SOURCES SOUGHT – N44255-15-R-0004
NAVFAC NORTHWEST MULTIPLE AWARD CONSTRUCTION CONTRACT
This Sources Sought announcement N44255-15-R-0004 is open to all small businesses nationwide. It is issued to determine small business capability and interest to perform a planned multiple award construction contract (MACC). Small business joint ventures may also participate. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. There is no bid package or solicitation. All responses will be provided in writing via e-mail. No presentations will be scheduled.
Naval Facilities Engineering Command (NAVFAC) Northwest is seeking responses from small business construction firms with interest and current relevant qualifications, experience, personnel, and capability to perform the work described below at various installations and facilities serviced by NAVFAC Northwest. Work will be performed at various locations within the NAVFAC Northwest area of responsibility including, but not limited to: Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming; however primarily in Washington.
The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a Small Business Size Standard of $36.5 million. The contract is planned as an indefinite delivery, indefinite quantity MACC with a base year and four option years. The Government estimates that a maximum of six construction firms will be awarded a contract. The planned maximum ordering capacity of all contracts is not-to-exceed $240 million over the life of the contracts, or five years, whichever comes first, assuming that all option years are exercised. Task orders will be issued as firm-fixed-price with a minimum value of $10 million each and a maximum of $25 million each.
The work covered by this planned contract consists of:
Provide Design/Build and/or Design/Bid/Build work for new construction, renovation, alteration, demolition and repair work of facilities. Types of projects include, but are not limited to: commercial and institutional facilities, administrative facilities, housing facilities, dining facilities, parking facilities, environmental facilities, child care centers, lodges, recreational/fitness centers, retail complexes, training facilities, warehouses, offices, community centers, medical facilities, operational airfield facilities, hangars, armories, fire stations, auditoriums, religious facilities, and manufacturing facilities. It is anticipated that each firm awarded a contract will have to have a minimum bonding capacity of $20 million per project and $100 million aggregate.
Interested small businesses are invited to respond to this sources sought by completing and returning the response form provided with the announcement located at https://www.fbo.gov/. Each responding small business is requested to provide up to five example projects which best demonstrate the company’s experience relative to the types of work covered by this requirement in order for NAVFAC Northwest to determine there are a sufficient number of qualified small businesses to set all or a portion of the the solicitation aside for small business. should be representative of NAICS 236220, the description above, and be similar in size, scope, and complexity to this requirement. Example projects completed within the past five years are considered more relevant than projects completed more than five years ago. Example projects with federal, state, or local Government, and/or commercial customers will be accepted. Submission of more than five example projects is not requested.
When completing the response form, please take the time to complete the form sufficiently that NAVFAC Northwest can determine there are a sufficient number of qualified small businesses available to set aside the solicitation. If an insufficient number of qualified responses are received, NAVFAC Northwest may issue the solicitation as full and open competition.
Within the Narrative Description section of the response form, describe the projects sufficiently to demonstrate your firm’s experience with the types of work described in the work description above.
Respondents will NOT be notified individually of the results of the sources sought.
