About this file
This document is a Questions and Answers (Q&A) compilation addressing 54 inquiries submitted by offerors regarding a federal moving and relocation services solicitation for Naval Base Kitsap (NBK) and Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF).
The contract comprises three contract line items (CLINs): CLIN 0001 (Move 1 – mobilization and relocation of equipment from Building 495), CLIN 0002 (Move 2 – Shop 26 warehouse relocation), and CLIN 0003 (Move 3 – ad-hoc/on-demand relocation capacity). All CLINs are firm-fixed-price (FFP) arrangements. Move 1 and Move 2 have notional schedule windows in the PWS with execution expected between December 2026 and November 2027, while Move 3 operates as an on-demand capacity pool of up to 40 standard 26-foot truckloads (1,040 linear feet) available throughout the entire 12-month period of performance (1 December 2026 – 30 November 2027). The Government will provide advance notice of at least 21 calendar days for Move 3 requests when possible, though shorter notice may occur under emergent conditions. Offerors must price CLINs 0001 and 0002 based on maximum quantities specified in the Performance Work Statement (PWS) Sections 5.1 and 5.2, regardless of actual truck trips required. For CLIN 0003, payment is prorated based on actual linear feet of capacity used, invoiced monthly or per dispatch. The solicitation is a 100% small business set-aside with no limitations on subcontracting requirements. All contractor personnel must be U.S. citizens and obtain Defense Biometric Identification System (DBIDS) base access credentials through Naval Base Kitsap security protocols, with processing times up to two weeks. The Government will disconnect all utilities and empty storage containers prior to contractor relocation activities. Standard forklift capacity of 4,000 lbs minimum with 12–16 foot mast height is recommended. All pricing must be all-inclusive with no separate charges for detention, overtime, after-hours work, or equipment beyond the baseline scope. CLINs 0001 and 0002 may be invoiced upon completion and Government acceptance of each respective move. The applicable Service Contract Act wage determination is WD # 2015-5525, Revision 32, and no Covered Defense Information or NIST SP 800-171 assessment is required.

1. Move 2 – Estimated Weight / Truckloads For Move 2, the PWS identifies up to 80 crates, each weighing up to 1,500 lbs, along with pallets, welding-machine racks, and jobsite boxes. Can the Government provide an estimated total weight, expected number of 26-foot truckloads, or a more detailed inventory/manifest for this move?
Answer: Due to the fluid nature of ongoing operations in active industrial spaces, a more detailed inventory cannot be provided at this time. As stated in PWS Section 5.2, offerors should price for the maximum potential scope. For example, pricing should assume all 80 crates will be moved, each at the maximum estimated weight of 1,500 lbs, for a total of 120,000 lbs. This principle applies to all items where "Up to" or "Not to Exceed" (NTE) quantities are specified.
2. CLIN 0003 – Billing Method
CLIN 0003 identifies up to 40 standard 26-foot truckloads / 1,040 linear feet, while the pricing schedule lists the CLIN as Quantity 1, Unit: Job, FFP. Please confirm whether the awarded CLIN 0003 price will be paid as a fixed amount for the full requirement, or whether payment will be based on the actual truckloads/linear feet ordered and performed during the period of performance.
Answer: Payment for CLIN 0003 will be based on the actual linear feet of capacity used, prorated from the total firm-fixed-price for the consolidated capacity pool. Invoicing can be done as services are rendered (e.g., monthly or per dispatch), as detailed in PWS Section 5.3.
3. The PWS states that Government personnel will perform utility and IT disconnect/reconnect activities.
Please confirm whether all machinery, equipment, welding units, fabrication tables, etc. requiring utility disconnection, unbolting, anchoring removal, or mechanical/electrical separation will be fully disconnected and prepared for relocation by Government personnel prior to contractor relocation activities. If not, please identify the disconnect, disassembly, unbolting, or equipment requirements that are to be performed by the contractor.
Answer: Yes. Per PWS Section 2.0, the Government is solely responsible for disconnecting and reconnecting all utilities. Per PWS Section 3.5, the Contractor's disassembly responsibility is limited to non-utility items like computer peripherals and furniture. All industrial machinery requiring utility shutoff or unbolting from facility structures will be disconnected by Government personnel before the Contractor begins relocation activities.
4. Solicitation p. 5, Clause List: FAR 52.219-14, Limitations on Subcontracting, is not listed. Please confirm whether the limitations on subcontracting apply to this 100% small business set-aside.
Answer: FAR 52.219-14 Limitations on Subcontracting is not applicable to this solicitation.
5. The solicitation does not include a pre-quote site visit, and the pre-move joint site walks occur only after award.
Answer: The Government will not be holding a site visit/ walkthrough during the solicitation period for this requirement. Offerors must base their firm-fixed pricing on the detailed technical listings provided in the PWS.
6. PWS p. 8, Sec. 5.2: For the 15 piano-style job boxes (NTE 400 lbs empty), will they be emptied by the
Government before the move, or relocated with contents? If with contents, please provide the estimated loaded weight.
Answer: As per PWS Section 3.4, it is the Government's responsibility to empty all storage containers, including job boxes, prior to the move. The Contractor is responsible for relocating the empty boxes only.
7. PWS p. 5, Sec. 3.7 and p. 8, Sec. 5.2: Please provide the maximum beam/placement height, number of tiers, and aisle widths of the destination pallet racking at Twelve Trees, so offerors can specify the correct reach or narrow-aisle forklift.
Answer: The requirement to place materials onto pallet racking systems at the Twelve Trees facility has been removed from the PWS. Under the revised PWS Section 3.7, the Contractor's delivery is complete once material is placed in designated floor-level receiving areas.
8. PWS p. 8, Sec. 5.2: Please provide the door clearance dimensions and ceiling heights at Bldg. 495 (where crates are stacked up to four high) and at Twelve Trees Bldgs. 2, 3, 10, and 18.
Answer: Approximate ground-level door clearances at all locations are 12ft high and 10ft-12ft in width. Ceiling heights are sufficient for operations. However, per PWS Section 4.4, the Contractor is solely responsible for verifying all physical access pathways and final clearances during the post-award joint pre-move site walk prior to execution.
9. PWS p. 1, Sec. 1.3, Table 1: Table 1 states Move #3 destinations are "up to 30 miles by roadway," while Sec.
1.5 and 5.3 state 40 miles. Please confirm which distance governs.
Answer: The maximum roadway distance for ad-hoc moves is 40 miles, as stated in PWS Sections
1.5 and 5.3. The reference to "30 miles" in Table 1 is a typographical error.
10. PWS p. 1, Sec. 1.3, Table 1: Table 1 shows a Move #3 window beginning Nov 2026, but the Period of
Performance begins 01 Dec 2026. Please confirm no work is expected before 01 Dec 2026 Answer: The period of performance for this contract will be 1 Dec 2026 – 30 Nov 2027
11. PWS p. 3–4, Sec. 3.3: Short-notice, after-hours, and weekend moves are to be performed at no additional cost. Can the Government estimate how many Move #3 dispatches it anticipates will fall outside standard hours (0720–1602, Mon–Fri) or inside the offeror's notification window?
Answer: The Government cannot estimate the frequency of short-notice or after-hours dispatches under CLIN 0003. These are driven by emergent operational needs. For estimating purposes, offerors can assume such requests will constitute less than 5% of the total CLIN 0003 capacity.
12. PWS p. 2, Sec. 1.5, Table 2: Are ad-hoc moves under CLIN 0003 expected to originate from or deliver to the
NBK-Bangor 4310 Laydown Yard or the Northshore (Belfair) outdoor yard? If so, what ground surface and access conditions should offerors expect for forklift operation at those sites?
Answer: Yes, ad-hoc moves may involve these locations. Both sites consist of flat, compacted gravel surfaces suitable for heavy forklift and medium-duty box truck operations.
13. PWS p. 5, Sec. 4.1: What base access credentialing process (e.g., DBIDS) applies to contractor drivers and crews, what is the typical processing time, and will escorts be required inside the CIA?
Answer: Contractor personnel must fully comply with all Naval Base Kitsap (NBK) security protocols, which utilize the Defense Biometric Identification System (DBIDS). Processing times can be up to two weeks. Escorts are not required for Moves 1 and 2 but may be required for Move 3 on a case-by-case basis.
14. PWS p. 11, Sec. 6.3: Please clarify contractor liability for damage to relocated Government property (e.g., required insurance coverage, cargo liability limits, or valuation basis), as no insurance clause is listed in the solicitation.
Answer: Contractor liability for damage is governed by the standard Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses incorporated into the solicitation. Performance is measured against PWS Section 6.3, which enforces an Acceptable Quality Level (AQL) of less than 1% damage to relocated items and zero allowable damage to facilities.
15. Solicitation p. 5, DFARS 252.204-7012 / 252.204-7020: Will the contractor receive or handle Covered
Defense Information under this contract, and is a current NIST SP 800-171 SPRS assessment score required for award?
Answer: No. This moving contract does not involve the receipt, generation, or handling of Covered Defense Information (CDI). Consequently, a NIST SP 800-171 assessment score in the Supplier Performance Risk System (SPRS) is not required as a condition of award.
16. PWS p. 3, Sec. 3.2 and p. 5, Sec. 3.9: Please estimate the quantity of Banker's Boxes and packing supplies the contractor should anticipate furnishing for Move #3 ad-hoc relocations.
Answer: The exact total quantity of boxes required for CLIN 0003 cannot be predetermined due to the on-demand, emergent nature of ad-hoc taskings. However, per PWS Section 3.4, the Contractor is only required to furnish the boxes, while Government personnel will perform the physical packing. To minimize material costs, offerors should assume a reusable inventory model.
Boxes and packing supplies can be reclaimed, consolidated, and cycled for reuse across subsequent ad-hoc dispatches throughout the 12-month Period of Performance. Offerors should factor the cost of maintaining a reasonable, rotating stock of reusable banker's boxes into their all-inclusive per-linear-foot rate for CLIN 0003.
17. Solicitation p. 3, Para. 10: Please describe the level of schedule detail expected in the proposal (e.g., estimated crew days per move, number of trips).
Answer: Clarification: This requirement is governed by PWS Section 3.3 (page 3) rather than a solicitation paragraph.
Offerors are not required to submit detailed move schedules, crew sizing, labor days, or estimated trip counts with their proposal. The Government's primary evaluation requirement under PWS Section 3.3 is for the offeror to specify their minimum required advance notification period (in business days) to guarantee resource availability. Specifically, proposals must state:
1. CLINs 0001 & 0002: The minimum advance notice required to mobilize personnel, vehicle assets, and equipment rentals, if the Government shifts the notional move execution windows.
2. CLIN 0003: The minimum advance notice required to mobilize personnel, vehicle assets, and equipment rentals to support on-demand ad-hoc dispatches.
Detailed execution schedules, staffing manifests, and trip logistics will be finalized post-award in coordination with the COR following the joint pre-move site walk (PWS Section 4.4).
18. Does the Government anticipate CLINs 0001–0003 being performed within a relatively consolidated timeframe, or should the contractor maintain availability for intermittent/phased performance throughout the full 12-month period?
Answer: Move 1 and Move 2 have notional schedule windows as detailed in PWS Table 1 (subject to shipyard operational shifts and availability of receiving facility). However, ad-hoc Move 3 requirements under CLIN 0003 will arise on-demand throughout the entire Period of Performance. The Contractor must maintain operational readiness for the full duration of the contract.
19. Upon completion and Government acceptance of the work associated with CLIN 0001 and CLIN 0002, may the contractor submit a WAWF invoice for the full firm-fixed-price amount of each respective CLIN at that time, or must invoicing for these CLINs be deferred until the end of the overall period of performance on November 30, 2027?
Answer: Yes. The Contractor is authorized to submit a Wide Area Workflow (WAWF) invoice for the full firm-fixed-price amount of CLIN 0001 and CLIN 0002 immediately upon completion and formal Government acceptance of all work associated with each respective move.
20. For CLIN/Move 2, is the Government's intent that the offeror provide one firm-fixed price covering the complete baseline inventory identified in the PWS regardless of the number of 26-foot truck trips reasonably required to complete that baseline scope?
tel:0001-0003
Answer: Yes. The Contractor must provide a single, all-inclusive firm-fixed price for CLIN 0002 that covers the complete relocation of all items listed in PWS Section 5.2, regardless of the number of truck trips necessary.
21. If the actual volume or Government-directed work exceeds the baseline inventory identified for Move 2, should that additional work be treated under the ad-hoc/contingency Move 3 pricing structure, or handled through another written authorization/modification process?
Answer: Yes. In accordance with PWS Section 3.9, if any unlisted items or baseline overages are identified during the joint pre-move site walks for Move 1 or Move 2, those additional items will be relocated using the ad-hoc capacity pool under CLIN 0003 (Move 3) at no additional base contract cost.
22. For CLIN 0002 (Shop 26 warehouse relocation), what measurable baseline inventory or estimated quantity of 26-foot truckloads is included in the one-job firm-fixed price? If the actual quantity exceeds that baseline, how should offerors price and obtain written authorization for the additional work? Is CLIN 0003 intended for that purpose?
Answer: The baseline inventory for CLIN 0002 is defined by the list in PWS Section 5.2. No truckload estimate is provided. If additional items are identified, the Contractor must obtain written authorization from the COR to relocate them using the capacity pool and linear-foot rates established in CLIN 0003.
23. If the Government directs detention, after-hours or overtime work, or additional material-handling equipment outside the stated baseline, what contract mechanism and prior written authorization would govern those charges? Should offerors include separate rates in their quote, or include all such foreseeable costs in the CLIN prices?
Answer: No. Offerors must not submit separate rates for detention, overtime, or additional equipment. Per PWS Section 3.3, any adjusted schedule, after-hours, weekend, or short-notice moves must be performed at no additional cost to the Government. This is a Firm-Fixed-Price (FFP) solicitation; therefore, the prices proposed for CLINs 0001, 0002, and 0003 must be all-inclusive and factor in all operational contingencies, specialized equipment, and scheduling variables required to meet the PWS requirements.
24. What are the complete baseline inventories for Move 1 and Move 2, including the quantities, approximate dimensions, and approximate weights of all furniture, cabinets, workbenches, racks, pallets, crates, machinery, gang boxes, and other items?
Answer: The complete baseline inventories for Move 1 and Move 2—detailing all known quantities, approximate dimensions, and weights—are fully established in PWS Section 5.1 (Move
1) and PWS Section 5.2 (Move 2). Offerors must utilize these sections as the sole basis for their firm-fixed-price proposals. Quantities beyond what is stated in each section will be covered under PWS Section 5.3 (Move 3).
25. What is the Government’s estimated number of 26-foot truckloads for Move 1 and Move 2, stated separately for each move?
Answer: The Government has not estimated the number of truckloads required. Under this firm-fixed-price solicitation, the Contractor is responsible for evaluating the PWS to determine the necessary logistical assets.
26. How many items are expected to require a forklift or other specialized material-handling equipment, and what are their approximate dimensions and weights?
Answer: Items that may require a forklift are listed with their dimensions and weights in PWS Sections 5.1 and 5.2. Due to the fluid nature of the work sites, a precise quantity of items requiring a forklift cannot be provided. Per PWS Section 3.1, the Contractor is responsible for providing and operating all necessary material-handling equipment.
27. What loading and unloading conditions shall be available at each location, including loading docks, ramps, forklift-access areas, and other material-handling facilities?
Answer: Site-specific conditions for Moves 1 and 2 are specified in PWS Section 5. PWS Section
4.4 states that loading docks are not guaranteed. The Contractor must be prepared for ground-level loading and unloading operations.
28. Are photographs, floor plans, inventory spreadsheets, or other supporting documents available for the items and locations involved in Move 1 and Move 2?
Answer: No. Photographs and floor plans are not available. Offerors must base their pricing on the detailed technical listings provided in the PWS.
29. If the Government cannot provide exact quantities or estimated truckloads, should offerors calculate the firm-fixed prices for Move 1 and Move 2 solely from the baseline items identified in the PWS?
Answer: Yes. Offerors must calculate their firm-fixed-prices for CLINs 0001 and 0002 based strictly on the items and maximum quantities listed in PWS Sections 5.1 and 5.2.
30. RFQ para 7, CLIN 0003 / PWS para 5.3 (Consolidated Capacity Ceiling): Will CLIN 0003 be paid as the full firm-fixed price regardless of capacity used, or invoiced and paid only for the linear feet/loads actually used?
Answer: Per PWS Section 5.3, payment for CLIN 0003 will be based on the actual capacity utilized, calculated on a prorated basis using the linear feet of deck space used per trip. Invoices may be submitted as services are rendered (e.g., monthly or per dispatch).
31. RFQ para 22, FAR 52.222-41 Addendum: The RFQ cites Wage Determination 2015-5417 Rev 32. Please confirm this is the applicable wage determination for work performed in Kitsap County, WA.
Answer: The Wage Determination has been corrected and updated in the solicitation document ending in r3: Service Contract Act WD # 2015-5525; Revision # 32; Service(s) Standard (Area- Wide) Wage Determination; Last Revised Date Aug 27, 2026
32. RFQ paras 22-23, DFARS 252.204-7012, 252.204-7019, and 252.204-7020: Will the contractor receive or handle Covered Defense Information under this requirement, and is a current NIST SP 800-171 assessment in SPRS required for award?
Answer: No. This moving contract does not involve the receipt, generation, or handling of Covered Defense Information (CDI). Consequently, a NIST SP 800-171 assessment score in the Supplier Performance Risk System (SPRS) is not required as a condition of award.
33. PWS para 4.2 (Vehicle Size Limitations) and para 5.2 (Move #2): For transport from Bldg. 495 to the
Poulsbo storage facility, may vehicles larger than a 26-foot box truck (for example, a higher-payload flatbed) be approved in the Move Plan if loading is coordinated at a designated area?
Answer: Yes. While a 26-foot truck is recommended due to congested areas, larger vehicles may be utilized if the contractor verifies maneuverability during the pre-move job walks. The Government will not relocate materials to accommodate larger vehicles that cannot access the pickup/drop-off locations.
34. Can you send a detailed inventory for Moves #1 and #2, along with any photos, floor plans, dimensions, and confirmed loaded weights? Where the list gives estimates or says 'up to' a certain quantity, what numbers should we use for pricing? Please flag any fragile, high-value, sensitive, or unusual equipment that needs special handling beyond what the PWS describes.
Answer: A more detailed inventory/manifest cannot be provided at this time due to the fluid nature of ongoing shipyard operations. Photos and floor plans are not available. Estimated dimensions and weights are provided within PWS Sections 5.1 and 5.2. For pricing calculations, offerors should use the maximum quantity specified (e.g., "up to 80 crates" should be priced as
80 crates). All equipment requiring relocation is fully identified in the PWS; no items require specialized transit or handling beyond standard commercial industrial moving practices and protection from weather (PWS Section 3.1).
35. Which locations have loading docks, stairs, or freight elevators? How far will we carry items between the truck and the building? Please provide door clearances, elevator weight limits, aisle widths, and rack heights and weight limits. For any reach or narrow-aisle forklift, what lift height and capacity are needed, and are there equipment restrictions? Can we leave trucks and equipment in a secure area overnight between move days?
Answer: Site-specific conditions are specified for CLIN 0001 and 0002 (Moves 1 and 2) in their respective PWS sections. Site-specific conditions are not available for CLIN 0003 (Move 3) as locations can be anywhere identified under section 1.5. All logistical variables—including carrying distances, door clearances, and elevator configurations—must be physically verified by the Contractor during the pre-move site walk (PWS Section 4.3). Overnight storage of contractor equipment may be requested and coordinated through the Contracting Officer’s Representative (COR), but may be restricted in some areas. Overnight storage cannot be guaranteed for contractor vehicles.
37. To support subcontractor scope and firm pricing, may offerors obtain photographs or video of the relevant origin and destination spaces, equipment, access paths, loading/unloading areas, or other areas material to the moves? If contractor photography or recording is restricted at PSNS, can the Government provide any existing photographs, diagrams, measurements, or video that may be released to offerors?
Answer: No. The Government will not provide photographs or video media of the facilities or equipment during the solicitation phase. Offerors must base their proposed firm-fixed pricing strictly on the detailed technical listings, dimensions, and weights provided in PWS Section 5. Any physical layouts, site-specific configurations, or path clearances will be fully verified by the successful contractor post-award during the joint pre-move site walk (PWS Section 4.4).
38. Please advise whether any such materials are available or whether offerors should price solely from the current solicitation and PWS.
Answer: Offerors must price their proposals based solely on the information contained within the
PWS.
39. If the prime contractor utilizes a subcontractor that qualifies as a “similarly situated entity” under the applicable small-business regulations, would amounts paid to that similarly situated subcontractor be excluded from the calculation of the limitation on subcontracting?
Answer: This question is not applicable. As FAR 52.219-14 (Limitations on Subcontracting) is not included in the solicitation, there are no statutory subcontracting limits or "similarly situated entity" calculations required.
40. Are there any specific self-performance requirements under this solicitation that the prime contractor must perform directly, separate from contract administration, coordination, scheduling, quality oversight, and subcontractor management?
Answer: There are no specific self-performance percentage requirements. However, the prime contractor remains fully responsible for the overall execution of all operations, per PWS Section 1.1.
41. Base access credentials. For contractor personnel requiring access to PSNS and IMF Controlled Industrial
Area and other NBK locations, what is the validity period for the credentials issued? If the credentials will not remain valid throughout the entire period of performance (01 December 2026 to 30 November 2027), how many re-badging events should contractors reasonably anticipate during that time?
Answer: The validity period of base access credentials is determined solely by NBK Security based on contract duration and personnel screening. While credentials may span the entire 12-month period of performance, this cannot be guaranteed. The Contractor is advised that it may be prudent to administratively factor in the potential for re-badging cycles to prevent any interruption in work.
42. The PWS states that a narrow-aisle or reach forklift may be required at Twelve Trees Business Park and that placement onto pallet racking must not exceed posted weight limits. What forklift capacity and mast height are required at Twelve Trees Business Park and Bldg. 995? What are the posted weight limits of the pallet racking where items will be placed?
Answer: A specialized narrow-aisle or reach-truck forklift is no longer required for placement at the Twelve Trees facility, as delivery there will now be complete once materials are placed in floor-level receiving areas (though the Contractor must still be prepared to provide a standard forklift to offload their vehicles at this site).
However, a standard forklift is required for retrieving materials from origin shelving and for placing/stacking materials onto pallet racking at other destination sites, such as Building 495.
To safely support both offloading and racking placement operations across all locations, the Government recommends a standard industrial forklift with a minimum capacity of 4,000 lbs and a mast height capable of lifting up to 2,500 lbs to a height of approximately 12 to 16 feet. Per PWS Section 3.1, the Contractor is solely responsible for determining, providing, and operating all necessary material-handling equipment.
43. When may the contractor invoice for each CLIN? Specifically, may CLIN 0001 and CLIN 0002 be invoiced upon completion of each move, and how will CLIN 0003 (Move #3) be invoiced – as dispatches are completed, monthly, or at the end of the period of performance?
Answer: CLINs 0001 and 0002 may be invoiced in full upon completion and acceptance of each respective move. CLIN 0003 may be invoiced as services are rendered (e.g., monthly or per dispatch), reflecting the actual linear feet utilized.
44. For Move #3, does the Government anticipate individual requests generally consisting of partial truckloads, single full truckloads, multiple truckloads at one time, or a combination thereof?
Answer: The Government anticipates primarily using a combination of single and multiple truckloads to support the general ad-hoc moves based on operational needs. The Government will attempt to consolidate cargo to maximize use of trucks, but partial loads may occasionally be required.
45. If Move #3 requests may be distributed across multiple non-consecutive dates, should the Firm-Fixed-
Price for CLIN 0003 include all recurring mobilization/demobilization, equipment rental and associated delivery/pickup charges, vehicle positioning, and travel costs necessary to support each individual request, with no additional charges to the Government?
Answer: Yes. The firm-fixed-price for CLIN 0003, prorated by linear foot, must be all-inclusive. All recurring costs, such as mobilization, equipment rental, and travel, must be factored into the price, as there will be no additional charges to the Government. The Government will attempt to consolidate moves, where possible, to minimize mobilization/demobilization costs and equipment rentals.
46. Is there an estimated or historical number of truckloads the Government expects to use under CLIN 0003 during the contract period?
Answer: No historical data is available for this new requirement. The PWS provides a ceiling of 40 standard 26-foot truckloads (1,040 linear feet).
47. Does the Government anticipate requiring more than one 26-foot truck simultaneously for any of the moves?
Answer: Yes. Based on the Government's operational timelines and sequencing needs, the Contractor may be required to utilize multiple 26-foot trucks simultaneously. In accordance with the PWS, the Contractor remains solely responsible for determining and deploying the necessary quantity of vehicles, equipment, and labor resources to meet the scheduled move windows.
48. What advance notice should the contractor normally expect before a move is scheduled under CLIN 0003?
Answer: Per PWS Section 5.3, the Government will make every effort to provide at least twenty-one (21) calendar days' notice. However, shorter notice may occur under emergent conditions.
49. Please clarify the level of base access, security credentials, passes, or other access authorizations required for Contractor personnel and vehicles to perform work under this requirement.
Answer: As stated in PWS Section 4.1, all personnel must be U.S. citizens and obtain the necessary credentials through the NBK security process, which uses DBIDS. Please refer to the attached PSNS&IMF Contractor Badging & Access Requirements document for additional clarification.
Per PWS Section 4.1, all contractor personnel must comply with all current badging and security procedure requirements for gaining access to Naval Base Kitsap. The primary credentialing system used is the Defense Biometric Identification System (DBIDS).
For complete and detailed instructions regarding all badging requirements, necessary forms (including the SECNAV 5512/1), identification standards, and vehicle access procedures, offerors must refer to the attachment titled “Attachment 1 - PSNS&IMF CONTRACTOR BADGING & ACCESS
REQUIREMENTS."
50. Can the Government provide an estimate of the number of origin and destination locations that do not have freight-elevator access and may require manual stair carries, including the anticipated floor levels?
Answer: For CLIN 0001 and CLIN 0002: Both origin and destination locations are strictly ground-level facilities; therefore, no manual stair carries are anticipated.
For CLIN 0003: Specific origins and destinations for ad-hoc taskings are determined on an as-needed basis; therefore, an exact count of stair-access locations cannot be projected. However, offerors can anticipate that any requirement involving stairs will typically be limited to second-story administrative spaces (one flight of stairs) above warehouse floors or the upper unit of two-high stacked modular office trailers. As outlined in PWS Section 4.4, physical access routes and site-specific transit conditions will be confirmed with the COR during the joint pre-move site walk prior to execution.
51. If the Government elects to split the Move #2 inventory between Twelve Trees Business Park and Building
995, will the Government segregate or identify items by destination prior to Contractor loading, or will the Contractor be responsible for sorting and staging the inventory by destination?
Answer: Yes, the Government will clearly label or segregate all items to identify their destination prior to the Contractor's arrival for loading. The final destinations will be confirmed during the pre-move site walk.
52. For items relocated under the Move #3 consolidated capacity, will the Government have applicable items pre-packed, wrapped, palletized, and otherwise prepared for transport prior to Contractor arrival, such that the Contractor's scope is limited to loading, transportation, and unloading? If not, please clarify the packing, wrapping, palletizing, or other cargo-preparation services the Contractor should include in its proposed pricing.
Answer: This depends on the item. Per PWS Section 3.4, the Government is responsible for packing office, lockers, and storage cabinet contents into boxes. It is the Contractor’s responsibility to ensure items are safe for transport to include properly strapping, banding, and wrapping where needed.
53. For estimating purposes, can the Government provide the anticipated number of individual relocation requests or mobilizations expected to comprise the 1,040-LF consolidated capacity? Should Offerors anticipate approximately forty (40) full truckloads, or could the total capacity be utilized through a greater number of partial-load relocations?
Answer: No. The Government cannot predict the number of individual requests. Offerors should price based on the total capacity ceiling, understanding that it could be used via numerous small mobilizations or fewer large ones.
54. If Contractor personnel or equipment experience delays after reporting to the designated worksite due to
Government-controlled access, security, staging, elevator availability, outages, facility conditions, or other Government-caused delays, please clarify how resulting standby or waiting time will be addressed under the contract.
Answer: The solicitation and PWS do not specify a mechanism for compensating standby time due to Government-caused delays. The Contractor is expected to coordinate closely with the COR to minimize such delays. Any significant issues should be documented and communicated to the Contracting Officer for resolution.
