About this file
This is a Question and Answer document for federal contract solicitation N4523A26Q0202 concerning the procurement of a 15-ton bridge crane for Building 7201 at the Trident Refit Facility-Bangor (TRF-Bangor), located within the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Silverdale, Washington. The work involves removal and installation of the crane within Building 7201 at 7000 Finback Circle, which is situated in the Restricted Waterfront Area (WRA) of the installation, requiring security badging and restricted access protocols detailed in Appendix E of the Statement of Work.
Key technical clarifications addressed in the Q&A include: packaged hoists are permissible only if they meet all SOW requirements and provide equivalent data, submittals, and proof testing as custom-built units (exemptions from NAVCRANECENINST 11450.2A cannot be applied due to the radiologically controlled building environment); no roof hatch is available for installation; photographs of laydown areas cannot be provided due to WRA restrictions, though floor plans and satellite imagery with planning comments are available; vendors must specify minimum and maximum laydown space requirements for government approval; wheel loads are limited to 32,000 pounds per wheel based on NAVFAC NW structural analysis with 13-foot minimum wheel spacing, and re-analysis would require approximately six months if higher loads (such as the proposed 35,700 pounds for a built-up hoist configuration) are needed; and the work location is specifically Building 7201, not B448 as referenced in earlier specification artifacts.

Question and Answer document – N4523A26Q0202 15-Ton Bridge Crane for TRF Bldg
Q1 (8/24/2026): If this requirement is at TRF-Bangor (Trident Refit Facility-Bangor), is the building behind a restricted gate?
A1: The bridge crane requirement is for removal/installation in Building 7201 at TRF-Bangor, which is in the Restricted Waterfront Area (WRA) of the installation. More information regarding the security and badging requirements can be found in Appendix E of the Crane Specification/Statement of Work (SOW) – Attachment 1_Building7201 Overhead Electric Traveling bridge crane
Q2: (8/28/26) Are packaged hoists allowed?
A2: Package hoists are allowed if and only if they can be shown to meet all the requirements laid out within the SOW. Package hoists will still be required to provide all requested data, submittals, proof testing, etc, that a custom-built hoist/crane would provide.
Note: Vendors familiar with NAVCRANECENINST 11450.2A may be aware that it provides significant exemptions for package hoists, however, as this procurement is for a crane that will be located in a radiologically controlled building and performing lifts in that area, the exemptions normally afforded to package hoists cannot be extended to this procurement.
Q3: (8/28/26) Please provide a picture of the laydown area outside the building and the working area available inside the building for estimation purposes (equipment needs, labor, etc. )
A3: The laydown area is not pre-determined and must be requested by government personnel closer to the anticipated start of work in the area. As the building is also within the WRA, taking photos is not allowed. Due to both of these restrictions, drawings/photos of the laydown area inside or outside the building cannot currently be provided. However, what can be provided is a floor plan of the current building that shows the general layout of the space, and a satellite google image. Comments have been added to these reference files to help assist with planning purposes.
Ultimately, the vendor will need to inform the Government of the amount of laydown space required (min and max) so that government personnel can put in the appropriate paperwork to reserve the required space.
Q4: (8/29/26) Is there a roof hatch available to assist with installation? If so, please provide location
A4: There is no roof hatch.
Q5: (8/29/26) Based on a Yale 20T packaged hoist weighing 8,000 lb we are calculating a max wheel load of 32800 lb. Given the requirements for two holding brakes and a decked hoist, it looks like you require a built-up hoist which is going to weigh at least 15,000 and wheel load of 35700 lb. Can the allowable be increased or can you provide an allowable wheel load for an 8-wheel crane?
A5: The limitation for 32,000lbs per wheel was provided to PSNS & IMF per an analysis performed by NAVFAC NW, which is a separate command / group of government personnel.
The 32kip load was used in the analysis as a best approximation for the wheel loads a future crane would generate. The report states that if a higher wheel load will be needed, the analysis will need to be repeated. Repeating this analysis with the provided value of 35.7kip to determine if it will be acceptable will take time that this response does not currently allot for. The timeframe for repeating the analysis would likely be extensive – on the order of six months at a minimum, as a best guess. The POC is not available for questioning at this time to determine what the likely turn-around time for a re-analysis would be.
There is a requirement within the SOW that the wheels be spaced at least 13 feet apart. The analysis for wheel loading was performed based on the assumption that wheels would be spaced approximately 13feet to 15feet apart. Exceeding this will require a re-analysis of the results.
Ergo, changing to an 8-wheel setup may not result in any appreciable gains, but it cannot be known for certain without consulting the POC who generated the analysis, whom is unavailable at the time of writing this response.
Q6: Confirm the work will occur at B448 at PSNSY. Artifacts from previous job in specifications.
A6:
NOTE: A keyword search by the CS within the attachment uploaded to SAM.gov does not identify usage of the term ‘B448’. Please see final draft of specification attached to solicitation N4523A26Q0202 - Attachment 1_Building7201 Overhead Electric Traveling bridge crane
