AMENDMENT 0006
The purpose of Amendment 0006 is to:
1. Respond to Pre-Proposal Inquiries Nos. 0019, 0020, 0021, 0022, 0024.
2. All Other terms and conditions remain unchanged. The proposal due date IS NOT EXTENDED. Offerors are reminded to acknowledge receipt of this amendment in Block 19 of the SF 1442 submitted in response to the subject
RFP.
PRE-PROPOSAL INQUIRIES:
INQUIRY 0019: Maximum Funding Limitation. Can you tell us if the Maximum Funding Limitation established for this project is the statutory limit?
RESPONSE: Title 10 United States Code 2805, Unspecified Minor Construction, has a limitation of $2,000,000. OPNAVINST 11010.20H, Navy Facilities Projects, states that the UMC projects are subject to a statutory funding limitation that includes Government’s contract administration and overhead, and contract contingency. The maximum funding level for this project is established at $1,725,000.00 to account for changes in the field and the Government’s costs.
INQUIRY 0020: Section 01 14 00, 1.3.3 Working Hours. Working hours are given as 7 AM -3:30 PM, Monday through Friday, excluding Government Holidays. Section 01 14 00 1.3.3 states that work outside regular working hours requires Contracting Officer approval. Given that the facility is to remain operational throughout the demolition, excavation & construction phases; would it be possible to establish a working schedule outside the stipulated hours for the duration of the project or a for the demolition/excavation phase only?
RESPONSE: Yes it is possible pending Administrative Contracting Officer’s approval, required notification.and compliance with all applicable Activity regulations.
INQUIRY 0021: Plantings Keynote No. 11 on Sheet C-102. Keynote #11 on Sheet C-102 directs us to “remove and preserve existing plantings (rhododendron, etc.) for relocation/replanting (approximately 24 total)” and directs us to C-101. C-101 does not address any relocation of existing plantings with the exception of: Additive Bid Items 000C- Note #11 on C-101 directs us to “relocate existing plantings (approximately 15 total) removed and preserved during site demolition-see sheet C-102” Question 1- Of the approximately 24 plants total to be removed and preserved, are they all rhododendrons or are some of the mature pines included in this scope?
Question 2- Of the approximately 24 plants to be removed and preserved, are they to be relocated by others? And if relocation is part of this project, where is the KTR to relocate the plants?
RESPONSE:
1. The 24 referenced plants are mature shrubs, not trees. Refer to Demolition Plan Sheet C-102 for scope of work.
2. Referenced shrubs shall be relocated by the contractor (Additive Bid Item 000C, CLIN 0004) and preserved by the contractor on the west side of the building in tree shaded area within 100’ of an existing water faucet, unless determined otherwise in the field..

INQUIRY 0022: The site visit and the photos revealed possible patching of the 5/8 GWB Rated Lid (Detail AR/AD-101). During the site visit the building was occupied and the existing Acoustical ceiling is 99% in place. We cannot calculate the extent of patch and replace to the existing fire rated lid. Will the government please specify for the purpose of bidding; an allowance or the quantity of patch work required to maintain the existing fire barrier? I.e.
number of conditions similar to the photo provided?
RESPONSE: Demolition Detail A4/AD-101 refers to Note 4 on Sheet AD-101 which requires the removal of the 8/8” GWB rated-lid assembly (above Rooms 107A & 107B). Reflective Ceiling plan Note 8 on Sheet A-104 specifically calls for a vertical closure of the GWB lid as shown on the Reflective Ceiling plan along the top of the existing CMU Corridor wall in the floor plan area tagged with Note 4.
Demolition Detail A4/AD-101 also refers to Note 8 on Sheet AD-101 which indicates the removal of the 5/8” GWB rated-lid only where required to access this concealed area to complete this project’s scope of work. For bidding purposes, contractor shall assume approximately 50 square feet of repair to the GWB rated-lid in the floor plan area tagged with Note 8.
INQUIRY 0024: 096723 Resinous Flooring. Is any epoxy flooring scope in this project?
RESPONSE: No, epoxy resinous flooring is not specified in this project.
