2. Description of the Action Being Approved
Work Order BDZMPL ·'Electrical SCADA System Support Services'· Naval Base Kitsap.
Bremerton. WA will be solicited based on limited competition for a Firm-Fixed-Price (FFP) contract. The specifications will require the acquisition and use of brand name commercial software and support from Advanced Control Systems (ACS). The software is part of the electrical Supervisory Control and Data Acquisition (SCADA) system used to control tht electrical distribution system within Naval Base Kitsap- Bremerton, WA.
3. Description of Supplies/Services
The ACS PRISM software provides the ability to monitor and control remote electrical equipment. which includes critical circuit breakers and transformers. at Naval Base Kitsap - Bremerton. The system provides a means to open and close high voltage circuit breakers remotely from a central control station without exposing personnel to potentially fatal arc-!lash events. In the event of an electrical distribution system component failure the SC ADA system also allows operators to quickly determine the location and type of failure to more efficiently direct personnel to restore the system as quickly as possible. which is mission critical for providing power to ships, Estimated Dollar Value: Based on an independent estimate from the Government Technical Engineer for the SCADA system software upgrade and one base-year plus four option-years of support is $866,000.

5. Rationale .Justifying Use of Cited Statutory Authority
The existing Naval Base Kitsap - Breme11on SCADA system provides critical control and monitoring capabilities of all electrical utilities within the installation. The initial construction contract for the electrical SCAD A system was procured on a competitive basis prior to 200 I.
