NAVSEA Specification Page Work Item Number: 600-00-001
ARCO (ARDM-5)
Planner: Victor Osti

1. Scope:
1.1. Title: Keel and Bilge Block Repairs; accomplish
1.2. Location of Work:
1.2.1. Contractor’s Facility
1.3. Identification:
1.3.1. Fixed Keel (41 total)
1.3.2. Sliding Keel (19 each)
1.3.3. Sliding Bilge (31 each)
2. References:
2.1. NAVSEA STANDARD ITEMS
2.2. 4802216 Rev. G; Keel and Bilge Blocks Arrangement and Details
3. Requirements:
3.1. Restore each block to as built requirements in accordance with 2.2;
note 10 requirements are modified as follows:
3.1.1. Some, but not all of the lumber that is white oak calls for a spec of "Select car stock". This is sort of a hybrid hardwood/softwood spec that seems to be railroad generated. It is an acceptable spec though it is not applied to all the lumber. Lumber graded at least #1 common or better may meet this spec if it has adequate dimension, defect and edge controls.
3.1.2. Kiln drying (KD) should not be specified for any of this lumber. While most of us familiar with KD dimensioned framing lumber would immediately think it is a good idea, it really is useful for planks or board applications, generally of 2" or less thickness. Smallest timber used is 4".
3.1.3. End treatment should still be accomplished for protection against cracks and checks. Alternatives are allowed for the aluminium in varnish requirement. Shipping port ARDM-4 used a product called Kiln Coat, which is a refractory paste/clay.
3.1.4. Dip treatment requirement should be ignored. This requirement is to protect against lumber swelling and against wood borers. There do not appear to be environmentally acceptable alternatives to what used to work or still works.
3.1.5. White Oak Timber
3.1.6. Common Dimension
3.1.7. Rough
3.1.8. Type II per MIL-L-736D
3.1.9. End treatment per SSPC Paint 25
3.1.10. Moisture content not specified
3.1.11. Preservation by AWPA-5B not specified
3.2. Block repairs will be accomplished in several groups of approximately five to ten blocks at a time, throughout the contract period, when Arco is able to provide blocks that are not being used for docking procedures.
3.3. Disassemble and remove existing and install new each timber to include wood bumpers, in accordance with 2.2.
3.4. Install new Anchor Bars (Pc. No. 3), Pipe (Pc. No, 4 and 8), Longitudinal Ties (Pc. No. 5), Lateral Ties (Pc. No. 6), Horizontal Ties (Pc. No. 7), Tie Rods (Pc. No. 10, 13, 14, 17, 19, 20, and 21), Hex Nuts (Pc. No. 11), Washers (Pc. No. 12), and Lag Bolts (Pc. No. 49)
3.5. Accomplish the requirements of 009-32 of 2.1 Table 2, Line 20, Columns A through C, for all hardware removed during disassembly in 3.2.
3.6. Assemble and install each item removed in 3.2 in accordance with 2.2
3.7. Pick-up from, and Deliver each block to Arco ARDM5 at Naval Station Point Loma after completion of repairs and acceptance by the SUPERVISOR.
