Amendment of Solicitation Summary
This is Amendment 0002 to solicitation N4523A26Q0004, issued by Puget Sound Naval Shipyard IMF on 7 August 2026. The amendment extends the response due date from 31 July 2026 to 14 August 2026 at 12:00 PM PST and extends the required delivery date from 30 August 2026 to 30 October 2026. The solicitation requires deep-hole gun drilling services in accordance with provided Engineering Drawings and Specifications for delivery to Puget Sound Naval Shipyard IMF. The amendment also revises the technical evaluation factors for award.
Award will be made to the lowest priced, technically acceptable quote using a Lowest Price Technically Acceptable (LPTA) approach. Evaluation criteria include: (1) Technical Capability—submission of a detailed list of specific machinery and minimum machine operating specifications demonstrating capability to meet specified tolerances, depths, and diameters; (2) Past Performance—subjective assessment based on customer satisfaction, timely delivery, and quality, with offerors lacking relevant past performance records considered "acceptable" (neutral rating); and (3) Price—analyzed for fair and reasonableness without adjectival evaluation. To be eligible for award, offerors must be found acceptable in all technical and past performance factors. All other terms and conditions of the original solicitation dated 16 July 2026 remain unchanged.

The following clauses were modified:
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) Feb 2026 hereby reads as follows:
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
The Government intends to award a single purchase order on the basis of the lowest priced, technically acceptable quote. In selecting the LPTA offer, the following factors will be considered: (1) technical capabilities, (2) past performance, and (3) price. The Offeror must be determined to have acceptable technical and past performance; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an "acceptable" or "unacceptable" basis. Quotes are evaluated for acceptability, but not ranked using the non-price factors. To be eligible for award, offerors Quotes must be found acceptable in all factors/sub factors. Each technical factor below has a submission requirement that must be included with the quote.
1. Technical Criteria:
Evaluation Criteria Submission Requirement
Technical Factor 1, Technical Capability:
The review and approval of the contractor's solicitation proposal's drilling capability data will be conducted by mechanical planners from code 422 on behalf of TRFB code 400 E&PD. TRFB code 422 planners will evaluate the contractor's submitted data to ensure compliance with all NAVSEA requirements for drilling.
The Government will evaluate the Offeror's physical capability to perform deep-hole gun drilling in accordance with the provided Engineering Drawings/Specifications (EM). The following should be submitted:
a. A detailed list of the specific machinery that will be used perform the work.
b. Minimum machine operating specifications demonstrating the capability to meet the tolerances, depths, and diameters specified in the provided EM
2. Past Performance Evaluation:
Assessment of past performance will be a subjective assessment based on consideration of all relevant facts and circumstances. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of quality goods and services. Past performance information shall be obtained from established systems such as the Contractor Performance Assessment Reporting System (CPARS), Supplier Performance Risk System (SPRS), Electronic Subcontract Reporting System (eSRS), or other databases. Past performance information may also be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, Fee Determining Officials.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability /unacceptability, a neutral rating shall be considered "acceptable."
3. Price Evaluation:
The Government will not evaluate price adjectivally. The Government will analyze the price provided using analysis techniques to determine fair and reasonable price. The Government may use one or a combination of price analysis techniques and procedures to ensure a fair and reasonable price is received. Award will be made on the basis of the lowest priced quote that meets the acceptability standards for all non-price factors, in accordance with FAR 12.203.
(b) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in Notice of award the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
