Emergency Diesel Generator Question and Answer (Q&A) Sheet

The Government will be posting all questions and answers from Solicitation N4523A‐17‐R‐0019 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period (March 30, April 6, April 13, April 20). Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non‐proprietary nature and allow for public dissemination.

Question 1: Regarding the past performance questionnaire mentioned on page 38. When reviewing attachment 2, are we correct in assuming that the contractor (bidders) are expected to complete portions 1‐4, and our clients (past performance) are expected to complete portions 5‐8? And once completed the clients are expected to return this back to you? Or do you we include it in our submittal?

Answer 1: Yes, the clients can send directly to the government or if they provide to you, you can submit with your proposal. Not necessary if CPARS is available.

Question 2: Do the rental rates in IDIQ include the one hour of on‐site training / orientation in SOW?

Answer 2: Contractor rental rates will include the initial cost of the Repair/Service Technician make an extra trip to PSNS&IMF to, "Conduct one‐hour of on‐site training for the EDG and/or

ATS connection and operation to Government Employees, as mutually scheduled between the Contractor and COR/Government Representative." (Per solicitation SOW worksheet, paragraph 4.4.) The training will usually need to take place with‐in a weeks after delivery, (and after the S/099 temp‐services operators have the EDG / ATS units in‐place), but before it will need to be in the 'fully‐operational' status. The reasoning is because of different sizes and year of manufacturing, etc..., almost every EDG / ATS is slightly different, and in‐case of an emergent condition ‐ the Government operator employee(s) will need to be familiar with the normal connections and operations.

Question 3: Drivers can be held‐up at PSNS's PASS & ID office, when they are extra busy and/or short‐handed. Additional delays can come from on‐site cranes and equipment for off‐ loading. These scenarios cannot be accurately factored into mobilization for IDIQ. Can a REA be requested for these situations?

Answer 3: No a request for equitable adjustment would not be the procedure the government would follow in a case of government caused delay. The pricing being provided should include potential anticipated delays in delivery. The government expectation is to have the driver be badged to shorten the timeframe for multiple deliveries throughout the life of the contract (5 years). In the rare case of government delay of work causing an extended delay beyond two hours the government would review the individual circumstances prior to making a determination as to the acceptability of a price increase for

Emergency Diesel Generator Question and Answer (Q&A) Sheet that individual delivery order through a modification or if contractual requirements (training) could be removed to make the contractor whole.

Question 4: Your specification uses the word “integrated” fuel tank, which is often taken to mean “inside the enclosure”. What does this mean to the Navy?

Answer 4: The word “integrated” for the purposes of this specification is for the fuel tank to be an installed component of the single diesel generator assembly. To be part of the single unit, thus all connected to the single enclosure.

Question 5: Block heaters and battery charges that are used in some systems are designed to work at 480 volts, not 120 volts per the Navy established requirement. Would the Navy accept 480 volt block heaters and battery chargers?

Answer 5: The Government cannot accept a deviation to the specified 120V/240V requirement for the block heaters and battery chargers.
