About this file
This document is a Government Responses to Request for Comment (RFC) for a Schottel Drive Replacement project (N4523A25Q1109). The document contains five questions and responses from a government contractor regarding vessel specifications and technical details. Key information includes vessel dimensions: 23 feet in length, 11 feet beam, 40,000 pounds hoisting weight, and 6.95 feet draft. The responses indicate that additional technical documentation such as drawings, references, and photographs will be provided upon formal request and will be part of a revised references and drawings package.
The document provides specific technical guidance about deck coating requirements, particularly regarding non-skid surface application. Navy-specific terminology is explained, such as "Slick Deck" (standoff area around fittings) and "Waterways" (2-inch standoff area along deck edges for drainage). The government clarified that non-skid coating should be applied with a 2-inch standoff from deck fittings, and welds will be cross-rolled where non-skid is applied. All requested supplementary information, including vessel photos and pilot house window details, will be furnished as part of the forthcoming Errata 1 of the Statement of Work (SOW).

Government Responses to RFC 01-05 N4523A25Q1109 Schottel Drive Replacement
01) Question: Contractor requests a vessel data sheet or any available specifications beyond the 23-foot length, such as overall height, beam, weight (displacement), and draft.
Response: Will be addressed as part of Errata 1 of the SOW. Information includes beam is 11 feet, hoisting weight of 40,000 pounds, and draft of 6.95 feet.
02) Question: Contractor is requesting photographs of the vessel.
Response: Photos will be provided upon formal request as part of the revised references and drawings package.
03) Question: Are you able to provide drawings, or any other information?
Response: Drawings and references will be provided upon request.
04) Question: Regarding line 3.5.10, which states, "Provide a 2" standoff from all deck fittings and welds as per drawings," could you confirm our interpretation? We understand this to mean that all surfaces will be painted, but the non-skid coating should be applied 2 inches away from any deck fittings and welds. Is this correct?
Response: 2” standoff from all deck fittings for non-skid is correct, however welds will be cross rolled where nonskid is applied.
Non-skid standoff areas. The Navy terms may not translate to commercial marine usage but the photos should help.
In Navy terms, the “Slick Deck” refers to the standoff area around fittings that non-skid would interfere with, such as line handling (since the non-skid grabs the synthetic fiber covers on lines), The “Waterways”, refers to the 2” standoff area along the decks edge that allows for drainage, since the valleys of the non-skid can create standing water (puddles).
05) Question: For coating purposes, would it be possible for you to provide some photos of the pilot house and the details of the windows?
Response: Photos will be provided upon formal request as part of the revised references and drawings package.
