About this file

This is a Request for Information (RFI) issued by the Non-appropriated Funds Instrumentality (NAFI) Office under Commander Navy Installations Command (CNIC) seeking vendor capabilities for a modernized Department of Defense Morale, Welfare, and Recreation (MWR) Reservation System. The RFI is explicitly stated as a sources sought announcement for planning purposes only and does not constitute a binding solicitation, commitment to contract, or obligation for payment. The government intends to issue a Request for Proposal (RFP) in the future and plans to limit RFP distribution to contractors who respond to this RFI. The system must serve 12 million+ patrons annually across 300 military bases domestically and internationally, initially focusing on vehicle storage, marinas, and recreational lodging programs with flexibility for expansion to other MWR services.

Contractors must address four primary requirement areas: strategic program management, system development, system implementation, and system maintenance support. The required system capabilities include an intuitive user-centric interface, integration with existing authentication services to validate military affiliation, built-in APIs for interoperability with Property Management Systems and Point of Sale systems, customer support and training, comprehensive reporting and analytics, account management, self-service reservation functionality, administrator oversight capabilities, marketing tools, waitlist management, and cross-installation communication. Responses must also address past performance on similar DoD or federal agency projects, expected timeframes for design and implementation, PCI compliance and IT security measures, cloud-based infrastructure details including FedRAMP authorization status, and whitelisting capabilities. Responses were originally due September 30, 2025, but the RFI deadline has been extended multiple times, with the most recent extension through December 18, 2025 at 3:00 p.m. CT. Responses should be submitted to Jasmyn Payne, Contracting Officer, at jasmyn.m.payne.naf@us.navy.mil, and all submission costs are the responsibility of the responding contractor with no compensation provided.
