About this file
This document is a Question and Answer (Q&A) related to a federal contract opportunity for a Crane Rail Survey. The key details are:
The contractor must provide their own tools, test equipment, and ancillary equipment to complete the work, which includes ensuring all wireless transmission devices comply with FCC regulations. The robot provided cannot have any image capturing devices. Most companies in the past have been able to remove cameras, and this is preferred, but it is doable if there is no other alternative.
The related federal contract opportunity is for a Firm-Fixed-Price contract to accomplish crane rail surveys for the Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility. The anticipated period of performance is from June 10, 2024 to August 19, 2024. The Government intends to award the contract in May 2024 to a responsible small business on a lowest price, technically acceptable basis.

Question and Answer #002
Question:
Will base security accept tape over all the camera apertures. Our instrument has a camera aperture separate from the distance measuring lenses. The data collector has two apertures. All of these can be covered without affecting the operation of the instrument.
4.3. Equipment: The Contractor shall furnish their own tools, test equipment, and ancillary equipment needed to complete the work described in Part 5, Specific Tasks. The equipment provided must meet the following requirements:
• All wireless transmission devices, including data transmission and radio controls, must be compliant with
47 CFR 15 (Title 47, Code of Federal Regulations, Part 15-Radio Frequency Devices).
• A specification sheet shall be provided for each wireless function, which must include type of wireless transmitter, broadcast/receive capabilities, frequency, transmitting range and power.
• The robot must not have any image capturing devices.
Answer:
We would prefer if it can be done without a camera due to the complexity of getting someone with a camera inside the CIA. Also keeping in mind it is not an issue with Building 978 because that building is not in the CIA. Most companies in the past were able to remove the camera, but in short it is doable if there is no other alternative.
