The purpose of Amendment 003 is to provide answers to the following questions:

Q2: What is the 'level' of diver required for this procurement. Specifically, is 'Engineer Diver' as listed in the SOW a specific certification or title that divers used for the UT must possess or is this just a naming structure being applied and the requirements divers must meet some other thing?

A2: Engineer Diver refers to a person capable of diving and is certified in taking UT measurements while underwater.

Q3: Approximately what percentage of the Caisson hull is underwater in seated position?

A3: In its seated position, anywhere from 75-90% is “underwater”, but only 1 side is exposed to the bay, the other side is dry and exposed to the basin.

Q4: Is there baseline thickness data from when the caisson was built or from previous inspections?

A4: We do not have drawings.

Q5: When the SOW says the caisson will be in 'seated position,' does that mean? The dry dock is drained, and the caisson is resting on the sill (accessible from inside the empty dock)? Or the caisson is floating at the dock entrance with the bottom hull underwater?

A5: The dry dock is drained, and the caisson is resting on the sill (accessible from inside the empty dock).

Q6: For the potential engineer diver requirements, are the divers anticipated to be for Underwater inspection of the hull below the waterline, working within the ballast tanks that have residual water, or Both?

A6: Underwater inspection of the hull below the waterline, where inaccessible from the inside because of solid concrete ballast.

Q7: If the dry dock is drained, and hull accessible via rope access, would rope access be acceptable for inspecting the hull exterior, or are divers specifically required?

A7: Ropes would only access ½ of the exterior hull plating, as 1 side is wet and 1 side is dry. The wet and dry sides of the caisson are separated by ballast tanks.
