C.3.10 STEAM TO ELECTRIC CONVERSION

Messing, Berthing & Office Barges require service life upgrades necessary to insure continued capabilities utilizing electric shore power, completely eliminating shore steam requirements. Many of these craft were built from the 1940s to 1970s and were designed to utilize steam as the heat source to provide service to the galley, laundry, space heaters & hot water heaters. Currently, shore steam services are being eliminated at Naval Bases and Shipyards, which severely limits the capabilities aboard these craft when being utilized by ships crews going through shipyard overhauls or availabilities pier side at the Naval Bases. The conversion of these barges from steam to all electric rectifies this issue by eliminating the steam requirements of the original design. The following items, in generic terms, are required to convert any APL, YR, YRBM, etc. The performance work scope is in two phases:

• PHASE I - Shipcheck, Design and Installation Requirements

• PHASE Il - Existing steam system/ equipment removal, new electric equipment/system installation and testing The requirements for PHASE I include:

C.3.10.1 Shore Power Switchboard and Receptacles C.3.10.1.1 Background As originally designed, most Berthing & Messing Barges are fitted with only one or two Shore Power Receptacles totaling 400 to 800 amps. Modification or complete replacement of the Electrical Switchboard / Main Shore Power Distribution Center is necessary to provide at least 1600 amps. (4 Shore Power Cables) This modification supports the increased electrical load for systems that originally functioned with shore steam or through auxiliary "Donkey" boilers which have been previously removed. Coordination / design of the Switchboards overall size & weight must be considered when the physical location of the existing or new Power Room is established. Cable routing from the Shore Power Receptacles to the Switchboard and from the Switchboard to the Load Centers also needs to be considered.

C.3.10.1.2 Applicable Documents Naval Sea Systems Command documents can be obtained from Southwest Regional Maintenance Center or the local Regional Maintenance Center. The documents are drawings and technical manuals that primarily include general arrangements and schematics and may not detail the current or desired locations of new installations.

C.3.10.2 Electrical Load Centers The increased capacity of the Shore Power Switchboard will require the installation or replacement of Electrical Load Centers that distribute power to new / existing Power Panels. Perform a power survey to determine electrical load requirements and sizing of the Load Centers and associated circuit breakers.

C.3.10.3 Power Panels With the addition of equipment that will require electrical power (galley equip., space heaters, hot water heaters & power for computer systems), additional Power Panels will be needed to support circuit breakers protecting these new / upgraded circuits. Additionally, due to age or inadequate enclosures, some Power Panels may need replacement or relocation. Identify and recommend power panel and circuit breaker sizing and locations.

C.3.10.4 Galley Equipment (Kettles) With the elimination of steam services, removal of the existing steam Galley Kettles is required. Provide services to determine replacement/installation of new wiring and associated circuit breaker panels to support the installation of new Electric Galley Coppers (kettles). Identify the number of kettles required.

C.3.10.5 Scullery Machinery Disconnect existing steam operated Scullery Machine (electrically & mechanically) and remove / replace with an electrically operated Scullery Unit. Identify new cabling and power panel/power distribution center required.

C.3.10.6 Hot Water Heaters Replacement of steam operated Hot Water Heaters with electric H.W. Heaters of similar capacity will be necessary. New electric H.W. Heaters are expected to draw an average of 600 amps at full load capacity, depending on quantity installed, requiring cabling and associated electrical controls be routed to specific breaker panels capable of providing necessary service. Identify the number of H. W. Heaters and their associated cabling/power requirements.

C.3.10.7 Electric Space Heaters All existing steam Space Heaters shall be replaced with new Electric Space Heaters. Obtain 5 KW & 15 KW electric Space Heaters for living & office spaces and INDECO stainless steel type Electric Heaters for Heads and wet spaces. Identify the number of Electric Space Heaters and their associated cabling/power requirements.

C.3.10.8 Drawing Updates Assist COR with updating (Red Line) drawings indicating the removal of existing systems (as shown) and the installation of new systems to facilitate updating the NAVSEASYSCOM Drawings provided by the COR.

C.3.10.9 Work Acceptance Work performed, materials used, and data collected that is required under this Task Order shall be provided to the COR for review, compliance and acceptance:

Mrs. Gloria Sembach Contracting Officer Representative Ph. No. 619 545-2832 E-mail: gloria.sembach@ navy.mil Southwest Regional Maintenance Center US Naval Base San Diego Facility 3755 Brinser Street, Suite 1 San Diego, CA 92136-5205 The requirements for PHASE II include:

C.3.10.10 Removal of Steam Piping System As part of the Steam to Electric conversion, all steam piping, valves and associated gages & equipment shall be removed to reduce weight and eliminate unwanted obstructions. This includes removal or capping of piping associated with steam pre-heaters, re-heaters or in space steam heaters and the removal of steam heating thermostats.

C.3. 10.11 Installation of new equipment/power system Install new equipment identified from the drawing updates accomplished by PHASE I and as approved and authorized by the COR.

Minimum installation requirements include:

C.3.10.11.1 Manufacture and install new Shore Power Switchboard "foundation" in compartment designated as Power Room.

C.3.10.11.2 Manufacture and install new Shore Power Enclosure (which includes Shore Power Receptacles & Power Available Indicator Lights). Location to be as close to Power Room as feasible.

C.3.10.11.3 Install pre-fabricated Shore Power & Power Distribution Switchboard inside Power Room.

C.3.10.11.4 Install Shore Power Receptacles with proper lengths of LSTSGU-400 cable attached (Potted) and Indicator Lights into the Shore Power Enclosure, determine best cable way path and route to the Switchboard in the Power Room.

C.3.10.11.5 Depending on requirements, install Lighting Transformer and Power & Lighting Distribution Panels.

C.3.10.11.6 In various designated locations, install 440/220 / I 1OV Power Panels for power to Water Heaters, HVAC, Galley Kettles, Space Heaters, Lighting, additional Power Receptacles for computer services and miscellaneous equipment.
