Critical milestones require completion of all ballast tank measurements by 16 March 2026 and submission of the final UT Survey Report by 1 June 2026. The contractor must obtain Defense Biometric Identification System (DBIDS) credentials for site access, coordinate with engineer divers for underwater work, employ confined space entry procedures for three ballast tanks (Main Ballast Tank, Trim Tank C, and Trim Tank D), and take readings through existing paint coatings without disturbance. SWRMC will require 24 hours to dewater and refill each tank sequentially. All work shall be completed with the caisson in its seated position.

STATEMENT OF WORK

DATE: 15 JAN 2026

1. SCOPE:

TITLE: SWRMC CODE 980 DRY DOCK DIVISION- ULTRASONIC TESTING SURVEY FOR CAISSON

1.1 IDENTIFICATION: (UIC): 55262 ICN/KOP: 38PGLLOE01/S01

2. JOB DESCRIPTION:

The Contractor shall provide engineering services to support and manage Ultrasonic Testing (UT) activities and the preparation of a UT inspection report.

Vendor shall provide the following:

a. Provide a UT inspection survey of the Graving Dock Caisson at Naval Base, San Diego, CA. The contractor shall specify and coordinate with subconsultants to perform all necessary ultrasonic testing in accordance with Reference

(b) which includes, but is not limited to the following:

i. Perform ultrasonic testing on the plating of the entire hull, top deck, machinery deck, internal strength decks and bulkheads, including breast hooks, closure gate plating and buoyancy chambers shall have thickness measurements taken on an 8’-0” on-center (o.c.) grid in accordance with Reference (b) paragraph 5.2.5.4.4.

ii. Perform ultrasonic testing on the ballast tank and machinery deck internal structural members such as plate stiffeners and truss frame members and closure gate plate stiffeners, frames and supporting members taken on one third of the members. Measurements shall be taken on the webs and flanges at a maximum spacing of 6’-0” o.c. along the members in accordance with Reference (b) paragraph 5.2.5.4.5.

b. Report Preparation:

i. Prepare a UT inspection report documenting test locations, measured thicknesses, and estimated percentage material loss relative to baseline thickness information.

c. Perform all Architect-Engineer (A-E) Services that are required under this contract in accordance with References

(a) and (b), as applicable to this project.

d. The scope of work covered by this contract requires the preparation of a Ultrasonic Testing (UT) Inspection Report.

The anticipated schedule for submittals and associated activities is as follows:

i. Survey all measurements inside the Caisson Ballast Tanks must be completed prior to 16 MAR 2026

ii. Final UT Survey Report shall be submitted to the government no later than 1 JUNE 2026

e. Submittal Procedures: All items required to be submitted under this contract shall be submitted in electronic format, unless otherwise directed. The following formatting requirements shall apply where applicable:

i. Hardcopies: Use 8.5”x11” size sheets for text/figures/charts/tables/calculations and drawings.

ii. Electronic Copies: Provide the following electronic formats – Adobe Acrobat (*.pdf) and Microsoft Office (*.doc, *.xls, etc.).

f. Field Investigations/Site Visits: Prior to each field investigation performed under this contract, the A-E shall prepare and submit an “A-E Site Visit Request” for SWRMC San Diego approval. As a minimum, the A-E Site Visit Request shall include the following:

1) Name(s) of the firm(s) making the request;

2) Date of the Site Visit Request;

3) Date(s) and time(s) of the field investigation;

4) Purpose of field investigation/site visit and brief description of activities;

5) List of equipment and vehicles that will be utilized during the field investigation;

6) Name and phone number of the A-E’s POC;

7) Other pertinent information and/or requests that the Government needs to be aware of;

8) NBSD Defense Biometric Identification System (DBIDS) procurement.

Note: Contractors will need to have DBIDs to gain entry as SWRMC Dry Dock Personnel will not be able to escort contractor for duration of work.

g. Safety Plan/Accident Prevention Plan (APP): The UT subconsultant shall prepare and submit a Safety Plan/APP for approval by SWRMC San Diego prior to each field investigation performed under this contract. The Safety Plan/ADP shall be prepared in accordance with Reference (a)/EM 385-1-1. The Safety Plan/APP shall include, but not be limited to, the following:

i. Identified hazards that are anticipated to be encountered during the field investigation/site visit;

ii. Control measures to be taken;

iii. Procedures for fall protection;

iv. Procedures to be followed prior to and during access to confined spaces such as manholes, vaults, and attics;

v. Emergency procedures to be followed in the event that injuries occur;

vi. Local emergency telephone numbers (most Navy and Marine Corps sites do not use “911”);

vii. Emergency contact telephone numbers for each member of the field team.

3. DELIVERABLES: The following Deliverable(s) shall be required under this contract:

a. Safety Plan/Accident Prevention Plan (APP)

b. Ultrasonic Testing (UT) Inspection Report

4. SPECIALTY ENGINEERING AND TESTING DELIVERABLES: The following Specialty Engineering and Testing

Deliverable(s) shall be required for this contract:

ULTRASONIC TESTING (UT):

a. The accomplishment of the work covered under this contract will allow for a limited number of locations to be ultrasonic tested. Testing shall be performed using equipment and procedures suitable for the conditions of the site.

b. An Ultrasonic Inspection Report documenting the results of the ultrasonic testing shall be submitted. The report shall include, at a minimum, test locations, measured thicknesses, and percentage of loss of thickness in the member.

5. REFERERNCES:

References listed below provide the guidance and requirements to support this scope of services. Use the latest versions of these references as of the award date of this contract unless specifically noted otherwise. In the event of a conflict between this document and any document referenced herein, the requirements of this document shall govern.

b. Mil-STD-1625D (SH), Safety Certification Program for Dry Docking Facilities and Shipbuilding ways for U.S.

Navy Ships, dated 27 August 2009

c. Caisson Structural Drawings

i. 151721 Caisson Profiles – Breast Hooks

ii. 151725 Caisson Girder Details

iii. 151726 Caisson Transverse Frames

6. NOTES:

a. SWRMC is not liable for any payments of delays and or additional work not duly negotiated and approved by the

Contracting Officer.

b. The Caisson contains coated steel plating, the vendor shall not remove or disturb the coating system of paint that is intact and tightly adhered to the metal. Therefore the vendor shall assume readings will be taken through paint.

c. Engineer Divers – Based on the anticipated schedule and scope of work, the use of engineer divers will be required

d. All surveys shall be completed with the Caisson in its seated position and the Caisson will not be docked

e. Portions of deck plating are covered with a non-skid coating, measurements in these area will require taking readings from the underside of the plating and will require scaffolding for access.

f. The Caisson contains 3 ballast tanks (The Main Ballast Tank, Trim Tank C and Trim Tank D). The tanks will need to be dewatered 1 at a time. For planning purposes SWRMC will need 24 hours to fill any empty tank and dewater the next tank for surveying.

i. These tanks will be mostly dewatered by the SWRMC team, the Main Ballast Tank will be dewatered and contain no more than 100 gallons of sea water, the trim tanks will be dewatered and contain no more than 8,500 gallons of sea water each.

ii. These areas are considered confined spaces for purposes of entry and survey, appropriate measures shall be taken for confined space entry and may require fall protection for entry.
