3.0 Contractor-Furnished Items and Services

3.1. General: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items required to perform the material and equipment relocation services defined in this PWS. Types of material and equipment relocations may include office furniture and equipment, portable equipment and tooling, light industrial workspace equipment and tooling, warehouse materials, machinery, and long palleted or crated items no greater than 30 ft in length. No oversized loads or hazardous materials will be handled or hauled by the Contractor. All items are considered indoor materials and must be protected from weather. The use of flatbed or open-deck vehicles is acceptable; however, the Contractor must cover or tarp these loads upon request by the COR. For standard loading and unloading where dock access is unavailable, the use of vehicle lift gates is authorized. The Contractor shall provide forklifts or specialized material handling equipment as necessary to safely handle heavy machinery, long crates, or items exceeding lift gate capacities.

3.2. Planning and Coordination: The Contractor shall designate a Point of Contact (POC) to coordinate all efforts, scheduling, and issue resolution with the COR. For each move, the Contractor shall coordinate with the COR to develop a mutually agreeable, detailed Move Plan (covering scheduling and phasing) at least 10 business days prior to execution. Packing supplies (boxes, labels, tape) for self-packing of personal effects and desk files must be delivered to government personnel at least seven (7) calendar days before the move. Any required Outage Requests for blocking roadways or parking areas must be submitted to the COR at least 14 calendar days in advance. The Contractor shall provide a post-move completion report within three (3) business days of completing each individual move.

3.3. Scheduling & Short-Notice Adjustments: All services shall be scheduled and coordinated through the COR.

Standard Operating Hours: Standard work hours are Monday through Friday, 0720 to 1602, excluding federal holidays, unless a different schedule is agreed upon in the Move Plan. Shipyard operational needs may require occasional work outside these hours (including evenings or weekends).

Standard Move Notification (Guaranteed Resources): The Contractor must guarantee that trucks and crews are available for any move scheduled outside of the minimum notification window.

o The Proposal Requirement: The Offeror must state in their proposal response to this RFP the minimum business days of notice required to guarantee resource availability.

o The Contract Default: If the Offeror fails to state a timeline in their proposal, the contract default for the winning Contractor shall be set at three (3) business days (Monday through Friday, excluding weekends and federal holidays).

Short-Notice & Emergency Moves: Shipyard operations may occasionally require notice of less than 24 hours.

o Best Efforts: For any request made inside the minimum notification window, the Contractor shall make best efforts to accommodate the move based on resource availability.

o No Additional Cost: Every adjusted, after-hours, or short-notice move executed under this contract shall be performed at no additional cost to the Government.

3.4. Packing, Preparation, and Securing: The safe preparation, packing, and securing of all materials and equipment is a joint effort requiring clear boundaries of responsibility. To ensure the protection of Government assets during transit and to establish clear labor expectations, the following requirements shall apply to all relocations under this PWS:

Supply of Materials: The Contractor shall provide all necessary packing supplies (including standard Banker's Boxes, labels, bubble wrap, and tape) to the Government in accordance with the timelines in Section 3.2.

Standard Box Definition: For estimating and load calculation purposes, a 'standard box' under this PWS is defined as a standard 1.5 cubic foot Banker's Box (measuring approximately 15"L x 12"W x 10"H, or equivalent volume).

Division of Packing Labor:

o Government Responsibilities: Prior to the scheduled move day, the

Government shall completely empty, defrost, and clear all contents from office desks, filing cabinets, wardrobes, storage lockers, Vidmar cabinets, bookcases, refrigerators, and microwaves. All loose files, books, binders, and small components shall be self-packed by the Government into the Contractor-provided Banker's Boxes.

o Contractor Responsibilities: The Contractor is strictly responsible for the physical loading, securing, transit, and unloading of the physical cabinets, lockers, desks, and pre-packed Government Banker's Boxes. The Contractor shall perform physical packing labor only for specialized industrial assets, palletized machinery, and specific exceptions explicitly outlined in Section 5.0.

Load Securing & Transit Safety: The Contractor is solely responsible for properly strapping, banding, shrink-wrapping, and securing all loaded assets (including pre-packed boxes, loose equipment, and palletized materials) within the transport vehicles to prevent shifting, tipping, or damage during transit.

3.5. Disassembly and Reassembly: The Contractor shall disassemble and uninstall items requiring teardown for transport, including computer peripherals (monitors, keyboards), televisions, whiteboards, and furniture. The Contractor shall reassemble and position these items at the destination facility. (Note: The Contractor is not responsible for connecting electronic equipment cables or mounting any items to walls).

3.6. Loading, Transport, and Unloading: The Contractor shall provide all necessary transportation, material handling equipment, and certified personnel to safely load, transit, and unload all designated Government materials and equipment. All operations executed under this service task shall strictly comply with the specific base access, vehicle limitations, and facility protection requirements established in Section 4.0 (Site, Logistics, and Safety Requirements).

3.7. Staging and Placement: The Contractor shall place all items at the destination facility in accordance with the provided floor plan, or as indicated by the COR or onsite government representative.

Industrial Racking Placement: As part of the baseline staging services under this contract, the Contractor shall be required to lift, stack, and place designated pallets, crates, and heavy storage assets directly onto multi-tiered industrial warehouse pallet racks at the destination facilities.

Safety Compliance: The Contractor's forklift operators shall ensure that all assets placed onto racking are perfectly aligned, stable, and secure. The Contractor shall not exceed the posted weight limits of the Government’s industrial racking systems during placement.

3.8. Debris Removal: Upon completion of daily operations and final delivery, the Contractor shall remove all contractor-generated trash, dunnage, and packing materials from both origin and destination worksites, leaving all utilized spaces in a 'broom-clean' condition. Note: The Contractor shall dispose of all debris offsite unless otherwise authorized.

3.9. Unlisted Items & Contingency Pooling: To ensure operational flexibility, Moves #1 and #2 represent strict baseline inventories. Any unlisted furniture, equipment, industrial assets, or packing containers identified during pre-move site walks for these phases will not require a formal contract modification. Instead, the Government will direct the relocation of all unlisted items, overages, and general miscellaneous moves using the consolidated capacity pool defined in Move #3 (Section 5.3). Relocation of these assets shall be deducted from the Move #3 capacity balance at no additional cost to the Government.

4.0 Site, Logistics, and Safety Requirements

4.1. Base Access & Security Compliance:

Citizenship & Vetting: All Contractor personnel accessing PSNS&IMF CIA and controlled facilities must be United States citizens and shall comply with all security requirements for accessing NBK, including obtaining any necessary passes or credentials.

Prohibited Items: The Contractor shall ensure all personnel adhere to all base regulations, including prohibitions on specific items within the PSNS&IMF CIA. A list of prohibited items can be obtained from the Naval Base Kitsap Visitor Control Center.

Commercial Gate Hours: The primary Commercial Vehicle Inspection Gate operates from 05:00 to 17:00, Monday through Friday, excluding federal holidays.

There is heavy commuter traffic between 06:00-08:00 and 15:00-17:00. Any access required outside of these normal hours must be coordinated in advance through the

COR.

4.2. Vehicle & Traffic Safety (CIA Operations):

End-of-Day Standstill: To prevent serious injury, all movement of Contractor vehicles (including trucks and forklifts) within the CIA shall cease immediately upon the 16:02 whistle and shall not resume until the all-clear whistle sounds at 16:09. This policy is mandatory and will be strictly enforced.

Vehicle Size Limitations: Due to heavily congested industrial areas and tight access pathways, origin and destination sites within the PSNS&IMF CIA may not be suitable for vehicle configurations exceeding a standard 26-foot box truck unless specifically authorized in an approved Move Plan.

4.3. Parking, Loading Areas, and Outage Coordination:

Pre-Move Joint Site Walk Timelines: To identify specific parking, loading, and transit needs, a joint site walk shall be executed between the COR and the Contractor’s POC under the following parameters:

o Scheduled Relocations (Moves #1 and #2): The joint site walk shall be completed no later than 21 calendar days prior to the scheduled move date.

o Ad-Hoc/As-Needed Relocations (Move #3): Where feasible, the joint site walk shall be conducted 14 calendar days prior to the move. If a 14-day window is not operationally feasible due to emergent shipyard requirements, the joint site walk shall be executed concurrently with the short-notice scheduling parameters established in Section 3.3.

Outage Requests: Blocking roadways or parking areas may require an approved Outage Request. If required, the Contractor shall collaborate with the COR to submit all required documentation at least 14 calendar days prior to the requested outage date.

Authorized Parking Areas: Contractor vehicles and material handling equipment shall park and operate only in designated areas identified during the pre-move site walk.

4.4. Loading, Transport, and Building Access Constraints:

Equipment & Operators: In performance of the services defined in Section 3.6, the

Contractor shall furnish all necessary material handling equipment (including forklifts, pallet jacks, hand trucks, and dollies) and licensed/certified operators.

Property and Surface Protection: The Contractor shall take all necessary precautions to prevent damage to facility structures, finishes, and building surfaces (including doors, walls, and floors) at all origin and destination sites during the relocation.

Access and Loading Dock Constraints: Loading docks may not be available at all pickup or drop-off locations. Where loading docks are absent, the Contractor must be fully prepared to execute ground-level loading and unloading via vehicle lift gates, portable ramps, or mobile forklifts at no additional cost to the Government

Multi-Story Access & Clearance Verification: Most warehouse and industrial spaces are ground-floor accessible, with freight elevators available for upper levels.

Administrative office spaces are frequently on multi-story levels and may require manual stair-carry operations. During the pre-move joint site walk, the Contractor is solely responsible for verifying all physical access pathways, door clearances, and stairwell clearances prior to beginning work.

5.0 Specific Tasks

5.1. Move #1 – Shop 26 Welders Workspace and Equipment Relocation: The Contractor shall relocate the Shop 26 welders’ workspace and equipment from Bldg. 495 (within PSNS&IMF CIA) to Bldg. 995, located just outside the NBK-Bremerton Charleston Gate (an approximate 3-mile roadway distance)

o Five (5) stackable material crates, measuring approximately 48”L x 48”W x 48”H; estimated loaded weight NTE 1,500 lbs each.

Site-Specific Conditions:

o Origin (Bldg. 495 Area): Items may be situated within the main building or in adjacent structures equipped with concrete/asphalt floors and industrial roll-up doors. The general site constraints of Section 4.2 (Vehicle Size) and 4.4 (Loading/Access) apply.

o Destination (Bldg. 995 Area): Located off the main NBK-Bremerton installation along Callow Ave. S. (access is via the entrance gate off Rodgers St.). Items may be delivered either to the main building or adjacent tent structure. Both are on the ground floor and are equipped with concrete floors and standard roll-up doors.

5.2. Move #2 – Shop 26 Warehouse Relocation: The Contractor shall relocate the Shop 26 welders’ warehouse materials from Building 495 (within the PSNS&IMF CIA) to the government storage facility located in the Poulsbo, WA (an approximate 21-mile roadway distance).

Alternate/Split-Delivery Option: At the Government's sole discretion, a portion of the inventory defined in this move may be redirected and delivered to the Building 995 site (located along Callow Ave. S.) instead of the primary location.

The Government will finalize the exact delivery allocation ( vs.

Building 995) following the completion of Move #1 (Section 5.1). Because Building 995 is a shorter transit distance from the origin site, the Contractor shall support this split-delivery option at no additional cost to the Government.

Warehouse & Heavy Material Scope: The Contractor shall provide heavy-duty material handling equipment and transport vehicles to relocate the following industrial assets:

o Up to twenty (20) standard 48”L x 48”W pallets, each staging two (2) portable welding machines; estimated loaded weight NTE 250 lbs per pallet. (Note:

The welding machines may be staged loose on the pallets; the Contractor shall be responsible for properly banding, strapping, or shrink-wrapping the machines to the pallets to ensure safe transport).

o Up to six (6) heavy-duty steel welding machine racks, measuring approximately 42"W x 30"D x 60"H; estimated loaded weight NTE 500 lbs each. (Note: Each rack contains six (6) portable welding machines bolted to the frame—three (3) on the bottom shelf and three (3) on the top shelf. The Contractor is responsible for moving the physical rack units with the bolted machines intact; no machine disassembly is required).

o Up to eighty (80) stackable material crates, measuring approximately 48”L x 48”W x 48”H; estimated loaded weight NTE 1,500 lbs each.

o Up to fifteen (15) large, heavy-duty steel piano-style jobsite boxes (e.g., Knaack or Jobox piano boxes with integrated interior shelving and lift-up hinged lids), measuring approximately 60"L x 30"W x 49"H; estimated empty weight NTE 400 lbs each.

Site-Specific Conditions:

o Origin (Bldg. 495 Area): All items are located on the ground floor. Stackable material crates may be on industrial shelving racks or stacked up to four (4) high, requiring the Contractor to provide and operate a forklift for safe retrieval and destacking. The general site constraints of Section 4.2 (Vehicle Size) and 4.4 (Loading/Access) apply.

o Destination (Twelve Trees Business Park): Delivery will be to Buildings 2, 3, 10 or 18 (final buildings identified during the pre-move site walk). The Government does not guarantee loading dock availability; the Contractor must be fully prepared to execute ground-level offloading in accordance with Section 4.4. Due to restricted physical clearances and high-density layouts within the warehouse facilities, the Contractor may be required to utilize a narrow-aisle or reach forklift to safely maneuver and place items.

o Destination (Bldg. 995 Area - Alternate): If the alternate delivery option is selected, the destination site conditions, are the same as stated in Section 5.1 (Move #1 - Destination Area)

5.3. Move #3 – Consolidated Ad-Hoc & Contingency Relocations: The Contractor shall provide an on-demand, consolidated pool of relocation capacity to support general ad-hoc shipyard moves, as well as any unlisted/contingency items discovered during Moves #1 and #2.

Authorized Cargo Types: Cargo eligible for transport under this pooled capacity includes, but is not limited to:

o Standard Office Assets: Office desks, chairs, tables, bookcases, whiteboards, and standard filing cabinets.

o Office Appliances: Microwaves, compact and standard-sized office refrigerators, water dispensers, and small breakroom appliances.

o Industrial Assets: Portable equipment and tooling, heavy-duty steel cabinets (including 12-gauge storage cabinets), rolling tool chests, jobsite boxes (e.g., Knaack/Joboxes), stackable material crates, standard pallets, wooden crates, and warehouse shelving.

o Consumables & Miscellaneous: Standard 1.5 cubic foot Banker's Boxes, packing boxes, loose hand tools, and small workspace equipment.

Consolidated Capacity Ceiling: The Contractor shall bid to provide up to forty (40) standard 26-foot truckloads, or 1,040 Linear Feet equivalent, of relocation capacity.

Accounting & Prorating (Linear Foot Method): A 'standard load' is defined strictly by volume as the maximum safe utilization of the deck space of a 26-foot box truck or flatbed (26 Linear Feet).

o Volumetric Conversion Standard: For the purposes of billing, prorating, and capacity accounting, one (1) Linear Foot (LF) of truck space shall be defined as exactly sixty (60) cubic feet of cargo volume (representing a standard 8-foot wide x 8.25-foot high cross-section at a 90% packing efficiency). This establishes a standard 26-foot truckload capacity at exactly 1,560 usable cubic feet.

o Partial/Fractional Loads: Deductions from the pooled capacity shall be calculated strictly on a prorated basis using the actual Linear Feet (LF) of deck space utilized per trip, or the calculated volumetric equivalent (Total Cubic Feet divided by 60), whichever is more favorable to the Government.

o Designation of Unstackable Cargo: During the pre-move site walk, the COR and Contractor’s POC, will identify and mutually agree to designated specific items as inherently “Unstackable Cargo” due to fragility, shape, or safety constraints. For such designated items only, the utilized capacity shall be measured by their actual linear floor-space footprint. All other cargo will remain subject to the volumetric conversion standard.
