Attachment J-3, the Contractor Performance Data Sheet, is in PDF format. Page 13 of the RFP states "Altered or substituted questionnaires will not be evaluated." Would the Government allow offerors to convert Attachment J-3 to Microsoft Word for easier editing and cleaner presentation of the information? Or would the Government consider providing offerors a Microsoft Word version of Attachment J-3 in an amendment?

On page 11, Section B. Proposal Submission Instructions, under 5. Volume Layout and Page Limitations, it states “Proposals shall be submitted in the following quantities and volume layout.

At a minimum, each section as outlined below shall constitute a separate file.” However, Table 2- Page Layout includes an E-file column with the following text "1 file: Sections I, II, & III" Would the Government please clarify whether offerors should submit Volume I: Sections I, II, and III as a single file or as three separate files?

On page 11, under Instructions to Offerors, section 5. Volume Layout and Page Limitations, point

b. states “Pages shall be single sided, one and one half inch spaced, with a minimum of one inch margins on all sides.” Since offerors are submitting this proposal electronically through DoD SAFE, are single sided pages still required? This requirement usually accompanies a hard copy submittal request. Please clarify if the Government intends for offerors to submit a blank page after each full page of text in the electronic copy to ensure all pages are single sided if the proposal were to be printed.
