SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been added by full text:

CONTINUATION PAGE(S)

The purpose of this Amendment is as follows:

a. Answer the following offerors’ pre-proposal questions:

b. Incorporate revised attachment S-1 – Past Performance Questionnaire to reflect the below change (see the answer to question 3, below).

QUESTION 1:

The RFP Statement of Work states:

“…all workmanship, material, equipment, and articles used in the performance of work hereunder, shall be in accordance with the applicable rules and requirements of the

American Bureau of Shipping, the United States Coast Guard, the American Boat and

Yacht Council, the Institute of Electrical and Electronic Engineers or other widely accepted technical guidance in effect at the time of the Contractor’s acceptance of the separately placed order.”

The Contractor submitting this question does not believe that “workmanship, material, equipment, and articles used in the performance of work hereunder” on U.S. Navy Submarines are accomplished using the requirements listed. Please advise.

ANSWER 1:

This paragraph has been revised as follows:

Work shall be performed hereunder in accordance with the separately placed delivery order and any drawing or specifications identified. Navy specifications, standards of material and workmanship shall be followed. Unless otherwise specifically provided in the separately placed delivery order, all operational practices of the Contractor and all workmanship, material, equipment, and articles used in the performance of work hereunder, shall be in accordance with the applicable rules and requirements of the American Bureau of Shipping, the United States

Coast Guard, the American Boat and Yacht Council, the Institute of Electrical and Electronic

Engineers or other widely accepted technical guidance in effect at the time of the Contractor’s acceptance of the separately placed order. All material shall be new unless otherwise identified in the delivery order.

QUESTION 2:

The RFP states:

“Proposal Due Date: All copies of proposals must be received by the Government at the address below no later than 18 February 2022 at 02:00 PM (Pacific). Offerors must send in their proposals by mail or delivery in person to the contracting address listed below.”

The Contractor submitting this question asked if proposals may be submitted via email and/or DOD SAFE, due to the continuing pandemic and continuing unreliability of the USPS and other carriers.

ANSWER 2:

No email proposals will be accepted. The Contract Specialist researched whether DOD SAFE could be used for proposals. The DOD SAFE website advises against using it for proposals. It states in relevant part: “Per Office of the Secretary of Defense (OSD) guidance, DoD SAFE should NOT be used for transmission of contract proposals or other contract award documentation” (See https://safe.apps.mil/).

Proposal instructions for delivery by mail or in person to the contracting address contained in the RFP remain unchanged.

QUESTION 3:

The check boxes on page 4 of the PPQ implies that the Contract Office and Program Office are required to collaborate in the response for the specified Contract? Is this correct?

ANSWER 3:

The Government hereby revises Attachment S-1, Past Performance Questionnaire as follows:

Comments from: [ ] Contracting Office or and [ ] Program Office

In other words, the Government is requesting the person filling out the Past Performance Questionnaire comments to check if he/she is from the "Contracting Office" or "Program Office." Please find the revised

Attachment S-1, attached.
