This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 and Federal Acquisitions Regulation (FAR) part 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This is a 100% Small Business set-aside under the North American Industry Classification System (NAICS) code
333923, which has a Business Size Standard of 1,250 employees. This NAICS is for Overhead traveling crane, hoist, and monorail system manufacturing. The Product Service Code Class is J022 - Maint/Repair/Rebuild Of Equipment-
Railway Equipment.
Any purchase order resulting from this RFQ will be made based on the evaluation criteria outlined below in FAR
Provision 52.212-2 (Evaluation--Commercial Items (NOV 2021)).

This solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular (FAC) 2024-03.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Government intends to award a single purchase order on the basis of the lowest priced, technically acceptable quote meeting or exceeding the acceptability standards for all the below listed technical and past performance factors. Each technical factor below has a submission requirement that must be included with the quote.

The prospective Offeror must demonstrate specific experience providing a Rail Alignment Survey of the complexity similar to or exceeding the scope identified in the Performance Work Statement (PWS) through a narrative of one (1) contract in the past.
The narrative portion of the Corporate Experience Data
Sheet has sufficient explanation how the referenced contract relates to the Rail Alignment Survey identified in the attached PWS.
Offerors are required to provide completed Corporate
Experience Data Sheets (Attachment 3) on one (1) of the firm’s recently completed contracts (not to exceed three years older than date of solicitation) that demonstrate experience providing a Rail Alignment
Survey. The narrative portion of the data sheet must be clear, coherent, and prepared in sufficient detail for effective evaluation.
Altered or substituted data sheets may not be evaluated.
Past Performance Evaluation Factor
Evaluation criteria Submission Requirements
Evidence of successful past performance that demonstrates performance relevant to crane rail survey projects similar to or exceeding the work required in the PWS.
Past performance information shall be obtained from established systems such as the Contractor
Performance Assessment Reporting System (CPARs), Federal Awardee Performance and Integrity
Information System (FAPIIS), Electronic Subcontract
Reporting System (eSRS), or other databases. Past performance information may also be obtained from other sources available to the Government, such as the
Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, Fee
Determining Officials.
Offeror’s are not required to submit any additional documentation in support of this evaluation criterion.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

PERFORMANCE WORK STATEMENT (PWS)
Rail Alignment Surveys
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to conduct a rail alignment survey at Puget Sound Naval
Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Building 431 East Bay and Building 978 North and
Central Bays. The Government shall not exercise direct supervision or control over any contractor employees.
Notwithstanding, contractor shall ensure employees comply with all requirements of this Performance Work
Statement (PWS) and contract.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and any other items necessary to perform a non-personal service for rail alignment surveys as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The runway rails for cranes 103153 and 103154 (building 431), and cranes 108928 and 108929
(building 978) are in need of rail surveys to determine if they comply with the requirement of Crane Manufacturers’
Association of America Inc. (CMAA) No. 70, Table 1.4.2-1, Crane Rail Tolerances. These cranes are intended to be replaced with new heavier cranes, and will therefore need the rails to be rated for higher capacities.
1.3 Objectives: Contractor to perform rail alignment surveys utilizing a remotely operated robot. Access to the rails are limited and disruption to the shops shall be kept to a minimum.
1.4 Scope: Perform rail alignment surveys following section 5 within this PWS. Services shall include crane rail span, rail straightness, rail elevation and rail-to-rail elevation as defined in Table 1.4.2-1 of CMAA No. 70. The contractor shall accomplish CAD drawings showing the results of each rail survey.
1.5 Period of Performance: Date of award through ten (10) weeks. To begin on or around May 7, 2024. The onsite dates shall be agreed upon by the Government and the contractor within the Period of Performance (POP) window.
1.6. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.7 Location:
1.7.1 Place of Performance: The work to be performed under this contract will be performed at Puget Sound Naval
Shipyard, within the Controlled Industrial Area (CIA).
1.7.2 Hours of Operation: The contractor is responsible for conducting business between the hours of 0720 to 1600
Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons.
The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.7.3 Recognized Holidays: Contractor is not required to perform services on federal holidays. The list of current federal holidays can be found here: https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/
In addition to the above listed holidays, Puget Sound Naval Shipyard is normally closed for all except necessary services during the week between Christmas Day and New Year's Day (curtailment). Necessary services/ frequencies for various facilities are noted on the detail sheets and work contracted for shall be performed during this period unless otherwise directed by the Contracting Officer. Exact number of closure days may vary from year to year. Actual requirements will be determined in advance of the closure. On site work performed by the Contractor for the
Contractor's convenience during this time must also be specifically requested by the Contractor in writing and approved by the Contracting Officer in advance.
1.8 Security Requirements: Contractor personnel performing work under this contract must be able to get clearance to access the base and get the necessary badging to enter the Controlled Industrial Area (CIA) at time of contract performance, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254. See the BASE ACCESS AND BADGING section in the contract.
1.8.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.9 Special Qualifications: The Contractor must have the ability to survey the rails fully as described in Part 5, Specific Tasks.
1.10 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal
Acquisition Regulation (FAR) Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.11 Contracting Officer Representative (COR): The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel.
The COR is NOT authorized to change any of the terms and conditions of this contract. Only the warranted
Contracting Officer is authorized to make modifications/changes to the terms and conditions of this contract.
If the Contractor believes any Government personnel has effectively issued a change resulting in a change in effort and price/cost of the contract, the Contractor shall immediately notify the Contracting Officer in writing.

1.12 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to execution of this contract.
1.12.1 Identification of Contractor Employees: All contractor personnel working in situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government officials. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1 Services: The Government will provide the appropriate personnel to support rigging, operations and overall heavy equipment movement, as well as escort through the CIA.
3.2 Facilities: The Government will provide the necessary work area and utilities to complete work.
3.3 Utilities: The Government will provide utilities (electrical power, compressed air and necessary lighting). The
Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2. Materials: The Contractor must have access to the Crane Manufacturers’ Association Inc. (CMAA) No. 70.
4.3. Equipment: The Contractor shall furnish their own tools, test equipment, and ancillary equipment needed to complete the work described in Part 5, Specific Tasks. The equipment provided must meet the following requirements:
• All wireless transmission devices, including data transmission and radio controls, must be compliant with
47 CFR 15 (Title 47, Code of Federal Regulations, Part 15-Radio Frequency Devices).
• A specification sheet shall be provided for each wireless function, which must include type of wireless transmitter, broadcast/receive capabilities, frequency, transmitting range and power.
• The robot must not have any image capturing devices.
4.3.1 Vehicles: The company name shall be displayed on each of the Contractor’s vehicles in a manner and size that is clearly visible. All vehicles shall display a valid state license plate. Vehicles shall meet all other requirements of the State Vehicle Code, such as safety standards, and shall carry proof of insurance and state registration, as applicable. See para. 1.13 of NAVAL BASE KITSAP (NBK) and/or PSNS & IMF CONTROLLED INDUSTRIAL
AREA (CIA) ACCESS listed in contract.
4.4 Drawings/Deliverable: The Contractor shall submit CAD drawings (pdf) showing the results of the rail surveys.
See Technical Exhibit 2.
• The drawings shall include a diagram depicting where measurements were taken and make reference to the building column numbers. Measurements shall be taken at every column and the midpoint between columns at a minimum.
• The measurements of the four criteria in section 1.4 shall be compiled in tables and/or shown graphically on the drawings.
• The drawings shall state the specific criteria from Table 1.4.2-1 of CMAA No. 70 that are applicable to the cranes.
• A short narrative shall be included describing the practices and methods used to conduct the survey.
• Drawings/Deliverables shall be submitted within 5 business days after on-site survey completion.

5. SPECIFIC TASKS:
5.1. Basic Services: The contractor shall provide services for the rail survey at PSNS in the East Bay of building
431, North Bay of building 978, and Central Bay of building 978.
5.1.1. Survey data will be as defined in Table 1.4.2-1 of CMAA No. 70. Survey data will include the following:
• Rail span.
• Rail Straightness
• Rail Elevation
• Rail-to-rail elevation
5.2 Crane Description. Cranes 103153 and 103154 are on the same runway in the East Bay of Building 431. Cranes
108929 and 108928 are on the runways in the North and Central Bays of Building 978. The properties of the cranes are listed in the table below.
