CONTRACTOR QUESTION 1: 1. Is this project considered a new requirement? 2. If this project is not considered a new requirement?
a. Who is the incumbent?
b. What was the contract number?
GOVERNMENT RESPONSE: This is a follow-on requirement. The current contract number is N50054-19-P-0031 and the contractor is The Siegel Group LLC.
CONTRACTOR QUESTION 2: 1. In recognition of the Christmas holiday, we respectfully request the government delay the proposed Site Visit (currently planned for Monday, 27 December 2021) until approximately 5 January 2022. 2. Please be aware the Site Visit instructions published in the 3 December 2021 Pre-Solicitation (pg 73) regarding obtaining base access are incomplete. Discussion earlier today (10:13 AM) via telephone with the Norfolk Naval Pass and ID Office confirm the office will not open until 0700 EST on 27 December and a pass will not be issued unless the individual/attendee is accompanied (in person) with a suitable sponsor holding a valid DoD Common Access Card. (We were also told it was not possible to obtain a day pass prior to the actual day of need.) Perhaps the government could coordinate streamlined access procedures for planned Site Visit attendees with the Norfolk Naval Pass and ID Office prior to the day of the visit. 3. To better allow the insight gained via the Site Visit to be properly reflected in the offerors’ subsequent response to the MARMC solicitation, we request the government delay the solicitation due date until at least Friday, 14 January 2022.
GOVERNMENT RESPONSE: 1. The site visit date has been tentatively rescheduled for 05 January 2022. The official site visit date will be released with the official solicitation 2. Additional details regarding base access for the site visit has been added to the draft solicitation. Please see the addendum to FAR 52.212-1 included in the revised draft solicitation for instructions on signing up for the site visit 3. The official solicitation due date will be included with the solicitation posting.
GOVERNMENT RESPONSE: 1. All labor categories mentioned in the PWS require personnel to maintain a Secret clearance. 2. The official solicitation will include the page limits for each volume/factor. This information will be located under the addendum to FAR 52.212-1 Instructions to Offerors. 3. The official solicitation will contain an expanded version of the addendum to FAR 52.212-1 which will provide the minimum information to be included within resumes.
CONTRACTOR QUESTION 3: 1. In references to staff clearances, can the government please clarify which positions need the secret clearance and which do not? 2. Can the government please advise on the desired page count for each factor/proposal volume? We would suggest 20 pages for Vol I Technical and at least 15 pages for Vol II Past Performance. 3. Since all resumes within the staffing plan are required, can the government please confirm the desire for applicant signed Letter on Intent and copies of the certification and education being required to be submitted within the proposal or only after award?

A copy of licenses shall be included with employee resume submissions. If an employee is in the process of getting/is pending receipt of a VA license, would the government accept a "pending license"/would it suffice?
GOVERNMENT RESPONSE: As stated in the PWS, the contractor will have 60 days to fully staff all positions identified in the PWS.
Therefore, for proposal purposes, Offerors may propose personnel who may not have an applicable licensure at the time of proposal but can obtain them within the 60-day period following award. The Offeror should adequately lay out in their proposal how they plan to obtain the licenses/certifications within the required timeframe.

CONTRACTOR QUESTION 32: We strive to reduce the onus on our government clients who need to complete the same PPQs repeatedly for proposals. Will the Government please consider allowing offerors to submit previously completed/signed PPQs in lieu of new PPQ forms? If so, does the 3 page limit apply?
GOVERNMENT RESPONSE: Past Performance Questionnairres must be completed using the forms provided in the solicitation and the instructions provided in the solicitation.

GOVERNMENT RESPONSE: The NAICS code for the contract resulting from this solicitation will be 561210; however, past performance relevency will be evaluated by conducting a direct comparison between the scope of work identified in the PWS and the past performance identified by the Offeror.
CONTRACTOR QUESTION 30: Would the government clarify if Parts I- III of the PPQs are also required to be included in proposal submittals where applicable?
GOVERNMENT RESPONSE: Information from parts I-III of the PPQs may be included in proposal submittals where applicable at the discretion of the Offeror.
CONTRACTOR QUESTION 31: If CPARS are available, are we correct in assuming that CPARS will be retrieved by the government or are they to be included in the proposal submittal as well? If so, does the 3 page limit apply given many CPARS expand beyond 3 pages?
GOVERNMENT RESPONSE: If CPARS are available, they will be retrieved by the Government.
CONTRACTOR QUESTION 28: The solicitation states that, "Resumes: no more than 2 pages," are required; however, 3.1.6 states that a, "copy of licenses shall be included with employee resume submissions," would the government confirm our assumption that licenses are not page counted?

CONTRACTOR QUESTION 29: The solicitation states that, "For Past Performance information that has a completed Contractor Performance Assessment Reporting System (CPARS) evaluation in Past Performance Information Retrieval System (PPIRS), the Offeror is only required to complete the Past Performance Information Form." It then says that, "iv) Offerors to this solicitation shall also provide Past Performance Questionnaires (Attachment 2) to their customers for completion for up to three (3) contracts within the last three (3) years involving same or similar efforts." Would the government please clarify if CPARS and PPQs are both required or whether offerors are to provide one or the other (PPQs if no
CPARS)?
GOVERNMENT RESPONSE: See response to Question 22.

GOVERNMENT RESPONSE: The government cannot provide building information beyond what has already been identified in the solicitation.
CONTRACTOR QUESTION 36: Would the government allow an introduction page/matrix of projects as part of the Past Performance Section or are we only allowed to include the information forms (Attachment 3) and PPQs (Attachment 2)?
GOVERNMENT RESPONSE: The Past Performance section should be completed utilizing the Past Performance Information forms and Past Performance Questionnairre forms identified in the solicitation.
CONTRACTOR QUESTION 37: As the U.S. Government Accountability Office (GAO) has ruled in favor of allowing the evaluation of experience to consider past performance information regarding affiliated companies, and FAR 15.305(a) (2) (iii) allows the evaluation to consider key personnel who have relevant experience, is it allowable to use an affiliated and/or sister company's past performance and resources in response to Offeror's experience?
GOVERNMENT RESPONSE: It is allowable for an Offeror to use the past performance of an affiliated company and its resources. However, the Offeror must demonstrate the correlation between the two companies and how they will provide support to the offering company.

If the contractor is responsible, would the government please provide a plug number for these services to ensure fair and equitable pricing from all offerors?
GOVERNMENT RESPONSE: The contractor is not responsible for backflows, fire prevention services directly. These systems are the responsibilty of NAVFAC PWD. CONTRACTOR QUESTION 48: In Factor II, Past Performance Section b)
iii) on Page 87, the RFP states: “For Past Performance information that has a completed Contractor Performance Assessment Reporting System (CPARS) evaluation in Past Performance Information Retrieval System (PPIRS), the Offeror is only required to complete the Past Performance Information Form.”
In the following paragraph in Section b) iv), the RFP states: “Offerors to this solicitation shall also provide Past Performance Questionnaires (Attachment 2) to their customers for completion for up to three (3) contracts within the last three (3) years involving same or similar efforts.”

CONTRACTOR QUESTION 52: Since Service Contracts Acts (SCA) is applies in this contract, and Executive Order 13495 requires that all SCA qualified workers be given a right of first refusal for employment with the successor contractor, can the govt confirm that all resumes are needed for the proposal submission and not just a sample from the offeror to showcase their recruiting capabilities?
GOVERNMENT RESPONSE: In order to ensure a smooth transition, the Offerors shall provide a staffing plan with resumes of possible candidates meeting the Solicitation’s minimum requirements that clearly demonstrates the Offeror has the capability to begin and sustain operations at all times.
CONTRACTOR QUESTION 53: Given the appropriate level of experience, a journeyman Virginia state license can be obtained within 40 hours of vocational training, which could be obtained within the 60 day on-ramp period. Can the Government please clarify that it is a requirement to start work IAW PWS 3.1.1, but not a requirement to have one at this time of the proposal submission? Otherwise, the RFP requirement as currently written is inherently biased (“biased ground rules”) toward the incumbent.
CONTRACTOR QUESTION 54: Positions 3.2.2. and Positions 3.2.4 that require the VA state license for their trade per 3.1.6 and the Locksmith requiring proof of GSA Certified Safe & Vault Technician with GSA Approved Inspector certification that is required to be submitted within the proposal, present biased ground rules favoring the incumbent. Would the Government please consider bidders to have their staff “fulfill the entire contract supporting hours within sixty (60) calendar days of contract Award” per PWS 3.1.1?
GOVERNMENT RESPONSE: As stated in the PWS, the contractor will have 60 days to fully staff all positions identified in the PWS.
Therefore, for proposal purposes, Offerors may propose personnel who may not have an applicable licensure at the time of proposal but can obtain them within the 60-day period following award. The Offeror should adequately lay out in their proposal how they plan to obtain the licenses/certifications within the required timeframe.
