SOURCES SOUGHT – N44255-15-R-0026

NAVFAC NORTHWEST FORESTRY SUPPORT SERVICES CONTRACT

This Sources Sought announcement, N44255-15-R-0026, is open to all small businesses nationwide. This announcement is to determine small business capability and interest to perform a planned Forestry Support services contract. This is not a solicitation for proposals; this announcement will not result in an awarded contract.

There will be no reimbursement made for any cost associated with providing information in response to this announcement. There is no bid package or solicitation. Provide all responses in writing via e-mail. There will be no presentations scheduled.

Naval Facilities Engineering Command (NAVFAC) Northwest is seeking responses from small business firms with interest and current relevant qualifications, experience, personnel, and capability to perform the work described below at various installations and facilities serviced by NAVFAC Northwest. The vast majority of the work for this planned solicitation will be performed in Kitsap, Jefferson, Island, Mason, and Snohomish Counties. However, work may be ordered which requires performance anywhere in Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming.

The North American Industry Classification System (NAICS) Code is 115310, Support Activities for Forestry, with a Small Business Size Standard of $7.5 million. The contract is planned as a firm-fixed-price, indefinite delivery, indefinite quantity performance-based service contract with a base year, and four option years. The planned maximum ordering capacity of the contract is not-to exceed $4 million over the life of the contract, or five years, whichever comes first, assuming that all option years are exercised. Task orders will be issued as a firm-fixed-price with a minimum value of $1,000 and a maximum value of $100,000 each.

NAVFAC NORTHWEST FORESTRY SUPPORT SERVICES CONTRACT

Interested small businesses are invited to respond to this sources sought by completing and returning the response form provided with the announcement located at https://www.fbo.gov/. Each responding small business is requested to provide up to five example projects, which best demonstrate the company’s experience relative to the types of work covered by this requirement in order for NAVFAC Northwest to determine there are a sufficient number of qualified small businesses to set all of the solicitation aside for small business. Example projects should be representative of NAICS 115310, the description above, and be similar in size scope and complexity to this requirement. Example projects completed within the past five years are considered more relevant than projects completed more than five years ago.

Example projects with federal, state, local Government, and/ or commercial customers will be accepted. Submission of more than five example projects is not requested.

When completing the response form, please take the time to complete the form sufficiently that NAVFAC Northwest can determine there are a sufficient number of qualified small businesses available to set aside the solicitation. If an insufficient number of qualified responses are received, NAVFAC Northwest may issue the solicitation as full and open competition.

Within the Narrative Description section of the response form, describe the projects sufficiently to demonstrate your firm’s experience with the types of work described in the work description above.

Respondents will NOT be notified individually of the results of the sources sought.

If more than 5 megabytes are needed, more than one email may be sent. Only Microsoft Word or Adobe files will be accepted. Zip files are not acceptable and will be rejected by the Government server.
