About this file

This Draft Statement of Work (SOW) details the procurement of one Allied Marine Crane Model TB60-64 for the Training Support Vessel TSV-4 Narragansett, to be delivered to Carrier Strike Group FOUR (CSG4). The crane must be a knuckle boom or telescoping marine crane with specific technical requirements, including a 70-foot reach, minimum lift capacities ranging from 10,000 to 22,000 pounds depending on conditions, an enclosed operator cab, stainless steel cylinder rods, marine-grade corrosion protection, and a dedicated hydraulic power unit (HPU) that can be mounted on or off the crane assembly.

The SOW outlines comprehensive technical specifications and deliverables, including a certification test plan, operations and maintenance documentation, technical data package, and installation support with crew training. Proposers must submit detailed information about the crane system, including cost and schedule, dimensioned drawings, component data, cooling and electrical requirements, foundation loads, references, warranty details, and maintenance plans. The proposal will be evaluated on best value criteria, considering price, adherence to submission requirements, delivery schedule, industry/Navy certifications, and warranty terms.

ATTN: PORT ENGINEER

SCOPE OF WORK: Procure one each Allied Marine Crane Model TB60-64 for TSV-4 Narragansett to include the following. Crane must have the following characteristics;

1. One (1) knuckle boom or telescoping knuckle boom marine cranes in accordance with requirements in this document.

a. One crane (for TSV4) will have the HPU mounted remotely from the crane and will be water cooled.

2. Certification Test Plan for each crane configuration.

3. Operations and maintenance documentation with parts lists and unlimited rights to reproduce for the purposes of maintaining the purchased hardware in the following form:

a. Two hard copies

b. Digital copy (pdf)

4. Technical Data Package with unlimited rights to reproduce for the purposes of maintaining the purchased hardware:

a. Engineering analyses demonstrating conformance to API 2C requirements.

b. Detailed assembly drawings identifying and dimensioning interface connections in PDF and AutoCAD compatible formats for the crane configuration:

i. Front, right, rear, left, and top views

ii. Electrical schematics

iii. Hydraulic schematics

iv. Foundation interface drawings

c. Pertinent requirements or restrictions at component interfaces, such as piping system weight restrictions.

d. Crane load charts for various boom lengths and angles in all operational sea states.

e. Fluid type, volume, and cooling requirements

f. Comprehensive list of safety interlocks

g. Comprehensive list of critical components

h. HPU pump performance curves

i. Wire rope certificate of test

j. Recommended maintenance schedule

5. Commissioning/installation support, to include:

a. Certification of correct installation of hardware, components, and services.

b. Grooming of control/safety systems

c. Participation in load testing

d. Crew familiarization training covering operation, routine maintenance, and electronic control module (ECM) trouble code recovery and interpretation (up to four people)

6. Technical support of integration design effort (phone support to answer questions as needed)

7. Component Warranty

Options:

1. Crane delivered treated for long term storage of six months to a year. Warranty not to begin until crane is installed and crew training has completed, if installed inside of the terms of the treatment.

2. The Government is willing to consider not mounting the HPU on the crane for M/V Vindicator if it is to the Government’s advantage.

3. The required reach for both cranes is 70 feet. Cranes with a reach of up to 100 feet which meet the load requirements at 70 feet will be considered for M/V Vindicator.

Government Responsibilities and Points for Collaboration:

The Government will integrate the selected crane package with the boat’s systems, ensuring the systems provide the performance necessary for the crane to operate to its full potential. The Government may find it necessary to collaborate with the supplier at interface points to achieve an optimum design solution. The Government will identify such points and consult initially with the supplier within two weeks of receipt of the technical data package. Periodic correspondence with the supplier may be necessary as the design integration process matures.

Crane System Definition:

The crane system to be supplied includes the crane, hydraulic system, controls, motor controllers, boom crutch, and other ancillary components necessary for proper functioning of the crane. The crane system as defined herein does not include the boat foundation or the power feed to the system.

Objectives:

To minimize life cycle costs, commonality of controls, parts, and maintenance plans is strongly desired by the Government.

Requirements:

1. The cranes shall be designed to the requirements of API 2C. Certification testing shall be in accordance with NSTM 589.

2. Lift capacity (in-port or sheltered harbor): minimum 22,000 lbs @ 70 feet.

3. Lift capacity (off-shore, sea state 4 Hsig=8.2 feet): minimum 10,000 lbs @ 70 feet.

4. Lift capacity (partially submerged object): minimum 15,000 lbs @ 30 feet.

5. Lift a 10,000 lb load with hook up point 12 feet above the main deck, with a lateral separation of 30 feet from the crane axis, and with a maximum of 3 feet of wire beyond the anti-two block device.

6. Man-lift capacity: minimum 7500 lbs @ 30 feet.

7. Note: It is highly desirable that the crane meet the lift requirements with a single part lifting wire.

8. Dedicated HPU - The HPU shall have the capable of being mounted either onto the crane assembly or be mounted onto structural members of the craft apart from the crane assembly. The HPU will be powered exclusively from the boat electrical systems. (Note: the HPU may need a custom tank due to space restrictions.)

9. Operator Cab - The crane shall have an enclosed cab for the operator. The cab should be located on the left side of the crane boom. The enclosed cab shall have environmental controls.

10. Stainless steel cylinder rods - All hydraulic cylinders must be equipped with stainless steel cylinder rods.

11. Hydraulic Hose Metallic Hardware - All metallic hardware used on all hydraulic hoses shall be manufactured from alloy 316 corrosion resistant steel.

12. Lighting - The crane and its boom shall be equipped with adequate lighting for night time operations.

13. Marine Grade Corrosion Protection – Paint scheme, fasteners, and other component shall be designed to withstand the marine environment.

14. Boom Crutch - The contractor shall supply a Boom Crutch and make recommendations concerning the proper installation of the boom crutch onto the boat. The crutch shall provide support to the boom when the crane is stowed.

15. An Anti-two block device will be provided with the crane.

16. A crane load sensing system or indicator should be included as an option for each crane.

Requirements for Proposal Submission:

1. Cost and schedule for:

a. Purchasing one (1) 70 foot reach crane systems via purchase order.

b. Purchasing one 70 foot reach crane for TSV 4.

c. Invoking Option 1 for one the crane with the understanding that this option would be invoked as circumstances dictate after award but before delivery of the crane.

d. Cost to include all items identified in the “Procurement” section of this document. For engineering/technical support for the integration of the crane system on the boat, quote 40 man hours of phone support and the man hour rate for additional hours, if required.

2. Specific model crane with operating profiles demonstrating compliance to the requirements of this technical specification.

3. Assessment of Option 2 against the “Objective” of this procurement

4. Outline dimensioned drawing of the crane (plan and profile) including ladder swing radius and platform swing radius in digital and PDF formats (both variants).

5. Outline dimensioned drawings of HPU with details of interfaces (hydraulic, cooling, electrical, etc)
