AMENDMENT 0002
Amendment 0002 is issued to respond to PPIs:
PPI #2: 1. Some of these analyses, such as VOC, SVOC, pesticides, congeners, and others, do not have specific target compound lists (Attachment J.B-1, tab: Project Specific Documentation, tab: Volatile Organics, tab: Semi volatile Organics). We have our own in-house specific lists but these may not be what NAVFAC is expecting or requiring. Can we be provided with the actual lists or should we note that we are assuming our own lists are what is being bid?
2. Likewise, are there any specific detection limit goals?
3. Are alternative methods acceptable?
4. For line items that list more than one method, would we choose ourselves which would be used in a given instance? If we offer both or all methods but the costs are not necessarily identical, how should we bid those?
Response: 1. The intent of the contract is to provide NAVFAC Northwest with access to laboratory services for a number of regulatory programs and project-specific analytical requirements. As such no one specific compound list is availiable. Please use your own in-house specific list. For the majority of task orders your list will suffice. Yes, please note that your are using your own list in accordance with your accreditation and internal SOPs, as applicable.
2. There are no specific detection limit goals due to the broad nature of the contract as discussed above.
3. At this stage in the selection process alternative methods are not acceptable. Once the contract is awarded NAVFAC Northwest would consider alternative methods for specific non pre-priced task orders.
4. Yes, for a specific instance you could generally choose which method to use. There may limited instances when due to a regulatory mandate or possible matrix interference concerns, NAVFAC Northwest would work with you to ensure the appropriate/needed method is used. For bidding please use the method that you typically or generally use.
PPI #3: Do FAR 52.215-22 and FAR 52.215-23: Limitations on Pass-Through Charges apply for this contract?
Response: No.
PPI #4: Does work done by a small business subcontractor (for a small business prime) count towards meeting this requirements?
Response: N44255-14-R-9012 does not prohibit the use of subcontractors.
PPI #5: FAR clause 52.219-14 Limitations on Subcontracting is included; would this contract fall under the "services" category (at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern)?
N44255-14-R-9012
Response: See N44255-14-R-9012, C.1 General Background Information, A. Summary of Services which states "The contract is an Indefinite Delivery, Indefinite Quantity (IDIQ), Performance Based Service Contract (PBSC) with primarily fixed price exhibit line item numbers (ELINs) services."
