About this file

This Performance Work Statement (PWS) details a critical radio communication system upgrade for three Navy Helicopter Maritime Strike Squadrons (HSM-40, HSM-48, and HSM-50) located at Naval Station Mayport, Florida. The project requires removing existing analog UHF radio equipment and replacing it with a new digital UHF-band transceiver system capable of ground-to-air communication within a 20 nautical mile radius. Key requirements include installing six total transceiver units across six specific rooms, roof-mounted UHF-band antennas, and uninterruptible power supplies (UPS) that can operate for at least three hours during power outages.

The contract has a base year from September 2025 to August 2026 with two optional extension years. The contractor must provide comprehensive maintenance, including quarterly preventive maintenance and emergency repair services with rapid response times (2-hour acknowledgment and 24-hour full restoration for immediate requests). The system must be FCC Part 90 compliant, operate between 30-300 MHz, and have a transmission power of at least 25 Watts. Contractors will need to coordinate base access, comply with Defense Biometric Identification System (DBIDS) requirements, and be prepared to deliver and install the system within 30 days after receipt of order. Payment will be processed via DFAS Electronic Funds Transfer through the Wide Area Work Flow system.

8.0 DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice databases, and the individual has a letter or official document from the sponsoring organization, which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued. Additional information is available at: https://www.cnic.navy.mil/Operations-and-Management/Base-Support/DBIDS/ and https://dbids-global-enroll.dmdc.mil/preenrollui/#/landing-page
