About this file

This document is a Final Bid Questions and Answers file for a Department of the Navy Naval Sea Systems Command (NAVSEA) solicitation (N4215826RS002GJ) seeking rental of five 65-70 ton Air Conditioner Units with heaters. Key details include: units must provide at least 60 kW heating capacity, 5,000 CFM minimum air output, 40°F temperature rise, and have thermostatically controlled heating/cooling elements. Bidders were informed that 80-ton units are acceptable, though four outlet connections are required. Maintenance involves monthly technician checks per manufacturer's schedule, with monthly reports to the Contracting Officer's Representative (COR). Site-specific logistics include outdoor installation near a boat, with NAVSEA assisting in electrical tie-in, no ducting requirement by the contractor, and technicians having base access for weekly maintenance.

The solicitation specifies technical requirements such as 460V/3 phase/60HZ power, 200,000 BTU input rating, and continuous 24/7 operation with variable compressor staging. Access to the site involves a 10-15 minute walk from parking, with power and fresh water within 100 feet. Rigging will be provided by the owner, likely using a crane for unit placement. The bid does not require contractors to provide power cables or AC ducts, and eco-friendly cleaning chemicals are permitted if they do not introduce substances into the air system. No site visit was available, and as of November 13, 2025, no further questions were being accepted for this solicitation.

Bidders Questions and Answers Question : On this one it states no Inline heaters accepted. May I get an explanation as to why they are no longer acceptable? Is there a certain brand or sped. NNSY in hand they can share that has what your asking for?

All the rest of the spec is written just like prior jobs only that term was added??/ Unit must provide at least the following heating capacity. In-line heaters are not acceptable.

4.11.1. Power Requirements: 460 V/ 3 phase/ 60HZ

4.11.2. Provide a minimum of 60 kW heating capacity

4.11.3. Input Rating: 200,000 BTU or better

4.11.4. Air Output: 5,000 CFM minimum

4.11.5. Temperature Control: 40 F Temperature Rise minimum

4.11.6. Thermostatic Controller: Heating and cooling elements must be thermostatically controlled Answer: We received in line heaters on a previous project and we did not have room for them. We ended up running out of space and ran into trouble trying to find a places for those heaters. If they are within the units that is fine. We just not separated ones, if that makes sense.

Question: We had a question regarding this is it okay if we quote the 80T units, the unit meets all the requirements for installation and exceeds the performance requirements.

Question: Will it be an issue that it is not a “65-70T” unit? Our fleet just jumps from 50 to 80.

Answer: 80T units should be fine to support.

Question: First of which is the solicitation calls for four outlets on each unit and our unit has three, is it possible to attached a splitter to one of the outlets to provide the fourth outlet? Our second questions is, the unit we have in mind to bid is a 80 ton AC with internal heat which exceeds the cooling requirement of 65-70 tons, is this acceptable? I have attached our spec sheet for reference.

Answer: 80T unit is fine, for the splitter I am reaching out to our mechanics to see if we can, so to be determined.

Question: I was reaching out to see if there's a site visit available for solicitation N4215826RS002GJ.

Answer: No.

Question: Are monthly technician checks required?

Answer: Per Step 6.4 and 6.4.1 in the SOW its required to perform preventative maintenance per the manufacture maintenance schedule. Must provide a monthly report to the COR on preventative maintenance perform.

Question: I do not see any power cable or AC duct requirements in the RFQ. Can you confirm no cable or duct needs to be provided?

Answer: Cable and duct don’t need to be provided.
