ADDITIONAL INFO FOR OFFERORS
1.0 INTRODUCTION
This solicitation package is a Request for Proposals (RFP) that will result in the award of one (1) Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ-MAC).
The IDIQ-MAC for both Surface Combatants (CG and DDG class ships) and Amphibious (LPD, LSD, LHA, and LHD class ships) ships will be comprised of a minimum of two (2) responsible awardees (contractors) for each class of ship (for a total of a minimum of four contract awards) who will compete for Delivery Orders to provide surface ship repair and overhaul as outlined in Section C of this solicitation. Thus, the Government anticipates awarding one (1) IDIQ MAC with a minimum of two (2) contractors for each class of ship through a Best Value source selection process.
The Government’s objective in soliciting both IDIQ-MAC requirements in one (1) solicitation announcement package and requesting only one (1) set of proposals from offerors is to minimize contractor time, effort and cost in proposal preparation time. Offerors may elect to submit a proposal on either the Surface Combatant MAC or Amphibious MAC or both.
In accordance with FAR 19.502, the acquisition described in this solicitation is reserved exclusively for participation by small business concerns. The applicable NAICS code for this solicitation is 336611, and the related small business size standard is 1,500 employees. Offerors are advised that the Government will evaluate and consider for award only those proposals submitted by Offerors that qualify as small business concerns under the applicable size standard. Offers received from Offerors that do not qualify as small business concerns will be considered nonresponsive and will be rejected by the Government. Offerors shall refer to the clauses entitled “Notice of Total Small Business Set-Aside” (FAR 52.219-6) and “Limitations on Subcontracting” (FAR 52.219-14) under Section I of this solicitation for further information and requirements relating to a total small business set-aside.
ALL INQUIRIES shall be directed to Mrs. Morgan Myrick, Procuring Contracting Officer (PCO) and Mr. Roger Gwyn, Contract Specialist, at morgan.myrick@navy.mil and roger.gwyn@navy.mil. To ensure the Government is able to adequately address and respond to an offeror’s request for pre-proposal information (PPI) via a solicitation amendment, questions shall be submitted no later than 1:00 p.m., local time 09 January 2016. Requests or questions received by 1:00 p.m., local time on 02 January, 2016 will be answered in writing and provided to all offerors prior to the required date for submittal of proposals. The Navy reserves the right to not answer any requests received after 1:00 p.m., local time on 02 January, 2016. All requests for PPI should reference the applicable solicitation and/or specification page and paragraph number and be submitted on the Request for PPI form (Attachment S-4) provided with this solicitation. Offerors should not expect proposal due dates to be extended in response to questions submitted after the question due date.
