The Government anticipates issuing an Indefinite Delivery Requirements commercial contract under the authority of the Class Deviation issued 16 January 2013 by the Deputy Assistant Secretary of the Navy for Acquisition and Procurement (DASN AP) that extended the ordering authority under the Test Program for Commercial Items FAR Subpart 13.5, Section 4202 of the Clinger- Cohen Act of 1996 through 15 January 2015. The contract will contain a base ordering period of twelve months and two twelve month option ordering periods.
4. Statutory Authority Permitting Other Than Full and Open Competition
Pursuant to the authority of the test program for commercial items (Section 4202 of the Clinger Cohen Act of 1996), as implemented by FAR 13.501(a)(1)(ii).
5. Rationale Justifying Use of Cited Statutory Authority
The LCAC C4N project maintains all of the hardware configurations under the Service Life Extension Program (SLEP).
One of the systems within the LCAC C4N suite is the Bridge-master E (BME) Radar system which is approaching end of life and is no longer supported by the Original Equipment Manufacturer (OEM). The Furuno Radar System will replace the Bridge-master E
Radar system beginning FY15. The LCAC program office, will fund NSWC PCD code in FY15 to procure installation kits using the Furuno radar system. This purchase is not suitable for full and open competition and it is in the best interest of the Government to acquire these items from Original Equipment Manufacturer (OEM) authorized small business distributors for the following reasons:
a. Under Request for Information (RFI) Solicitation N61331-13- Q-AS01, the Government requested industry potential replacement radar system for the LCAC platform. Industry responses were reviewed against unique environmental, installation, interface requirements, and cost. The following companies responded to the RFI:
Vendor System Offered Cost 3Phoenix MFHR
EWR E700S
Furuno AN/SPS-50 Kelvin Hughes SharpEye NGSC (Sperry Marine) VisionMaster FT Phoenics Corp SuperNet
SeaEagle Vista Research SSRS
Of the responses received five estimated unmodified unit costs in excess of $170k, one response at $40k, and one at $20k.
Analysis of these responses identified three radar systems for further consideration: 1) Kelvin Hughes SharpEye; 2) Sperry Marine’s Vision Master Radar System; and 3) Furuno 2127 (SPS-50 variant). Each of these systems, with various degrees of integration, would meet or exceed current LCAC operational requirements. These systems were reviewed against unique environmental, installation, and interface requirements. In addition, the vendor’s Application Programming Interface (API) was reviewed for ease of integration into the LCAC C4N baseline.
The results of the analysis of the RFI responses selected the radar system from Furuno for the prototyping and integration efforts during Technology Development phase because of its lower cost and access to their API at no additional cost to the Government. Prototyping and integration efforts during Technology Development have demonstrated that the Furuno FAR2127BB radar operates without issue when subjected to the high wind loading from the bow-thrusters, and that its control software can be efficiently merged with the existing LCAC integrated navigation system. Additional information on the evaluation of radar systems from RFI N61331-13-Q-AS01 can be found in the System Baseline Configuration (SBC) 4 radar trade study, document number LCAC-C4N-RPT-619 dated 20 August 2013.
The Furuno radar system evaluated under the RFI consists of the components being procured under this J&A.
b. The Furuno FAR2127BB Radar is also the planned radar for integration into the U.S. Navy Ship to Shore connector under contract N00024-12-C-2401 which presents the opportunity for significant logistics and training savings by procuring a common system for multiple platforms.
c. The LCAC C4N technical lead at has approved the used Furuno radar system in the SBC4 architecture as presented during the SBC4 Critical Design Review.
d. A similar requirement was awarded on a brand name basis to SEA-TRACK offshore services, an authorized Furuno distributor, in fiscal year (FY) 2013 under purchase order N61331-13-P-8587;
and to J Gordon & Company Inc., an authorized Furuno distributor, in FY 2014 under purchase order N61331-14-P-0006.
e. The cost to develop, test and evaluate this requirement in partnership with industry is estimated at $1,050,000. This includes development of a specification and associated test procedures, non-recurring engineering (NRE) costs incurred by vendors to develop a product that meets the Government’s specification, manufacturing costs for first article units, Government acceptance of vendor’s product, changes in the LCAC Technical Data Package (TDP) to incorporate the new product into the Navy’s baseline and logistics cost for supporting the item once released to the fleet. This analysis is based on the Furuno radar integration task currently in progress. This cost is not expected to be recuperated through competition since there will not be a high demand for the new component once it is approved for use by our sponsor,
f. The lead time associated with the development, test and evaluation of this requirement is estimated at 33 months. This includes the time necessary to complete all the engineering efforts listed under 5d above plus task/funding negotiation with the sponsor to fund competitive requirement, contract lead time, and product lead time once Government acceptance is completed.
This lead time will not support the installation of new radars in the fleet beginning in the 4th quarter of FY 2015.
In summary, the brand specific Furuno Radar items are the only items that can meet the LCAC C4N requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
This acquisition was synopsized in the Government Wide Point of Entry (FEDBIZOPPS) on 15 August 2014 as required by FAR 5.2. To date, there have been no responses. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, that other sources other than the ones specified can meet the requirements.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will determine that the anticipated prices to the Government for the supplies covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
Due to significant logistics cost impacts to the LCAC configuration and the engineering costs described under paragraph 5 above, there are no actions taken by the LCAC program to remove the barrier to competition.
