STATEMENT OF WORK (SOW)

FOR

ENGINE DRIVE REPLACEMENT & VESSEL PAINTING

1.0 BACKGROUND: Commander Navy Region Northwest, Port Operations, requires contractor services to replace the existing Algire engine drive unit with a Government-furnished Schottel drive unit. This includes associated mechanical integration and vessel painting. The vessel is 23 feet in length and constructed with a steel hull.

1.1 SCOPE: 1.1.1 The contractor shall perform engine drive replacement, associated mechanical modifications, and full exterior vessel painting at their facility. This includes access removal, drive system replacement, system integration, media blasting, priming, and painting in accordance with referenced specifications. Detailed work requirements are included in Section 3.

2.0 REFERENCES: All references shall be of the latest issue and/or revision or as indicated in the Consolidated List of References (Table 1). The contractor shall be thoroughly familiar with all applicable Federal, State, and Local laws, regulations, and ordinances. Government-provided technical information is restricted to use within this contract and shall not be used for any other purpose. Upon contract completion, any CD-ROMs received must be destroyed in accordance with the instructions on the CD-ROM label.

2.2 Discrepancies: All discrepancies shall be reported using the "Request for Specification Clarification" form during the proposal phase or the "Condition Found/Inspection Discrepancy Report" form (Enclosure 4.1.1) during the period of performance.

3.0 REQUIREMENTS:

3.1-3.14 General Work Requirements: The following requirements apply to 23WB0201

3.1.1 Transport, Delivery, and Recovery:

3.1.1.1 Government will transport/deliver/pickup vessel from contractor.

3.1.1.2 Conduct a walk-through and take pictures before assuming custody.

3.2 Blocking:

3.2.1 Pre-Blocking:

3.2.1.1 Pressure wash the hull to remove all sea growth.

3.2.2 Blocking:

3.2.2.1 Block the boat in preparation for work prescribed by the SOW.

3.2.3 Post-Blocking:

3.2.3.1 Prepare and inspect vessel hull surfaces. Provide a report of the findings to the

COR.

3.2.4 Unblocking:

3.2.4.1 After completion of the work and paint completely dry, unblock the vessel.

3.3 Foreign Material Exclusions (FME):

3.3.1 Apply FME to all areas not to be painted i.e. all raw water intake and overboard, transducers. Apply FME to (For Schottel Drive) fairing plate, steering column seals, propeller seal area prior to painting by covering, taping, and shielding with plastic or like material. Propellers shall be wrapped and left paint free.

3.3.2 Apply FME to entire cabin area to 2 inches above main deck to include all components mounted to the roof, which will not be preserved, to the extent that it prevents unintended damage during blast and paint. FME should withstand inadvertent damage from sand blasting. Once FME is installed, notify COR for inspection.

3.3.4 Remove all FME and propeller wrapping when paint curing has been completed and boat is ready for final inspection prior to launch.

3.3.5 Remove all tape adhesive residue on areas where FME masking was applied.

3.4 Engine Drive Replacement:

3.4.1 Remove/reinstall engine house for access.

3.4.2 Remove existing Algire drive and components.

3.4.3 Modify engine foundation per Government drawings.

3.4.5 Install Government-furnished Schottel drive.

3.4.6 Integrate:

Cooling, exhaust, and hydraulic systems Gear oil circulation pump with bracket, belt, and mount

3.4.7 Replace fuel/cooling hoses, zincs, and filters.

3.4.8 Conduct alignment checks, torque inspections, dock and sea trials.

3.5 Blast/Paint Below Cabin Roof, Main Deck & Below and Sweep Blast Rubber and Replace Zinc Anodes:

3.5.1 Blast/Prime/Paint from under pilot house cabin roof and below. Horizontal pilot house cabin roof top area will not be blasted/painted.

3.5.2 Remove and replace old decals with new decals paying close attention to size and location as per original boat design.

3.5.3 Remove all existing D-rubber from vessel. Identify and repair damaged flat bar “D” rubber mounts, sweep blast all D-rubber. Replace all zinc anodes and hardware.

3.5.4 FME all zinc anode mounting studs prior to blasting.

3.5.6 Blast and prepare entire hull per paint manufacturer’s specifications.

3.5.7 Blast entire deck, deck fittings, pusher knee to SP-6 profile.

3.5.8 Use anti-foul paint formulated for appropriate hull type (Steel/Aluminum). Paint is to be applied in accordance with paint manufacturer’s requirements in addition to American Bureau of Shipping (ABS) paint application standards and good marine practices.

3.5.9 Paint entire hull bottom and pusher knees including struts and rudders in accordance with paint manufacturer’s instructions. Where *Freeboard exists on original paint scheme, paint entire underwater bottom up to 1” above upper boat top line.

3.5.10 Provide a 2” standoff from all deck fittings and welds as per drawings.

3.5.11 Use the correct paint matched to appropriate hull type (steel/aluminum). Where new paint is to be merged into the existing paint system, prove a 3 inches wide, smoothly tapered boundary from the existing paint to the prepared metal surface.

3.5.12 New paint to be chemically compatible with the previously installed paint when merging old and new paint together.

3.5.13 The surface temperature and humidity shall be at proper temperature before paint application, as per paint manufacturer’s requirements.

3.5.14 Bump blocks and preserve where blocks have been.

3.5.15 Reinstall existing D-rubber. Install new zinc anodes and new hardware.

3.5.16 Remove, prepare, and install new stenciling/ numbering; including the boat hull identification number with white paint, contrasting the background. Remove all placards in affected areas. Upon completion of work, replace or re-install placards to original condition.

3.6 Non-Skid Replacement:

3.6.1 Definition of Non-skid type 2- This type of non-skid is rough in texture and shows a pattern of peaks and valleys. The peaks shall be continuous, reasonably uniform and in the same direction (generally in a forward to aft direction). Aggregate shall present a rough uniformly coarse appearance over the entire surface with no loosely adhered sections or particles. Non-skid type 2 shall be applied as per the manufacturer’s instructions/specifications.

3.6.2 Create a sketch or photo of current non-skid layout

3.6.3 Remove non-skid from main deck

3.6.4 Clean surface free of all debris

3.6.5 Sand, scuff and prepare surface in accordance with paint manufacturer’s requirements. Remove all visible oil, grease, soil, drawing and cutting compounds and other soluble contaminants from hull surfaces to SP6 profile.

3.6.6 Apply non-skid per sketch or photo of previous non-skid layout.

3.7 Clean Propellers:

3.7.1 Pressure wash, clean, and FME per section 3.3.6.

3.8 Replace and Hydro Exterior Hydraulic Hoses:

3.8.1 Replace all hydraulic hoses and labels on exterior main deck. New hoses and hydro testing shall conform to the original boat specifications/installed tags. Use Petro Anti-Corrosion tape to wrap around fittings and Hydraulic Hose protective sleeve around the hose. New label plates with hydro testing information shall be placed on the outside of the hose protective sleeve.

3.9 COR Notification/Inspection

3.9.1 Utilize Condition Found Report (Figure A) to communicate to the Contracting Officer concerning all conditions found, discrepancies noted, and other information requiring formal documentation. Provide the Contractor’s recommendation for the corrective action to correct the condition found.

3.9.2 For Inspections and notification requirements; notify COR in accordance with SOW. Vessel shall always be made accessible for COR visits. COR, along with a contractor QA representative will inspect each of the vessel at a minimum of four times per vessel availability. Notify COR after preparation, blasting, application of all coatings and upon completion of all work.

3.9.3 Notify the COR 72 hours prior to return of boat for final inspection and acceptance.

Ensure boat is cleaned and all debris are removed/vacuumed prior to final inspection.

3.9.4 COR or designated representative shall inspect paint type, and proper mil thickness prior to acceptance and payment.

3.10 HAZMAT Disposals

3.10.1 The contractor is responsible for all hazmat disposals in accordance with local government rules and regulations. A Safety Data Sheet (SDS) shall be presented to the COR for the paint batch with manufacturer’s application procedures for the coating system.

3.11 Cleanliness and Preparation for Transportation

3.11.1 Contractor to re-launch or re-trailer the boat in preparation of the boat being returned to the government.

3.11.2 Prior to the launch/trailering, ensure that all paint drying and curing time criteria are in accordance with the paint manufacturer’s instructions.

3.12 Sketches of Current Vessel Characteristics

3.12.1 Sketch a diagram or take a photo of the current non-skid to be replaced.

3.12.2 Sketch a diagram or take a photo of the current paint scheme.

3.13 Government Furnished Information/Property/Material/Equipment/Services:
