About this file
This is a Questions and Answers document for federal contract N4523A26R5701, addressing inquiries regarding Emergency Diesel Generator Rentals for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington.
The document clarifies key contractual and operational requirements for offerors. Experience demonstrations under evaluation Factor 3 must derive from the offeror or offering entity itself, not from key personnel's prior employment elsewhere. Prime contractors may source generators from subcontractors, third-party equipment owners, or supply partners provided they maintain full contractual responsibility and comply with FAR 52.219-14 subcontracting limitations. Neither ownership of generators nor specific serial-numbered unit commitments at proposal stage are required; offerors must demonstrate access to compliant commercial fleet inventory and provide equipment identification at individual task-order stage. Multiple qualified rental/equipment providers may satisfy the four generator classes (250kW, 500kW, 750kW, 1,000kW) and 24/7 service requirements through subcontractors. The document specifies that "one job" equals one generator unit, with approximately 96 units estimated across CLINs. Expected annual runtime is less than 50 hours excluding emergency operation. Generators must provide 460VAC nominal voltage with permanent adjustment capability within 10 percent, include integrated fuel tanks with 16-hour capacity, comply with specified enclosure footprints (500kW restricted to 8x20 foot Conex containers), and include EPA off-road diesel engine certification per 40 CFR 63 Subpart ZZZZ at delivery. Service response requirements mandate assessment determination within 4 hours of notification and repair or replacement within 48 hours thereafter. No OEM or manufacturer restrictions apply beyond technical requirements. Approximate distances from PSNS & IMF Bremerton to alternative Naval facilities range from 2.1 miles to 57.4 miles; contractors bear sole responsibility for independent verification of routing, logistics, and transit times for pricing accuracy.

N4523A26R5701 Emergency Diesel Generator Rentals
QuesƟons & Answers (Q&A)
QuesƟon 1: For purposes of saƟsfying Factor 3, may an offeror demonstrate relevant experience through the prior experience of its proposed key personnel when that experience was gained while employed by another company?
Or must the 3–5 projects submiƩed under Factor 3 have been performed by the offeror itself and/or a proposed subcontractor or teaming enƟty?
Answer 1: The experience must be from the offeror or offering enƟty. As stated in the SolicitaƟon, SecƟon L, Volume IV, "The Offeror, or offering enƟty in the case of a joint venture, shall provide evidence of a minimum of three (3) and a maximum of five (5) relevant contracts, projects, or task orders..."
QuesƟon 2: May the prime offeror saƟsfy the EDG equipment requirements using generators sourced from a subcontractor, third-party equipment owner, or other qualified supply partner, provided the prime remains fully responsible for all contract performance requirements?
Answer 2: Yes, subject to the limitaƟons outlined in FAR 52.219-14, LimitaƟons on SubcontracƟng, included in the SolicitaƟon (SecƟon I).
QuesƟon 3: Is there any requirement that the prime offeror itself own the 250kW, 500kW, 750kW, or 1000kW generators proposed under the contract?
Answer 3: No, there is no explicit requirement for the prime offeror to own the generators. The solicitaƟon requires offerors to demonstrate the ability to meet the requirements, including having a "Current available EDG inventory" (SolicitaƟon, SecƟon L, Factor 1a)
QuesƟon 4: If third-party equipment sourcing is permiƩed, are there any specific disclosure, consent, or subcontracƟng requirements that must be included in the proposal beyond the solicitaƟon’s standard subcontracƟng and responsibility requirements?
Answer 4: Beyond the standard requirements like FAR 52.219-14, detail subcontractor involvement for past projects under Factor 3: Experience (SolicitaƟon, SecƟon L, Volume IV), addressing the percentage of work performed by subcontractors.
QuesƟon 5: Could you please clarify the approximate distances between the primary delivery locaƟon, Puget Sound Naval Shipyard and Intermediate Maintenance Facility, and the listed alternaƟve Naval faciliƟes?
Answer 5: Please note that all listed distances are rough approximaƟons. It is the sole responsibility of the Contractor to independently verify rouƟng, logisƟcs, and transit Ɵmes to ensure all proposed pricing is fully accurate.
The approximate road mileages from PSNS & IMF Bremerton to the alternaƟve locaƟons are outlined below
PSNS & IMF Bremerton Naval Base Kitsap Bremerton= ~2.1 miles
PSNS & IMF Bremerton Naval Base Kitsap Bangor= ~15.9 miles
PSNS & IMF Bremerton Naval Base Kitsap Keyport= ~12.3 miles
PSNS & IMF Bremerton Naval Hospital Bremerton/Naval Base Kitsap Jackson Park= ~5.7 miles
PSNS & IMF Bremerton Puget Sound Naval Shipyard and Intermediate Maintenance Facility Bangor= ~14.9 miles
PSNS & IMF Bremerton Naval StaƟon EvereƩ= ~57.4 miles
PSNS & IMF Bremerton Naval Weapons Depot/Indian Island= ~45 miles
QuesƟon 6: On page 3 of the Combined Synopsis/SolicitaƟon you list the unit as “job”. For example, the CLIN for the 1000kw rental esƟmates 96 jobs. What are you considering a job?
Does that mean 96 generators, or 96 rentals?
Answer 6: Yes. One job equates to one generator.
QuesƟon 7: May an otherwise eligible small-business offeror furnish compliant rental generators through documented third-party equipment owners or rental/supply partners, while remaining fully responsible to the Government for performance, delivery, maintenance, service and all contract obligaƟons, or must the offeror itself own the generator fleet being proposed?
Answer 7: You may furnish generators through third-party partners. There is no requirement that the offeror must own the generator fleet. All work is subject to subcontracƟng limitaƟons in the SolicitaƟon (SecƟon I, FAR 52.219-14).
QuesƟon 8: Please confirm whether there are any OEM/manufacturer restricƟons beyond the technical requirements in the solicitaƟon/PWS.
Answer 8: No OEM or manufacturer restricƟons are specified beyond the technical requirements listed in the PWS.
QuesƟon 9: What is the esƟmated daily or weekly runƟme for these generators?
Answer 9: The expected runƟme is less than 50 hours in a calendar year, which does not include emergency run Ɵme (PWS, SecƟon 1).
QuesƟon 10: Will the Government accept a commercial rental generator nameplated at 480VAC if the unit can be properly adjusted, configured, and tested to provide the required nominal 460VAC at the connecƟon point while saƟsfying all other PWS requirements?
Answer 10: The generator must provide "460VAC nominal" and be capable of having its voltage permanently adjusted within 10% of nominal (PWS, SecƟons 3.1.1 and 3.1.1.1).
QuesƟon 11: May the prime contractor saƟsfy the 250kW, 500kW, 750kW, and 1,000kW generator classes through more than one qualified rental/equipment provider, provided the prime maintains single-point contractual responsibility and each offered unit independently saƟsfies the applicable PWS requirements?
Answer 11: Yes. This is permissible as long as all subcontracƟng regulaƟons and limitaƟons outlined in the solicitaƟon are met. Refer to FAR 52.219-14.
QuesƟon 12: Must the required 16-hour fuel capacity be provided enƟrely by each generator’s integral double-wall UL 142 base tank, or may a compliant external/auxiliary UL 142 fuel system be uƟlized to saƟsfy the required runƟme?
Answer 12: The capacity must be provided by an "integrated fuel tank" (PWS, SecƟon 3.1.1.15).
QuesƟon 13: For purposes of the four-hour assessment requirement, does “assessment” mean that technical response/troubleshooƟng must begin within four hours, that an on-site technician must arrive within four hours, or that an on-site diagnosis must be completed within four hours?
Answer 13: The requirement is to "Determine whether the EDG is repairable or shall be replaced within 4 hours of noƟficaƟon" (PWS, SecƟon 4.6.1).
QuesƟon 14: Please clarify when the 48-hour repair/replacement period begins. AddiƟonally, if replacement becomes necessary, may a generator with a higher kW raƟng than the ordered class be subsƟtuted, provided the replacement saƟsfies the required voltage, frequency, emissions, enclosure, electrical connecƟon, fuel capacity, and all other applicable PWS requirements?
Answer 14: The 48-hour repair or replacement period begins immediately upon compleƟon of the iniƟal 4-hour assessment and determinaƟon that the unit must be repaired or replaced, per PWS SecƟons 4.6.1 and 4.6.2. Regarding subsƟtuƟons, larger kW rated units are not permiƩed due to strict physical footprint and weight constraints pierside and dockside where laydown area is highly limited. Each generator class must strictly comply with its specified enclosure footprint requirements, such as the 500kW EDG's restricƟon to an 8x20 foot Conex container per PWS SecƟon 3.1.1.4.3, which effecƟvely excludes the subsƟtuƟon of larger units.
QuesƟon 15: What specific EPA emissions cerƟficaƟon or documentaƟon is required for each generator class? Is the applicable EPA cerƟficaƟon for the installed engine sufficient, or does the Government require a parƟcular EPA Tier classificaƟon?
Answer 15: You must provide an EPA off-road cerƟficaƟon for the diesel engine per 40 CFR 63 Subpart ZZZZ at the Ɵme of delivery (PWS, SecƟon 4.3 and 2.1).
QuesƟon 16: At the proposal stage, must the offeror idenƟfy and commit specific serial-numbered generator units for the ordering period, or may the prime contractor demonstrate access to a compliant commercial fleet and idenƟfy the specific equipment assigned at the individual task-order stage?
Answer 16: You are not required to commit specific serial-numbered units in the proposal. You must demonstrate access to a compliant fleet and a plan for providing the required equipment (SolicitaƟon, SecƟon L, Factor 1a).
QuesƟon 17: May the prime contractor saƟsfy the 24/7 service, four-hour assessment, and 48-hour repair/replacement requirements through qualified regional rental/service subcontractors while retaining full contractual responsibility, or are the applicable service personnel and replacement equipment required to be directly employed/owned by the prime contractor?
Answer 17: Yes, you may use subcontractors to meet these service requirements, provided you adhere to the subcontracƟng limitaƟons and requirements outlined in the solicitaƟon (e.g., FAR 52.219-14).
