About this file
This document contains the Government's responses to Request for Clarification (RFC) 010 related to Solicitation N4523A24R1063 for the YT-808 Class Ship Alteration YT-0110D project. The solicitation is for a Firm-Fixed-Price contract to accomplish alterations on five YT-808 Class Tugs for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility.
The key clarification addressed is regarding the requirement for an OEM Certified on-site Technical Representative to align the engines to the Vulcan Coupling. The Government has stated that it would be acceptable to use an ABR/MSR certified contractor to accomplish the alignment, provided it is overseen by an OEM Certified on-site Technical Representative. The contractor is required to submit updated Contractor Deliverable Requirements List (CDRL) documentation to validate the technical representative during production.

Government Responses to RFC 010 N4523A24R1063 YT-808 Class Ship Alteration YT-0110D
010) Question:
SOW, paragraph 3.7.1.5 states “Provide the services of an OEM Certified on-site Technical Representative to accomplish alignment of each Engine to Vulcan Coupling.”
Paragraph 3.7.1.6 states “Verify each Engine to Vulcan Coupling is aligned in accordance with the manufacturers specifications.”
Contractor has been unable to resource an OEM Certified on-site Technical Representative who has either the capacity or the technical capability to accomplish the coupling alignment as required.
Would the government accept the use of an ABR/MSR certified contractor to accomplish the Engine to Vulcan Coupling alignment if said alignment was overseen by an OEM Certified on-site Technical Representative?
Response:
It would be IAW with Centa not Vulcan. If the preferred OEM tech is not available, yes it can be accomplished with ABR/MSR certified. Send up to date CDRL when in production to validate tech rep.
