About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the Norfolk Naval Shipyard on 22 May 2026 for Solicitation N4215826QE0049. The amendment extends the response due date and time from 22 May 2026 at 11:00 AM to 26 May 2026 at 07:00 AM EST. The requirement is for a 1500 kW trailer-mounted diesel generator to serve as standby/emergency backup power at Naval Station Norfolk and Norfolk Naval Shipyard. The generator must be capable of paralleling with a ship's electric plant operating at 450 V / 60 Hz / 3-phase and include a 3-phase bus connection for bolt-on lugs. The contractor must provide monthly maintenance consisting of approximately 12 hours of runtime per year (3 hours maximum per month for loaded and unloaded testing). The generator dimensions are revised to 20' to 40'L × 8' to 8.5'W, with allowance for an additional separate fuel tank to meet 24-hour runtime requirements. The Government will provide fuel; the contractor is responsible for refueling services and representing the generator during interconnection activities to ensure proper paralleling with the ship's electrical systems.

The incumbent contractor is operating under Contract #N4215825PS027. Key contractual requirements include submission of Tables A (allowable operating hours), B (fuel consumption), and C (running hours) along with the technical manual with the quote for Government approval prior to award. A contractor representative must be available at a per-hour technical service rate for non-routine work beyond the scope of the Statement of Work. Delivery and all operations will be coordinated through Building 276 in Portsmouth, Virginia (Shipping & Receiving), with the generator stationed and tested at Naval Station Norfolk CEP-198 Building. Contractor personnel requiring site access must complete the DBID clearance process and present two forms of ID, vehicle registration, and current inspection paperwork at Gate 5 upon arrival.

Solicitation Questions and Answers

Q1. Is there an incumbent contract for this requirement?

A1. Yes. Contract #N4215825PS027.

Q2. We understand this is primarily for standby; however, is there an expected annual runtime estimate?

A2. We perform monthly maintenance where we run the generator for an hour, so in total we put 12 hours on the machine. Unless something bad happened and we had to deploy the generator, which is not expected.

Q3. Will the Government provide fuel and refueling services throughout the performance period?

A3. Yes, we use our own fuel and refueling services.

Q4. Can the Government provide an estimated anticipated load profile or typical operating load percentage?

A4. Every month we put 700KW on the generator for an hour. But we need a 1500KW unit in case we must deploy.

Q5. Delivery and operating location. SOW paragraph 1 references "Naval Station Norfolk CEP-198," while Block 9 (Issued By), Section E (Inspection and Acceptance), and Section F (Deliveries) all reference Norfolk Naval Shipyard, Building 276, Portsmouth, VA. Please confirm the actual delivery and operating location of the rental unit and identify the correct gate/access point for vendor logistics.

A5. All Norfolk Naval Shipyards shipments/orders processed go through Building 276, Portsmouth, VA (Shipping & Receiving). The generator will be delivered to Naval Station Norfolk. It will be located/stationed and tested in the vicinity of CEP-198 Building. It will be used to operate at Naval Station Norfolk and Norfolk Naval Shipyard in an emergency compacity for whichever installation needs it for a ship. Logistics: Once contract is awarded, the contractor will send names and information of everyone in their company needing access to the installation(s) for maintenance/ service of the generator. They will have to be cleared to receive access to the installation via DBIDs process. When arriving to NOB (Naval Station Norfolk) the contractor will have to retrieve their DBIDs from Pass & ID Office. The contractors will need to have 2 forms of ID, vehicle registration, up-to-date inspections paperwork. After the Pass & Id. portion the driver will line up to go through GATE 5 inspections gate. After vehicle inspection they will come in through that gate onto the installation.

Q6. Paralleling switchgear configuration. (Priority question.) SOW paragraph 4.10.2 requires the contractor to modify the rental generator as required to allow paralleling with the ship's electric plant. Section B identifies only one deliverable (the trailer-mounted generator) with no separate line item for switchgear or paralleling controls. Please clarify:

a. Does the connection point at CEP-198 include existing shore-side switchgear capable of synchronizing the rental generator with the ship's electric plant, or must the contractor provide all paralleling controls and synchronization equipment as part of the trailer-mounted unit?

b. If contractor-provided, is the requirement for automatic synchronization, manual paralleling capability, or either approach so long as safe paralleling can be achieved?

c. What is the defined interface point between the rental generator and existing site infrastructure? Is the contractor responsible for any interconnection equipment beyond output cabling from the generator?

A6. (A&B) In the past, the contractor made sure the generator could accept the paralleling with the ships diesel when needed. The ship has paralleling interfaces so there will be no need for extra equipment unless the generator has a special feature unknown to us. Also, the generator will have to be ungrounded. (C) All we would need is the generator to have a 3-phase buss connection for bolt on lugs. We supply cabling and lug connections for the phases to the buss. We want to have a generator representative on site while performing this.

Q7. Ship's electric plant electrical specifications. (Priority question.) Please provide the voltage, frequency, and phase configuration of the ship's electric plant the rental unit must parallel with (for example, 450 V / 60 Hz / 3-phase, 4160 V / 60 Hz / 3-phase, or other). This directly affects unit selection and is required for the offeror to confirm technical compatibility before quoting.

A7. 450 V / 60 Hz / 3-phase

Q8. Estimated run hours. The rental unit is described as standby/emergency backup. Please provide the Government's estimate of cumulative operating hours expected over the 12-month base period and the 6-month option, if exercised. This affects fuel consumption planning, OEM-scheduled maintenance, and wear-and-tear pricing.

A8. We generally run the generator no more than 3 hrs. total a month for maintenance loaded and unloaded. 12-months approx.36 hrs. and 6-month approx. 8 hrs. We cannot determine how long it will run in an emergency.

Q9. Fuel supply responsibility. The SOW does not address fuel. Please confirm whether the Government or the contractor is responsible for furnishing diesel fuel for operation, load testing, and routine exercising of the unit.

A9. The government will be providing fuel.

Q10. Submission timing for Tables A, B, C and Technical Manual. SOW paragraph 4.11 requires Tables A (allowable operating hours at standby /prime/continuous ratings), B (fuel consumption), and C (running hours), along with the Technical Manual, prior to award. Please confirm whether these are to be submitted (a) with the quote, or (b) by the apparent successful offeror after notification but prior to award?

A10. This would be submitted with the Quote. We need to see that the specs are met before we can approve anyone.

Q11. Per-hour technical service rate. SOW paragraph 4.13 requires a contractor representative to be available at a per-hour rate for non-routine technical work. Section B contains only firm-fixed-price line items (0001 and 1001) with no separate CLIN for per-hour services. Please clarify whether the per-hour rate is intended as a separately priced line item or is to be incorporated into the firm-fixed monthly rate?

A11. Due to past experiences, we run into issues that are not covered under this SOW. We put this in to cover cost service calls when we need a generator representative present.

Q12. Site visit. Is a pre-quote site visit being offered to inspect the connection point at CEP-198 and the surrounding equipment cabinet configuration?

A12. No, we do not have a site visit in this contract.

Q13. Generator staging distance from connection point. Please provide the estimated cable run distance from the position where the rental unit will be staged to the connection point at CEP-198. This distance affects output cable sizing, conductor gauge, number of cable sets required, and any need for paralleled cable runs, all of which are scoped in the contractor's deliverables under SOW paragraph 4.12?

A13. CEP-198 is a building and is not the intent of this contract. There will not be any cables provided by the contractor unless part of the generator assembly. 4.12 is to have assist when hooking up to the buss to ensure it is to the generators representative's specifications/or recommendations.

Q14. Does the 20'L x 8'W dimension limit apply strictly to the generator unit only, or does it apply to the total assembly including any external fuel tank on a separate trailer? If an external fuel tank trailer is used to meet the 24-hour runtime requirement, must the generator unit itself still meet the 20'L x 8'W limit?

A14. This dimension is just the generator. There can be an addition tank to meet the 24-hr. runtime.

Q15. I am [asking about the] spec for a 1500Kw rental generator [and the] 20' long in length?

A15. This is an old dimension and needs to be revised. 20' to 40'L X 8 to 8.5'W.
