CONTRACTOR QUESTION 08: “Element A: Organization and Management: A1: Offerors must provide their Agreement for Boat Repair Number (ABR) or, if not a Current ABR holder, must demonstrate equivalency by completing and submitting an application, with all required documentation, for an ABR as defined by CNRMCINST 4280.1A. Additionally, for work to be accomplished at a remote site, offerors must address personnel to be utilized. Offerors who do not meet ABR requirements will be excluded from further consideration. If an offeror fails to provide an approved Remote Site Performance Plan, if applicable, or a plan for personnel at a remote site by time of award, the proposal may be excluded from further consideration.” Is additional documentation still required even though we have an ABR?

CONTRACTOR QUESTION 18: The Section L (C1) requirement does not address Work Area/Storage, Access to Waterway, Services, Lift Equipment, and Forklift requirements in the SOW 5.7, page 26. (C1) adresses the requirements of CNRMCINST 4280.1A, Enclosure (3), Item 5 and facility being within 100-miles radius from Naval Station Norfolk. Please advise.
GOVERNMENT RESPONSE: The paragraph starts by stating, "The successful offeror shall have sufficient facilities in appropriate locations to fully support the work intended by the contract." This would include those requirements set forth in Section C, Statement of Work, in addition to CNRMCINST 4280.1A, Enclosure (3), Item 5 and facility being within 100-miles radius from Naval Station Norfolk which are discussed later in the paragraph.
CONTRACTOR QUESTION 17: End of paragraph states: "If the proposal facility site is not owned by the offeror, and the offeror fails to provide a letter of commitment from the owner, the proposal will be excluded from further consideration." Please consider excluding these letters of commitment from the page count of Element C.
