Section SF 30 - BLOCK 14 CONTINUATION PAGE

AMENDMENT 1 - PPIS

PPI 0001:

RFP Attachment 3 Schedule of Prices - Attachment 3 includes a row for Sr GIS Analyst, however we do not see a Sr GIS Analyst in the PWS. Will the Government please provide an updated Attachment 3 or provide direction that we can remove the Sr GIS Analyst row from the table?

Government Response:

The labor categories are for the entire contract. Some Task Orders (TO) will only make use of certain labor categories. The seed TO will use PM, GIS IV and GIS II. Future TO's may make of other labor categories. Revised Attachment 3 to mirror the PWS.

PPI 0002:

Section F Deliveries or Performance - Will the Government please confirm that all GIS Analysts work on government site full time at Naval Base Kitsap Subbase Bangor?

Government Response:

For the seed TO, the analysts will be primarily located at Bangor. For other TO's they be at any sites within the NW region Area of Responsibility (AOR).

PPI 0003:

Section F Deliveries or Performance - Will the Government please confirm the following is an accurate statement regarding the expected POP start and POP length?

- The POP for the IDIQ is 6/20/24 to 6/19/29 (5 years).

Government Response:

The Period of Performance (PoP) for the contract will be from award date plus 5 years. (Base year, plus four option years). Revised this section to reflect dates in PWS.

PPI 0004:

Section 3 General Requirements Task Order Period of Performance - Will the Government please confirm the following is an accurate statement regarding the expected POP start and POP length?

- The POP for the first TO is 6/21/24 to 6/20/25 (1 year).

Government Response:

Yes, the PoP of the first TO will be the same duration as the base year of the base contract. 21 June 2024 through 20 June 2025. This assumes the contract is awarded on that date.

PPI 0005:

Per email from the Government on 6/4, we received the first task order PWS. Will the Government please confirm when a TO RFP will be issued?

Government Response:

Seed Task Order will be issued on the same day as the base contract.

PPI 0006:

Will the Government be providing an expected level of effort in Task Order RFPs?

Government Response:

The Government will provide the PWS for each proposed TO. The contractor will determine how much LOE will be required for the various tasks in the PWS, and then provide a proposal that follows that respective PWS. The COR will then evaluate the Contractor Proposal (CP) against the government's estimate during the Technical and Price Analysis. The government may submit a request to negotiate each CP for individual TOs.

PPI 0007:

Section B Supplies or Services and Prices – Can the Government please add a NTE COST CLIN for any potential ODCs, Material, or Travel? Or can the Government please confirm that ODCs, Material, and Travel will be bid at the task order level?

Government Response:

Any ODCs or Travel are included in the TO and not the base contract. Historically, there is very little travel.

PPI 0008:

Section C Performance Work Statement, Section 2.2, Paragraph 3 - The referenced section states "The Government shall not be charged G&A, overhead, or fees for any travel, unless other procedures are specified in the underlying schedule contract."

In accordance with Kikaha's DCAA approved accounting system, G&A charges are applied to all Government approved travel, as well as ODCs and material. Will the Government please confirm that this is acceptable, and if so, please revise the PWS accordingly? We understand that Fee and overhead may not be charged.

Government Response:

Historically, we have used a material handling fee to support any ODC procurement instead of G&A fees. For the first TO, no travel is expected.

PPI 0009:

Section 5.0 Performance Requirements - Will the Government please provide the Performance Assessment Plan for Kikaha's review?

Government Response:

The Performance Assessment Plan is produced internally and followed by the Contracting Officer's Representative (COR) as it pertains to evaluations through CPARs and other performance reporting systems. We will provide the Performance Requirements Summary used for performance evaluations.

PPI 0010:

Section I, FAR 52.232-16 - RFP Section I, page 18 includes FAR 52.232-16 Progress Payments. As the IDIQ CLIN 0001 is setup as FFP with a UNIT of "Each," Kikaha respectfully requests that this FAR clause be removed from the solicitation. Once Task Orders are ordered against this IDIQ, we request that Kikaha be able to bill full labor on a monthly basis in equal increments via a Standard Form 1034.

Government Response:

Concur. Clause is not in RFP document. Follow WAWF Procedures in clause 252.232-7006. This will be filled in with pertinent information upon award.

PPI 0011:

Section I, FAR 52.232-13 - RFP Section I, page 13 includes FAR 52.232-13 Notice of Progress Payments. Kikaha respectfully requests the removal of this FAR clause and further requests the Government issue all Task Order awards with a Labor CLIN structure conducive to billing at set equal, fixed monthly amounts across the CLIN Period of Performance. After further review and consideration of the Progress Payments clause, it is our understanding that the use of Progress Payments would be inappropriate since this type of contract financing is typically reserved for contracts where there is a significant time between award and delivery. This contract will not have a significant period between award and delivery since Kikaha will deliver services daily to the GeoReadiness Center; therefore, monthly fixed payments are most appropriate. In addition, Progress Payments are not commonly used for labor services-type contracts and are instead reserved for construction-type contracts or contracts where an end product/item is being delivered. Neither apply to this contract.

Government Response:

Concur. Will remove this clause. Monthly payments will be sufficient for Firm Fixed-Price contracts and Task Orders of this nature. Follow WAWF procedures in clause 252.232-7006 for invoices.

PPI 0012:

Will the Government please identify what Government Property is being provided for Contractor use?

Government Response:

Onsite personnel will be provided an NMCI computer and work space. IAW the PWS the, contractor will provide computing hardware and software to complete work in the PWS.

PPI 0013:

Will the Government please confirm the assigned NAICS code for this solicitation is 541370?

Government Response:

Yes, this is correct.

PPI 0014:

GRC Support TO 1 Draft PWS, Section 4 Performance Requirements - Can the Government indicate of the approximate 750 projects per year, how many are expected to exceed 8 man hours threshold?

Government Response:

Historically, we may have as many as 15-20 longer projects. These projects can range from 24-600 hours. During the last contract period we used 1920 hours of GIS IV time and 3840 of GIS II time a year. This is subject to change, and may not be indicative of this new contract.

PPI 0015:

52.211-8 TIME OF DELIVERY (JUN 1997)--ALTERNATE III (APR 1984) - FAR 52.211-8 has been included in this solicitation; however, this is a labor service contract whereby labor support will be provided in accordance with the awarded Task Orders. It is our understanding the Task Orders will encompass daily support provided via qualified labor. Will the Government please remove this clause as it is N/A? If the Government believes this clause to still apply, then we respectfully request the Contracting Officer complete the appropriate fill-ins so that Kikaha may further evaluate the clause's impact on the IDIQ and resultant TO awards.

Government Response:

Concur. Will remove this clause.

PPI 0016:

In reference to the Government’s response to Round 1 Question 5 (PPI 5): Will the Government advised the expected date that the seed task order RFP will be issued?

Government Response:

The RFP for the seed Task Order will be issued once the fully burdened labor rates are provided by Kikaha, and then evaluated. An amendment to the original RFP will be sent out soon, so Kikaha can respond and provide pertinent information.

PPI 0017:

In reference to the Government’s response to Round 1 Question 8 (PPI 8): In accordance with our DCAA Approved Accounting System, Kikaha utilizes a G&A rate in the same way that a Material Handling Rate would be applied to an ODC, however our accounting system does not have a DCAA approved Material Handling Rate, rather an approved G&A rate. Can the Government please revise this clause to allow for G&A being added to future Travel or ODC costs, which would be consistent with our DCAA Approved accounting system?

Government Response:

Concur. Will revised PWS. Please provide your DCAA approval with the applicable G&A rates when submitting proposal.

PPI 0018:

In reference to the Government’s response to Round 2 Question 2 (PPI 12):

a. Will the Government please provide a list of the additional computing hardware that Contractor is required to provide (that is in addition to the Government provided NMCI laptop)?

b. Will the Government please provide a list of software that the Contractor is expected to provide?

c. Will the Government confirm what software is provided by the Government?

Government Response:

a. None.

b. None.

c. Baseline unclassified NMCI image will be pre-loaded onto government systems. This includes software such MS Office, Adobe Acrobat, and other standard programs. All software required to perform GRC duties will be available as needed.

1.0 General Background Information

1.1 Introduction

Facilities Engineering Command Northwest (FEC NW) is responsible to Commander Naval Installations Command (CNIC) for managing all Geographic Information Systems (GIS) within the Northwest Region, including all Navy owned property within the 11 states that define the Northwest Region: Washington, Oregon, Idaho, Montana, Wyoming, North Dakota, South Dakota, Minnesota, Nebraska, Iowa, and Alaska. Asset Management (AM) is part of FEC NW and is responsible for the development and documentation of comprehensive planning studies and major Navy-wide construction programs including Military Construction, Special Projects, Demolition, and congressional initiatives, to be used as the basis of administrative or budget planning. AM also manages and maintains data for the shore facility planning system using the internet Navy Facility Assets Data Store (iNFADS) which aligns with the GIS data at Navy Region Northwest. The major installations include Naval Base Kitsap - Bangor, Naval Base Kitsap - Bremerton, Naval Station Everett, Naval Magazine Indian Island and Naval Air Station Whidbey Island. GIS is used by the Regional Commander and his staff as a decision support tool. Additional users include Facilities, Public Works, Base Planners, Public Safety, and Environmental. Additional regional users include Public Safety, Environmental, and the Regional Operations Center as well as all Emergency Operations Centers at each installation.

1.2 Application User Environment

Puget Sound is the U.S. Navy’s third largest fleet concentration area. Region installations and facilities occupy more than 28,000 acres of land. The GeoReadiness Explorer (GRX), which is the Navy’s web-based GIS mapping application, is used throughout Navy Region Northwest, which includes a variety of commands and installations throughout the greater Puget Sound area.

Facilities Engineering Command Northwest is responsible to the Regional Commander for maintenance of all Navy facilities within the Northwest region. CNRNW serves as the reporting senior to the Commander, Naval Installations, headquartered in Washington DC, for Naval Air Station Whidbey Island, Naval Station Everett, NBK

– Bremerton, NBK - Bangor and Naval Magazine Indian Island.

1.3 Geographic Information Systems (GIS)

To support the automation of processes, and provide improved region-wide management information and decision tools, NRNW implemented a GIS to support regional knowledge management. Due to the need for improved processes brought about by increased workload requirements, all Zones within NRNW require accurate map data collected and integrated into a new GIS solution. Geographic Information Systems are systems of hardware, software, and procedures designed to support the capture, management, manipulation, analysis, modeling and display of geospatial information. It is the ability of GIS to display large amounts of geospatial information in a graphical manner that makes it an important technology to support regional shore installation management programs, including facilities planning and management, environmental program management, fire/police services and AT/FP planning, as well as other functions within the Region.

1.4 GeoReadiness Explorer (GRX)

GRX is an integrated Geographic Information System and tabular data solution that serves as a Regional Decision Support System for the Navy. GRX is a Government Off the Shelf (GOTS) application that uses ESRI, and other COTS applications, as the foundation for functionality. It is web-enabled using any web browser as the interface. It uses a database engine for all tabular data, and ESRI GIS software products for the spatial data and graphic display of map and tabular data. Oracle Internet Application Server (IAS) is used as the web interface.

GRX has been designated as the Navy’s enterprise GIS solution. It is currently hosted at the NAVFAC Information Technology Center (NITC), located at Port Hueneme, CA. This application has been fully tested and is certified for use within the NMCI environment. The Maintenance and Analysis (M&A) environment is also centrally managed within this same facility. All regional GeoReadiness Centers (GRC) use a centralized single Maintenance and Analysis (M&A) environment to maintain regional mapping data.

Activities targeted for new maps include Naval Base Kitsap Bangor and Bremerton (including PSNS), Naval Undersea Warfare Center, Keyport, NAVMAG Indian Island, NAVSTA Everett, Manchester Fuel Depot and NAVAIRSTA Whidbey Island (including Seaplane Base), Naval Radio Station Jim Creek, Naval Hospital Bremerton and Jackson Park Housing area. There are also a number of special areas included that are not listed but are within the area of responsibility for Navy Region Northwest.
