Response: No, this is not part of the current requirement.

15) Question: Is cost to be submitted in an excel workbook or in the given CLIN Number 0001 that is provided in attachment C08.0 N4523A23Q1053 Combined Synopsis-Solicitation?

16) Question: Are the formatting and glossary requirements listed on page 4 of 24, paragraphs B and C to be followed even though we are to provide our narrative in the given text boxes of attachment C08.0b Attachment 2 N4523A23Q1053 APL-62 Chemical Cleaning Experience? If a glossary is to be provided, does it need to be a separate attachment?

Response: If narratives are provided within the Attachment 2 Chemical Cleaning Experience data sheets – the formatting/glossary requirements are not applicable.

17) Question: Section 5 b. of the Combined Synopsis/Solicitation: N4523A23Q1053 Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) APL-62 Berthing and Messing Barge Deep Cleaning Support Services states “Pages shall be single sided, one and one half inch spaced,….”. What is meant by “one and one half inch spaced”?

Response: This is in reference to “line and paragraph spacing” formatting of Microsoft Word documents.

18) Question: The narrative directions under the Corporate Experience Data Sheet reads: Provide narrative for specific experience to support Sub-factor 1.1 Chemical Cleaning Experience as specified in the Solicitation. These are the narrative directions for the Chemical Cleaning Experience Data Sheet. Are both narrative directions purposefully the same, or should the directions under Corporate Experience Data Sheet be different?

Response: These are simply prompts to provide narrative in reference to the requirements of the solicitation. Each narrative should demonstrate relevant work as outlined in subfactor 1.1 of FAR 52.212-2 of the solicitation and be provided for two, separate, recently completed contracts or orders.

19) Question: According to the Page Layout Table (page 4), quotes are to be submitted with the Chemical Cleaning Experience sheet serving as the technical factor. However, the Basis of Award section (page 7) shows the technical being its own factor with the subfactor being the Chemical Cleaning Experience. Please clarify the layout of the RFQ and how many different factors and files should be submitted.

Response: On other requirements there can be multiple “subfactors” under the overarching technical factor. For N4523A23Q1053 this is not the case and the term “subfactor” is unnecessary.

Since “Chemical Cleaning Experience” is the one and only “subfactor”, it is the only information to be evaluated under technical to be deemed acceptable. Please submit the Chemical Cleaning Experience data sheets for evaluation.
