Statement of Work
(SOW) specifies the requirements for the platforms and the support services required to integrate sensor systems onto suitable airborne platforms and execute testing. Most, but not necessarily all, required airframe support will consist primarily of providing/flying a Bell UH-1H helicopter, a S61 (or equivalent), Bell platforms (or equivalent) to those such as a 206B, a 206L, and/or a 407B, and various Unmanned Aerial Vehicles such as those ranging from quad copters to octocopters that can carry payloads in the few pounds up to the 100 pound range in order to support technology studies. Further requirements for this effort will require the Contractor to provide vehicle flight crews, on-site test support, and ground Support that is required to handle all platform and test support needs at any given test event), Federal Aviation Administration (FAA) approvals, and associated flight clearance paperwork for system hardware checkout and data collection events at the various locations in accordance with each locations required approvals. These efforts will be performed in response to individual delivery orders that will be issued under the contract.

Provide local and/or remote storage facilities/containers as required to support testing and/or various mission-essential equipment.
For planning purposes and cost estimating, assume the following:
Due to the typical research and development science and technology level of these required investigations the
Contractor must be able to allow for constantly changing mission times and requirements. Regular slips in schedule are expected along with short notice re-starts. The Contractor shall support schedule adjustments while maintaining aircraft availability and will also adjust to schedule changes without incurring costs to the government unless the platform use has already started when schedule change occurs. For system integration, system removal or use of helicopter, a minimum charge of 2 flight hours/day at Contractor facility, and a minimum of 3 flight hours/day when the helicopter is away from the Contractor facility. During typical tests, flights durations of up to 2-3 hours per flight and up to 6 hours per day are anticipated. Time between flights may be required but in any case, the daily limit of pilot’s on station time shall be limited to no more than 12 hour each day. On occasion as many as four shorter flights (approximately 30 minutes to one hour each) in a given day may be required. For planning purposes, it is estimated that 10 major tests events per year will occur with each test event being either a one week (for short tests) or 3 weeks (for long tests and/or tests away from local area). Tests/Demos in the local area may be executed as multiple smaller test sequences of about 1 week each. Major Demonstration events may be a full 2-3 weeks in duration. For planning purposes, and to keep it simple, it should be assumed that there are a total of 49 three week test events throughout the five year contract. Categorization of these events is shown below:
A likely flight test demo is assumed to take 3 weeks on an appropriate airborne platform and/or combination of multiple platforms such as a rotary (UH-1H, S61 or Puma, Bell 206L ( or 206B, 407B),) and/or UAV platforms.
The 3 week demo may consist of flying a single integrated sensor the entire time on a single platform or may require a change of either sensor or platform(s). All integration costs are assumed to be the same for any sensor on the same platform. For a 3 week (21 day) demo, assume 2 days for system integration, 1 day for system removal, and 2 days for system engineering checkout flights, 16 days for data collection flights.
The number of demonstrations per project, per year, per platform are detailed in the below table.
3.1.3 Aircraft DER/DAR Official
The Contractor shall provide support during flights and act as the the Design Engineering Representative (DER) and
Designated Air Worthiness (DAR) official for all required flight testing work.
3.1.4 Safety
The requirements of this order may require Contractor personnel to come in contact or be exposed to hazardous conditions. The Contractor shall abide by all applicable federal, state, and local occupational safety and health requirements. The Contractor shall ensure employees have appropriate Personal Protection Equipment (PPE) and that all employees have all required training and certifications related to Occupational Safety and Health requirements.
