Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
The Government will award a contract resulting from this solicitation to the responsible offeror that will be most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate proposals and award based on initial proposals. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost/price standpoint.
The Offeror's proposal shall be in the form prescribed and shall contain a response to each of the areas identified in the solicitation.
The award decision will be made to the Lowest Price Offeror that receives an acceptable rating in both technical capability and contractor capacity.
1. Factor 1 - Technical Capability
Technical Capability - Technical capability will represent the assessment of how well you understand and propose to fulfill the requirements outlined in the Performance Work Statement (PWS) and directions that are found within 52.212-1.
Vendors must submit a sufficient narrative demonstrating their ability to successfully execute the Performance Work Statement.
This document should clearly outline their understanding of the requirements, proposed execution strategies, and operational readiness. Key Personnel resumes will be evaluated as part of the Technical Narrative factor. Failure to provide Key Personnel resumes that meet or exceed the following requirements will result in an offeror receiving an Unacceptable rating for Factor 1 - Technical Narrative.
Technical acceptability will be defined by directions that are found within 52.212-1.
Technical Evaluation Ratings
Table 1 - Technical Capability Rating
Rating Description
Acceptable Quote meets all of the requirements identified.
Unacceptable Quote does not meet all of the requirements identified.
Contractors who fail to possess an acceptable technical capability will not be considered for award and the other elements of their quotation will not be evaluated.
2. Factor 2 - Capacity
Capacity - Capacity proposals will be rated "Acceptable" or "Unacceptable" using the ratings and descriptions outlined in Table 2.
The Capacity evaluation will assess the Offeror's available manpower to fulfill the requirements listed in the PWS, demonstrated in their completed capacity attachment.
Table 2 - Capacity Rating
Rating Description
Acceptable Offeror's available manpower rate shall be deemed acceptable if the proposed staffing levels or available man-hours are sufficient to meet the performance requirements of the contract.
Unacceptable Offeror's available manpower rate shall be deemed unacceptable if the proposed staffing levels or available man-hours are insufficient to meet the performance requirements of the contract.
3. Factor 3 - Price Reasonableness
The Government will evaluate the Offeror's proposed price to determine price reasonableness in accordance with FAR 13.106-3.
The Government will multiply the estimated quantities provided in the schedule by the unit pricing proposed to determinate the estimated amount for each line item.
The estimated amount for each line item will then be added together to determine the total estimated price which will become the evaluated price.
The vendor's proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm and valid for one hundred and twenty (120) days.
