About this file

This is a Questions and Answers document for Combined Synopsis/Solicitation N4523A26Q5732, addressing clarifications on generator procurement requirements and evaluation criteria.

The solicitation seeks generator equipment for standby use with expected run time less than 50 hours per calendar year. The Government will provide and install all cabling and a coffer dam where applicable; the contractor must supply a double-wall UL 142 compliant fuel tank and ensure bus bar requirements are met for government-provided cabling. No cables or fuel berm need to be provided by the contractor. Award will be made on a Lowest-Price Technically Acceptable basis under FAR Part 12 procedures, with Past Performance as an evaluation factor approximately equal to Price. Offerors without a record of recent, relevant past performance will receive a neutral rating rather than an unfavorable rating. The on-call manufacturer's technical representative or NIASE-certified diesel mechanic requirement available 24/7 may be satisfied by rental equipment provider qualified service personnel or subcontractors, provided all response and repair/replacement timelines are met. Supporting documentation for proposed pricing may be satisfied by a commercial equipment rental supplier's formal quote. The Government will evaluate past performance in accordance with FAR 12.203(a)(2), with no specific format or number of past-performance references mandated.

Questions and Answers

Q: Section M states that award will be made on a Lowest-Price Technically Acceptable basis, with Past Performance evaluated as a factor approximately equal to Price. Could you please confirm how the Government will evaluate Past Performance for an offeror that does not have a record of recent, relevant past performance for this type of requirement — specifically, whether such an offeror would receive a neutral rating (neither favorable nor unfavorable), consistent with FAR 15.305(a)(2)(iv), rather than being rated unfavorably for the absence of a record?

A: This contract will be awarded in accordance with Far Part 12 procedures, specifically FAR 12.203(a)(2), past performance. For an absence of a record, the offeror would be rated neutral.

Q: What shift will the generator be utilized (Single, Double, Triple)?

A: The generator will be used in standby mode, expected run time will be less than 50 Hours per calendar year. (PWS para 1. Background)

Q: Do you need cables to be provided with the generator?

A: Cables will not be required. The Gov’t will provide and install all cabling. (PWS para 5.1) Please note paragraph 3.1.1.5 for bus bar requirements for gov’t provided cabling.

Q: Do you need a fuel berm under the generator?

A: No, the Gov’t will provide a coffer dam where applicable, the fuel tank must be double wall UL 142 compliant. (PWS para 3.1.1.13)

Q: PWS 4.6 requires an on-call manufacturer's technical representative or NIASE-certified diesel mechanic available 24/7. May this requirement be satisfied by the rental equipment provider's qualified service personnel/subcontractor, provided all required response and repair/replacement timelines are met?

A: Yes, this is satisfactory.

Q: Section M identifies Past Performance as an evaluation factor; however, Section 19 does not identify specific past-performance documentation required with the quote. Please confirm whether offerors should submit past-performance references/projects and, if so, whether the Government has a preferred format or number of references.

A: The Government will evaluate past performance in accordance with FAR 12.203(a)(2).

Q: Section 6 requires supporting documentation to substantiate proposed pricing. If an offeror utilizes a commercial equipment rental supplier/subcontractor, will the supplier's formal commercial quote satisfy this requirement?

A: Yes this will satisfy this requirement.
