PART I, SECTION C: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
PERFORMANCE WORK STATEMENT
C-1. PURPOSE.
The purpose of this solicitation is to identify a Contractor capable of supporting the development and oversight of Commander Navy Installations Command (CNIC), Morale Welfare and Recreation (MWR) Food & Beverage (F&B) Internal Brands (CNIC Brands) across a world-wide geographically dispersed enterprise. The scope of the requested contract will require that the Contractor possess the knowledge, experience, infrastructure, resources, technology, manpower and financial wherewithal to provide initial evaluation;
development expertise; process manuals; management manuals; training guidance; station manuals; marketing materials, prepared foods and condiments; and to conduct initial and ongoing on-site staff and management training as well as to provide the systems in support of the CNIC MWR F&B Brands initiative in concurrence with CNIC Brand standards as detailed in this Performance Work Statement (PWS).
Contract Type: The contract will be administered as a No Cost, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract.
C-2. SCOPE.
The CNIC MWR F&B Internal Brand Support Initiative is a new undertaking, and thus the number of Brand locations, the specific geographic placement of such Brand locations at military installations, the quantity of consumed food, condiments, and beverage items, and the individual or collective gross sales revenue of Brands cannot be accurately estimated or forecasted by CNIC MWR F&B. It will be the Contractor’s responsibility to build demographic profiles and competition surveys at projected, proposed, and operating Brand facility locations under each Task Order in order to determine likely business opportunities and potentially successful venues for each Brand.
It is the intent of CNIC MWR F&B to eventually open and operate approximately 100 Brand locations at military installations throughout the CNIC Worldwide Enterprise. However, no timeline has been established for achieving this general goal and the number may increase or decrease based upon market conditions, success or failure of initial efforts, or unforeseen military missions or exigencies impacting the ability of CNIC MWR F&B to develop, expand, or maintain the Brands initiative.
CNIC Navy MWR has over 350 Food and Beverage operations dispersed over 73 installations, CONUS and OCONUS. Currently our 30 Internal Brands are located as follows:
Norfolk, Virginia
Bethesda, Maryland
Great Lakes, Illinois
Guantanamo Bay, Cuba
Milton, Florida
Mayport, Florida
Rota, Spain
Kingdom of Bahrain
Yokosuka, Japan
The Contractor shall support CNIC MWR F&B to ensure that brand standardization will take place across the defined CNIC Brands. Furthermore, the Contractor shall support CNIC MWR F&B in the design, development, and implementation of additional brands. Content will be fully developed and used as a standardized language and formatted template across all locations for consistency. The Contractor shall support the design, development and operation of CNIC MWR F&B Brand facilities as detailed in each task order. The Contractor shall provide prepared food and condiments according to approved recipes. The Contractor shall assist in ensuring quality control support to an expanding number of CNIC MWR F&B Brand locations throughout the Enterprise and contribute to the development and assure the execution of Brand-specific CNIC operations guidance. The Contractor shall participate fully with CNIC MWR F&B in the implementation and execution of over-arching standardized support to include specific methodology such as product specifications and distribution; recipes; menus; cost estimates and control systems; food and condiments quality standards;
compliance tools; nutrition analysis; safety and sanitation compliance; asset control and cost maintenance; as well as facility and ground maintenance in accordance with individual Installation and Navy Base standards.
The Contractor shall provide support and resources in the branding and advertising of CNIC MWR F&B Brands. The Contractor shall adhere to applicable federal law and regulations, Department of Defense and United States Navy Instructions, CNIC Headquarters and Regional Instructions, local Installation and Navy Base rules, regulations, orders, and instructions, Unified Facilities Criteria (UFC), and applicable Federal, State, and local fire and safety procedures, overseas Status of Forces Agreements (SOFA), Host Nation Agreements, and applicable foreign and international law.
The Contractor shall provide Brand locations prepared food, condiments, and beverages subject to meeting established brand standards, complying with CNIC MWR F&B furnished recipes, delivered in a timely manner, and priced as agreed in the applicable Task Order. Food or condiments items not reasonably available from the Contractor, including but not limited to fresh produce or alternate products selected on the basis of quality and price may be obtained by CNIC MWR F&B from other sources without obligation or liability to the Contractor.
Other pre-existing CNIC MWR F&B Brand locations, or non-CNIC MWR F&B commercial sector brands operating on Navy installations, may be operated under other contracts and are not included within the scope of this contract.
For informational purposes only, annual revenue of existing non-branded CNIC MWR F&B facility locations generally range from $145,000 to $480,000, with a limited number of current locations exceeding this range (for example, CNIC Naval Station Great Lakes location revenue of $1,100,000). These non-branded locations currently encompass a wide variety of high-quality F&B Brands dining establishment options and are spread across the CNIC Worldwide Enterprise at military installations having greatly varied populations and demographics. This data is not a guarantee of similar results in the future at these or other locations. CNIC’s prior experience indicates that transitioning a non-branded location to a Branded location can result in significant increase in revenues, but such previous experience does not constitute a guarantee of future results at any military installation or venue.
The Contractor shall work closely with CNIC MWR F&B representatives at CNIC Headquarters and CNIC Regions to facilitate the conceptualization, development, review, production, dissemination and execution of the responsibilities identified in the PWS Tasks below. However, only the Contracting Officer is authorized to make or direct changes to the contract or contract requirements.
