PERFORMANCE WORK STATEMENT (PWS)
JML #s: 8038-3001 and 8038-3002 Title: Leased Parts Washers and Used Solvent Recycle Place of Performance: Bremerton Naval Complex, Bremerton, WA.
Period of Performance: 5/1/2018-4/30/2019, with 4, one-year follow-on options.
1. GENERAL
The Government requires a base contract plus four, one-year option periods to lease, service, and maintain parts washers, as well as service Government owned parts washers with clean solvents. These services will include removing the parts washer’s solvents and the Contractor will be responsible to recycle them offsite.
2. BACKGROUND:
Several of the industrial shops and codes located on Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) and Naval Base Kitsap, Bremerton require a Contractor to maintain Government-owned and leased parts washers, fill them with virgin solvents and recycle their used solvents. The Government is the generator of the waste under the Resource Conservation and Recovery Act.
Puget Sound Naval Shipyard and Intermediate Maintenance Facility is an industrial complex whose mission is to maintain, modernize and retire the Navy fleet with a vision of on-time maintenance, modernization, and retirement of the U.S. Navy’s fleet. PSNS & IMF have permanent sites in Bremerton, Bangor, and Everett, Washington, San Diego, California, and Commander Fleet Activities, Yokosuka, Japan. The shipyard in Bremerton is the Pacific Northwest's largest naval shore facility and one of Washington State’s largest industrial installations.
3. SCOPE
The Contractor shall provide all management, supervision, labor, material, and equipment to maintain, refill and recycle used solvent from parts washers owned by the government and leased at various locations within Bremerton Naval Complex. Hazardous waste will need to be processed at a Treatment, Storage, and Disposal Facility (TSDF) that has been approved and permitted by the EPA and the DOT of the state where recycle/disposal operations are conducted. The requirement includes the rental of various types of Fire Marshall approved/UL listed parts washing equipment identified herein and in the applicable ordering data, and delivery of clean virgin solvent equivalent to MIL-PRF-680A Type II with a minimum flash point of 150° for Bremerton.
· MSDS and Contractor’s Hazardous Material Inventory (CHMI) form must be submitted by contractor within 5 days after contract award.
· Contractor must provide sample of virgin MIL-PRF-680A Type II solvent for testing at PSNS (Bremerton) within 5 days after contract award.
Contractor will be afforded access to the parts washers at reasonable times to maintain shop owned equipment in a usable condition. The contractor shall provide the contracted services at intervals detailed in a spreadsheet provided by C/380.3.
The forecasted services are in Attachment 1.
3.1 Bremerton Government Owned Equipment Solvent Servicing
The Government owns nine industrial parts washers on Naval Base Kitsap, Bremerton and requires a Contractor to fill them with virgin solvents and recycle the used solvents from each parts washer.
Preventative maintenance of shop owned equipment shall be performed by the owning shop. Such maintenance shall include appropriate inspection of parts washers to assure good operating conditions and that the equipment meets or exceeds all applicable Occupational Safety and Health Administration (OSHA) standards, and National Fire Protection Association Standards, as well as all applicable Fire Codes. The following table identifies the Governments parts washers, approximate gallons, the number of tanks, the dimensions, and the operation type.

3.2 BREMERTON, LEASING AND SOLVENT SERVICES
The requirement includes the rental of various types of Fire Marshall approved/UL listed parts washing equipment, identified in the table below, and the delivery of clean virgin solvent equivalent to MIL-PRF-680A Type II with a minimum flash point of 150° (Bremerton). Recycled Solvent cannot be used on the machines. The Solvent is required to be Virgin Solvent and needs to meet MIL-PRF-680A TYPE II specifications with the minimum flashpoint of 150 (Bremerton), so we can meet the NT (Nuclear Test) parts cleaning requirements.
The contractor shall be responsible for maintaining its parts washers, including required preventive maintenance. Preventative maintenance of contractor owned equipment shall be performed by the contractor. All parts washers must be in good operating condition and must meet or exceed all applicable Occupational Safety and Health Administration (OSHA) and National Fire Protection Association Standards as well as all applicable Fire Codes. In the event that contractor-owned equipment fails, the contractor shall, at no additional expense to the government, repair or replace the equipment within 48 hours of being notified that the equipment has failed. In the event that contractor-provided equipment is found to be faulty during regularly scheduled service, the contractor shall, at no additional expense to the government, repair or replace the equipment within 48 hours of discovering that the equipment has failed.
For parts washers that are provided by the contractor, lease or rental costs, if any, shall be built into the servicing cost and will not be otherwise invoiced or compensated.
Washers delivered under this contract shall be delivered and installed in a serviced condition including virgin solvent. Installation of all contractor provided washers shall be completed within 30 days of contract.
Award will be coordinated through the Government Surveillance Representative (GSR). For contractor provided washers, calculation of the servicing interval will begin on the day of installation.
A "servicing" includes solvent replacement, disposal or recycle of used solvent in accordance with state/local/federal law/regulations and delivery of disposal related documentation. For contractor provided parts washers, servicing also includes preventative or periodic maintenance.
See Table 1 below for a list of tank styles, quantities and specifications each leased parts washer must meet that is to be provided by the contractor.

3.3.1 Bremerton Recycling Services
a. Within 3 days prior to servicing equipment, the contractor shall notify C/106.33 as to the quantity of solvent expected to be removed, replaced and transported back to the recycle facility. Contractor will provide a completed Uniform Hazardous Waste Manifest to be signed by a qualified Government representative and the transporter. By having the waste leave base as hazardous, as designated by Code 106.33, it needs to be marked as hazardous waste by the Shipyard’s Hazardous team. It can then be regarded as non-hazardous waste after the company sends it off to be separated and recycled.
b. The contractor shall provide a Certificate of Recycle for each solvent waste shipment to any off-site treatment, storage, or recycling facility within 30 days of initial shipping date.
c. Transporter will stop at Bldg. 944 (Bremerton) immediately after servicing scheduled solvent tank units. Shop 99HM shall verify manifested containers & volumes. C/106.33 will supply the shipping labels, and perform technical review of the Uniform Hazardous Waste Manifest. The waste gets marked prior to shipping on the highway with the proper DOT Marking. Any necessary corrections to the manifest are authorized to be made by C/106.33.
The Generators name and address, Block 5 of the Uniform Hazardous Waste Manifest-EPA Form 8700-22, should be as follows:

Spills: In the event of a spill of a hazardous substance(s), or ground or water pollution resulting from the contractor’s transportation, storage, recycling, reclaiming, re-refining, or disposal of hazardous waste from Bremerton, the contractor shall pay all costs and expenses for the timely remediation of such a spill or pollution, in excess of the aforementioned minimum environmental impairment liability, using the contractor’s own assets.
A spill is any release of oil or hazardous substances to the water or ground that is not controlled or permitted. This includes any spilling, leaking, pumping, emitting, discharging, injecting, escaping, leaching, disposing, or dumping of liquid or solid material that is not authorized in writing by the GSR. Emergency and non-emergency spills are defined as follows:

(4) Can be cleaned up safely by Contractor personnel without assistance from the Government, and
(5) Is 10 gallons or less.
