About this file
This document contains government responses to questions regarding solicitation number N4523A24Q1051 for hull preservation of six 64-foot patrol boats. The solicitation seeks a firm-fixed-price contract to accomplish hull preservation work at the contractor's Puget Sound, WA region facility. The period of performance is 12 months from award. This is a 100% small business set-aside for NAICS code 336611 with a size standard of 1,300 employees. Government Responses to Solicitation Questions 64PBs
1) Question: SOW, Table 1, Ref 20, S9008-G1-BIB-010. Is this manual available to the contractor?
Response: Yes. Document can be transmitted via “DOD Safe”.
2) Question: Can the vessels be removed from the water via travel-lift vice slings?
Response: Yes. Travel lifts use slings.
3) Question: Is it acceptable for the contractor to take a video CFR of the vessel once received and turned over to the contractor?
Response: This is a NAVSEA Northwest Regional Maintenance Center (NWRMC) and Contracting Office determination. The video CFR will become a permanent part of the Contract record.
The video will need to be in a format that can be played by NMCI available software. If the report cannot be accessed and played by the Navy then it is not a report, and:
o The Contract file is incomplete.
o The vessel’s service-life record is incomplete.
o Required material condition records will not be available for statutorily required triennial
INSURV inspections.
o Information necessary for BOATALT/LAR development will be unavailable to the
NSWC CCD In-Service Engineering Agent (ISEA) to develop authorized configuration changes.
o Historic records needed for NAVSEA vessel recapitalization design requirement development will be unavailable.
4) Question: Will the vessel be providing pontoon protective covers while the vessel is being moved?
Response: The Government (Navy) will provide protective shells, known as Clam Shells, to protect the vessels’ collars and collar sheaths from travel lift sling damage while the vessel is being moved. The vessels are Deep “V” mono-hull vessels, not pontoon vessels.
5) Question: Regarding the method for existing paint removal, would the plan be sandblasting to white (clean Aluminum) or scuff and recoat?
Response: Scuff and recoat.
6) Question: Are drawings & pictures of the subject vessels available?
Response: Yes. Please request drawings and package will be sent via DoDSAFE. NAVSEA 64PB Technical Data Package does not include drawings specific to hull coatings.
7) Question: Will the docking periods be determined by the Navy or when the yard has availability within the 12-month period?
Response: One boat at a time will be provided to the Contractor. The Navy will determine which boat. When a boat is complete, the Government will pick-up and provide the next boat at the same time (i.e. boat swap). If the Contractor is unable to receive the next vessel, that will need to be communicated while scheduling the boat swap with the COR.
8) Question: Can multiple vessels be dry-docked to expedite the work to be completed?
Response: No, one boat is available at a time.
9) Question: Will the government accept chemical paint removal to achieve the bare white metal profile for equipment stated under Appendix B, Section B.1.1?
Response: Please see C08.0 Attachment 1 Statement of Work Errata One.
10) Question: The SOW states in A.2.11 to re-install water jet intage grates and B.1.11 to re-install water jet buckets. Is the contractor responsible for removal of item as well?
Response: In Paragraph 1.16 of the SOW: “Contractor pricing offered shall include removal and re-installation of all interferences associated with performance of the required work. The fact that interference is not shown on a plan or specifically identified in the specification item is not justification for a contract change.” However, Appendix A could/should call-out removal of the grates. Likewise, Appendix B should/could call-out removal of buckets.
11) Question: Can the government clarify if the contractor is to provide pricing for the Zincs to be replaced, or rather the Zinc Mounts (studs). Or both?
Response: The Contractor will provide pricing for replacing the Zinc mounts. If Zinc mounts need to be replaced, the Government will provide the Zincs (anodes).
12) Question: Are these boats aluminum?
Response: Please see section 1.1 Vessel Characteristics in the Statement of Work.
