About this file

This is a Government Response to Request for Clarification (RFC) document for federal contract N4523A26R1002, containing three questions and corresponding Navy responses regarding a ship alteration project.

Question 001 addressed the presence of two exterior chill boxes located on the aft end of the vessel at approximately Frame 68 (per drawing 8994840 Rev A) that conflicted with SOW section 3.5 requirements. The Navy clarified that these chill boxes will remain in place and not be painted. Contractors must mask and protect the boxes to prevent coating adhesion, with preservation work occurring around them with a 2-inch border between new paint and existing boxes. Question 002 requested three missing drawings (631347, 113-5293092 Rev D, and 113-7583701) and an updated Booklet of General Plans YRBM-50 Drawing. The Navy corrected a citation error, noting that drawing 113-5293062 Rev D (not 113-5293092 Rev D) is the relevant document for section 3.13, and confirmed that all three requested drawings are included in Amendment 0002. The Navy indicated no updated general plans drawing is available and referenced relevant available drawings provided for comprehensive reference. Question 003 requested seven-calendar-day extensions to both the RFC due date and proposal due date to allow additional time for question assembly and pricing development. The Navy granted both extensions via Amendment 0002: RFC due date extended from October 8, 2026 to October 15, 2026 (12:00 PM PT), and proposal due date extended from October 19, 2026 to October 26, 2026 (12:00 PM PT).

Government Response to RFC 001-003 N4523A26R1002

001) Question:

After performing the shipcheck, it is noted that there are 2ea chill boxes that will need to be removed to accomplish the requirements of section 3.5 of the SOW.

Could you please provide directions on how to proceed with this discrepancy.

Response:

The exterior chill boxes located on the aft end of the vessel closely affixed to the deckhouse at approximately FR 68 as depicted in drawing 8994840 Rev A will remain in place and will not be painted.

These chill boxes will be protected per the SOW throughout the availability. Mask and protect the boxes to prevent adhesion of coatings. Preservation work called out in sections 3.5 and 3.6 will occur around the chill boxes with a 2-inch border between the new paint and the existing chill boxes.

002) Question:

Can the Navy Supply the following drawings that weren’t supplied?

For Item 3.3.2 – 631347 For Item 3.13 – 113-5293092 Rev D For Item 3.17 – 113-7583701

Can the Navy supply an updated Booklet of General Plans YRBM-50 Drawing? The 845-8275822 drawing supplied is inaccurate on actual spaces, locations and space numbering to the new drawings for Items, and especially for Items 3.6.2, 3.6.5, 3.13.1, 3.14.1, 3.15.1, 3.16.1, 3.17.1, 3.18.1. Is there a newer drawing or a marked up updated drawing that is more accurate of what the barge layout of spaces and structures are currently with updated compartment and passageway numbers?

The SOW citation of drawing 113-5293092 Rev D listed in section 3.13 for SHIPALT YRBM-1134D was cited in error. The relevant drawing is 113-5293062 Rev D. Requested drawings 631347, 113- 5293062 Rev D, and 113-7583701 are included in Amendment 0002.

No, we do not have an updated Booklet of General Plans YRBM-50 Drawing. Relevant and available drawings for ship alteration and SOW work items have been provided for comprehensive reference.

003) Question:

Can the Navy extend the Clarification date 7 calendar days to allow the Contractor and Subcontractors more time to assemble questions to the Navy?

Can the Navy extend the Bid Due Date 7 calendar days to allow the Contractor and Subcontractors more time to assemble pricing after answers to the questions are received?

See Amendment 0002. The RFC due date has been extended from 8 October 2026 at 12:00 PM PT to 15 October 2026 at 12:00 PM PT and the proposal due date from 19 October 2026 at 12:00 PM PT to 26 October 2026 at 12:00 PM PT
