About this file

This memorandum for record summarizes a pre-proposal conference call for a solicitation seeking maintenance, repair, and preservation work on Caisson 5. Key details include:

  • The solicitation involves 35 work items to be completed at the contractor's ship repair facility, which must be capable of drydocking the 147-foot caisson. Interested contractors were invited to participate in a pre-proposal teleconference or conduct ship checks on February 24-25, 2021 to inspect the vessel.

  • Work includes blasting and preserving the hull and tanks, welding repairs, replacing electrical systems and valves, installing LED lighting, removing and replacing grease lines, conducting non-destructive testing, and undocking the vessel upon completion of the work.

  • The period of performance is scheduled from October 21, 2021 through February 21, 2022. The Navy intends to award a firm-fixed price contract to the responsible contractor submitting the lowest priced, technically acceptable proposal in mid-June 2021.

Memorandum For Record

Date: 17 February 2021

From: Brian Fergus, CS

To: File

Subject: Caisson 5 Pre-Proposal Conference

In late October 2020, in response to the Gov’t’s sources sought notice, Vigor Marine and Everett Ship Repair informed the Gov’t that they were interested in the Caisson 5 project.

On Friday, 12 February 2021, an e-mail was sent to both Vigor Marine and to Everett Ship Repair advising them that the solicitation had been posted to beta.sam.gov.

Additionally, the e-mail included the following notice regarding the 17 February 2021 Pre-Proposal Conference:

“We are having a pre-proposal teleconference on Wednesday February 17 at 1PM. An agenda and a conference line number will follow Tuesday.”

On Tuesday, 16 February 2021, the Government sent an agenda to both Vigor Marine and Everett Ship Repair. The agenda had the teleconference phone number and PIN.

On Wednesday, 17 February 2021 at 1PM, a Pre-Proposal Conference was conducted using the PSNS & IMF teleconference number 360-262-7008, PIN 94336#. CS Brian Fergus conducted and KO Steve Barry presided. Matt Langham represented the technical team. Representatives from Everett Ship Repair called in.

CS Fergus introduced Mr. Langham as the Project Manager and Mr. Barry as the Contracting Officer.

CS Fergus advised the attendees that the agenda would include “Solicitation Details”, “Ship Check Details’, “CDRL Details”, and “Long Lead Time Details”.

Solicitation details:

CS Fergus stated the J-1 attachment had 35 Work Items and one extra exhibit with all 35 work items combined into one document. If there is an amendment to the solicitation, the extra exhibit in the J-1 attachment will be removed.

CS Fergus stated the J-2 table has yellow highlighted notes in the right margin informing the contractor which field goes into CLIN 0001AA and which field goes into CLIN 0001AB.

CS Fergus asked if there were any questions from the attendees.

Mr. Barry explained the rules of engagement by stating that all contractor questions must be submitted in writing to allow all prospective offerors to have access to all the same answers. All answers will be posted to beta.sam.gov. The ship check will be conducted using the same rules of engagement.

Ship Check details:

Badging requests are due to Ms. Christina Tobin by COB 17 February 2021.

Mr. Matt Langham explained the ship checks will be held on both 24Feb2021 and 25Feb2021.

He then stated each contractor needs to provide their own marine chemist or navy qualified person to handle the gas freeing of the spaces. Additionally, he recommended wearing muck boots because the tanks are dirty. The requirement for life jackets is rescinded because guard rails have been installed top side.

CDRL details:

CDRL A026 was deleted reducing the number of CDRLs and DIDs to 32 each.

Solicitation section J will updated with the first amendment to correct the total number of CDRLs and DIDs.

Long Lead Time Materials:

Mr. Langham stated that a few of the long lead time materials have historically required up to 22 weeks lead time.

Mr. Barry reiterated that all questions be submitted in writing to allow all prospective offerors to have access to all the same answers. The ship check will be conducted using the same rules of engagement.
