About this file

This document is a set of Questions and Answers (Q&A) for the CNIC Food and Beverage Brand Support Solicitation (N4571A-25-R-0008). The Q&A provides critical details about the contract's scope and expectations, including how food service operations will be identified, evaluated, and implemented across CONUS/OCONUS locations. Key highlights include the contractor's role as a support and advisory partner, not a unilateral decision-maker, with CNIC MWR F&B and the Contracting Officer retaining final authority for site selections and operational decisions.

The document outlines a detailed process for site identification and development, which involves CNIC MWR headquarters initiating potential sites, issuing specific task orders, and requiring the contractor to conduct comprehensive planning site visits. These visits include demographic profiling, market saturation surveys, and facility assessments. For potentially non-viable locations, the contractor is expected to provide market assessments and recommendations. The solicitation also addresses proposal submission guidelines, noting that the narrative should only address section C, and that offerors with current CNIC contracts will not need to submit a Past Performance Questionnaire (PPQ).

Questions for F&B Brand Support Solicitation N4571A-25-R-0008

1. Are there any challenges with the current operation that you would like to see addressed in our proposal?

The contract includes expectations for timely product delivery and responsiveness to commodity price changes. Scalable systems for training, compliance, and quality control across CONUS/OCONUS. Real-time or periodic market analytics dashboards for pricing, waste, and theft reduction.

2. Are there additional steps in the selection process

After proposal submission, clarification questions, oral presentations, or discussions may be initiated depending on the competitive range determined by the evaluation team.

3. If a location is evaluated as a loss-making F&B operation, but services are still required, is the contractor required to open and operate a branded operation?

The contract emphasizes collaboration and site-specific task orders, not blanket operation. The decision to proceed with a branded concept is contingent on a mutual assessment of viability and approval by CNIC MWR F&B.

If a location is evaluated as financially non-viable, the contractor is expected to:

• Provide demographic and market assessments,

• Possibly recommend alternative concepts or deferment,

• Participate in decision-making only if a task order is issued.

4. How is a site identified for opening, replacing, or expanding a food service operation?

a. Initiated by CNIC MWR F&B

• CNIC MWR Headquarters or Regional staff identify potential sites based on operational needs, customer demand, or underperforming venues.

b. Task Order Issued to Contractor

The contractor only begins work after issuance of a specific task order directing evaluation or development at a given site.

c. Demographic and Market Analysis (Task 002)

N4571a-25-R-0008

• The contractor must conduct a planning site visit, which includes:

o Demographic profiling of potential/targeted customers o Market saturation and competition surveys o Facility assessment: layout, utilities, equipment, HVAC, etc.

d. Feasibility and Design Proposal

• If the site is viable, the contractor submits:

o A proposed concept design o Equipment and utility requirements o Cost estimates and business case analysis o Brand suitability recommendation (existing or new)

e. CNIC Review and Approval

• CNIC MWR reviews the contractor’s recommendations and determines whether to:

o Open a new brand, o Replace an existing concept, o Or expand current services.

There is no automatic selection; site openings must follow a formal task order and approval process.

Final authority rests with CNIC MWR F&B and the Contracting Officer.

The contractor plays a support and advisory role, not a unilateral decision-maker.

5. We are required to keep the offer no more than 30 pages, however if we spell out all clauses prior to section L, it would be more than 30 pages. Are there sections that we can state we agree to all clauses in section “x” for example?

Your narrative should only address section C. Agreement of clauses would be finalized upon award with signature, so there is no need to address them in the proposal.

6. We were not awarded a new government contract in the past 5 years, but our contract was renewed in the past couple of years. Do we need to supply a questionnaire with the offer? If the answer is yes, would I submit a questionnaire as specified in the solicitation, to the COR who we have been working with?

If you have a current contract within CNIC, you will not need to submit a PPQ.
