SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
PRE-PROPOSAL INQUIRIES, 1-4
This amendment provides responses to Pre-Proposal Inquiries, 1-4.
The closing date of this solicitation remains Monday, 21 October 2013. Proposals are to be hand-delivered between 2:30 and 4:00 p.m.
Inquiry 01: Section 3.0 Licenses, page 7 – What does contractorContractor mean?
Response: This is a typographic error: the tracked changes function failed to properly delete the lower case version of the same word, thus duplicating the word "contractor." The proper formatting reference is "Contractor," "Offeror," and "Government," not "contractor," "offeror," and "government." They are proper nouns and should be capitalized.
Inquiry 02: Section 3.0 Licenses, page 7 – Does the Contractor need all of the licenses or can the sub-contractor have some the licenses that the contractor is missing and the sub-contractor would only be doing that work?
Response: The facility actually performing the work needs the appropriate licenses. The mix of licenses is not of concern. What is of concern are the licenses--and more importantly the permits--directly related to the facility performing the work.
Inquiry 03: Solicitation 2.1 page 7 of 36 – Currently the Navy brings mixed loads of wood waste to (Contractor's name redacted) for sorting, re-use, and recycling as hogged fuel and compost bulking. The Navy currently supplies two 40-yard dumpsters for the contaminated and non-recyclable materials such as treated wood, plastic wrap, and miscellaneous trash that may accompany a load. The Navy then hauls that material at their expense. Under this solicitation will that arrangement hold?
Response: Yes, the Navy will provide refuse roll off containers to back haul trash to the local transfer center.
Inquiry 04: Solicitation 1.0 page 6 of 36, paragraph 1 & section 2.1 page 7 of 36, paragraph 3 – In multiple places as cited above, Vac Truck Debris handling includes “disposal/composting”. However, in Section 2.1 page 7 of 36 ¶3 a statement is made that “The Offeror will provide documentation that they have the proper permits to compost this material.” It is not clear then if the material must be composted or if disposal is allowed. Is it acceptable to propose the disposal of some or all of the Vac Truck Debris rather than composting?
Response: Yes, it is acceptable to propose the disposal of some of the vac truck material.
