SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
SUMMARY OF CHANGES
The following have been added by full text:
REQUESTS FOR SPECIFICATION CLARIFICATION—
1. QUESTION: In paragraph 3.1.1, on page 16, the RFP states, "The Prime Vendor shall ensure all quotes are provided as soon as possible, but no later than five (5) full business days after receipt of the RFQ." On page 34 of 74 under Ordering Procedures - General Description, paragraph 5 the RFP, it states, "The Prime Vendor will send an offer (price) to the Ordering Office no later than three business days..." Please clarify the difference between the 5-day schedule on page 16 and the three-day schedule on page 34.
RESPONSE: Solicitation page 34, Ordering Procedures, paragraph 5 has been modified to read “no later than five (5) business days.”
2. QUESTION: The RFP requires, "information on personnel to be used ... including location, qualifications, prior experience .... ." Does the Government intend for this information to be provided as resumes?
RESPONSE: No, the Government does not require this information to be provided as resumes.
3. QUESTION: In the first paragraph under Past Performance Information, the RFP instructs, "Prepare and submit a minimum of 3 or maximum of 5 Reference Information Sheets in the format of the RFP Attachment (1) and send to the names of references who can verify that you have done the type of work ....." While in the third paragraph, offerors are instructed to submit their intent and experience/past performance to Mrs. Shayna Connery and Mr. Roderick. Please clarify the following:
Question 1) Does the Government intend for offerors to submit their Reference Information Sheets to BOTH their references and Mrs. Connery/Mr. Roderick? Question 2) If offerors are to submit their Reference Information Sheets to their references, does the Government have further instructions that we should send to these references regarding what they are to subsequently do with our Reference Information Sheets?
RESPONSE: No, the Government intends for offerors to submit their Reference Information Sheets to Mrs. Connery and Mr. Rioveros.
4. QUESTION: According to the RFP, the Government prefers an advance (two-week) copy of offerors' "experience and past performance." We interpret this requirement as providing in advance the same information that will be included in the Experience section of our proposal as well as copies of our Reference Information Sheets. Is this correct, or would the Government expect only a summary of this information?
RESPONSE: As a courtesy offerors are requested to notify the Government of intent to submit an offer and as stated in the RFP so the Government can start its past performance evaluation early. Please delete “EARLY SUBMISSION OF EXPERIENCE” on page 68, Section 5.0. Offerors may submit Reference Information Sheets early but it is not mandatory.
5. QUESTION: Are two pages allowed to complete each reference information sheet? If so, please confirm that if an offeror provides 5 (the maximum number of reference information sheets allowed), then 10 pages are allowed for the past performance section.
RESPONSE: The maximum number of five (5) Reference Information Sheet submittals is not a page requirement or limitation, but rather the number of contracts or jobs that the Reference Information Sheets may provide information for.
6. QUESTION: The RFP indicates that fold-out pages are acceptable. Will fold-outs be considered one page or two pages for the purpose of page numbering and page count?
RESPONSE: Fold-outs will be considered one (1) page and should be numbered accordingly as long as they are used to represent one (1) page of information that would be better represented in a graph, chart, or spreadsheet type format that will only fit in the form of a fold-out. The fold-out is not to be used to compress two pages of information that are representable in the 8 ½ by 11 format in order to meet page requirements.
7. QUESTION: Will the Government allow introductory text within Section 5.0 prior to the inclusion of the reference information sheets so that offerors can summarize their past performance?
RESPONSE: See Solicitation, page 68, paragraph two.
8. QUESTION: The RFP incorporates the clause, "Note B – Option item to which the option clause in SECTION I-2 applies and which is to be supplied only if and to the extent said option is exercised."
However, there is no Section I-2 in the RFP. Please clarify.
RESPONSE: The subject Note under Clause HQ B-2-0010 has been modified to read “SECTION I.”
9. QUESTION: FAR Clause 52.217-9, subparagraph ( c ) says, "The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years." However, the pricing spreadsheets are set up for five years and SECTION B is set up for five years. On page 69 of 74 Basis for Award, the RFP says, "The contract term will be one (1) year base and four (4) option years."
Please clarify the contract duration.
RESPONSE: Subject clause (52.217-9 (c)) has been modified to read “shall not exceed 60 months.”
Contract duration is one (1) base year and four (4) option years totaling 60 months if all options are exercised.
10. QUESTION: Are the table of contents and acronym list, etc. included within the 30 page limit, or is it permissible to begin page numbering with the first page of actual content?
RESPONSE: The 30 page limit is only for the information submitted for the Technical Capability Proposal, Section 4.0. The table of contents and acronym list, etc. submitted for the proposal as a whole will not count toward the 30 page limit, however, if submitted IN Section 4.0 each page will count.
11. QUESTION: The RFP instructions require the proposal to be submitted with electronic copies. Will the Government confirm which form of electronic media is preferable, CD ROM or USB Flash Drive?
RESPONSE: The electronic media is to be submitted in the form of a CD ROM.
12. QUESTION: The RFP specifically lists that price information should be provided in excel; however, software format is not specified for Technical and Past Performance Information. Is a pdf file acceptable to the Government?
RESPONSE: A PDF file is an acceptable format for proposal submissions.
13. With respect to 1.3 Scope of Work on page 14 of the solicitation, requirement states that the Contractor is required to have a facility located within 15 miles of NBSD. On page 15 with respect to 1.4 Period and Place of Performance, subsection 1.4.2, states that Contractor’s facility is located within 30 miles of NBSD. Can you please provide clarification around this requirement conflict?
RESPONSE: The 15 mile requirement referenced in the Scope of Work section 1.3 is the distance requirement placed on SWRMC Off-Base shops and not the requirement for the Prime Vendor facility.
This distance requirement was included in the Scope of Work to inform the contractor of the maximum distance to SWRMC Off-Base shops where they may need to deliver as an alternate to NBSD, NAS North Island, and Naval Submarine Base Point Loma. The Prime Vendor's facility needs to be located within 30 miles of NBSD, as listed in 1.4 Period and Place of Performance.
14. On page 17 of the solicitation with respect to 3.1.4.1, Crane Service; It is the Contractor’s understanding that Crane services are already under contract to the Navy and the awarded Contractor will be responsible for coordinating and scheduling Crane services, correct?
RESPONSE: No, the requirement for Crane Services as stated in the Scope of Work section 3.1.4.1 is not for coordination and scheduling of crane services already under contract to the Navy. Just as stated the Contractor “shall provide land (truck-mounted) and floating crane services in support of the onload/offload of shipboard equipment and components, and for the accomplishment of shipboard weight test evolutions, in support of SWRMC Product Family work. The Contractor shall be responsible for providing crane with operator and support personnel, weights, and rigging gear required for the evolution, as specified in the RFQ/DO."
15. It is our understanding that the requirement for NAVSEA Standard Item Number 009-04 will be modified and not a requirement of this solicitation. Please confirm.
RESPONSE: No, NAVSEA Standard Item Number 009-04 is not a requirement of this solicitation.
The original Pre-solicitation Synopsis posted to the FedBizOpps.gov website on March 7, 2016 stated that “The successful offeror shall have a NAVSEA approved Quality System (IAW NAVSEA Standard Item 009-004), approved and in place at time of proposal submission” however, this requirement was determined unnecessary and purposely excluded from the final RFP posted on June 28, 2016. The requirement has been removed from the Synopsis on the FedBizOpps.gov website.
